Job Description:
Yuba College is seeking an equity-minded, dynamic, collaborative, and innovative employee to serve as the Director of TRiO Programs.

BASIC FUNCTION: Under the direction of the assigned administrator, the Director of TRiO Programs will plan, implement, develop, organize, and ensure that the objectives as outlined in the Student Support Services (SSS), Student Support Services STEM (SSSS), Upward Bound or other TRiO program proposals are accomplished.

The Ability to Create Lasting Change within the College Under the direction of the College Vice President of Student Services, the Director of TRiO Programs will be committed to identifying gaps in student outcomes on the basis of factors such as race, ethnicity and gender, and then mobilize the College to improve results.

Strategic Vision for the College and Its Students, Reflected in External Partnerships Under the direction of the College Vice President of Student Services, the Director of TRiO Programs will leverage the institution's influence and resources to pave the way for ongoing student access and success by forging partnerships with outside entities, including K-12 school districts, four-year colleges, community-based organizations and employers.

Raise and Allocate Resources in Ways Aligned to Student Success Under the direction of the College Vice President of Student Services, the Director of TRiO Programs will develop resources to achieve significantly improved student outcomes by implementing well-designed
institutional changes at scale. and ensuring they are embedded for the long term.

Essential Duties Summary: REQUIRED ESSENTIAL DUTIES:
Initiate and lead the interviewing, hiring and evaluation process of all TRiO staff, including faculty and peer tutors, according to District policies and procedures.
Develop a strong working network with staff, students, and parents of all high schools within the service area as described in each program proposal.
Develop, implement, and monitor all program budgets and ensure district and federal budgetary compliance. Execute all budget transfers, review all budget proposals, and maintain all expenditures within the allocated budget guidelines.
Identify, recruit, select, and maintain an enrollment of the specified number of eligible students per the requirements of Student Support Services (SSS) and Upward Bound program proposals.
Develop applications, brochures, and program forms relative to the outreach needs of the SSS Programs.
Work with Academic Departments, the Director of Financial Aid, the Director of Enrollment Services, and with programs such as the Extended Opportunity Programs and Services (EOP&S), CalWORKs, Disabled Students Programs and Services (DSPS), in the development, preparation, and implementation of short and long term objectives as outlined in the Student Support Services (SSS) and Upward Bound program proposals.
Review and consistently assess the Student Support Services (SSS) and Upward Bound Proposals, their goals and objectives to ensure a timely and effective implementation.
Develop, coordinate, and implement services need assessment process to identify individual student needs, including academic strengths and weaknesses, educational goals, career goals, and course placement.
Implement strategies to provide comprehensive academic tutoring and expanded writing and math services to eligible student participants.
Develop support systems and mechanisms to achieve program component goals. such as increasing student retention, graduation, and transfer rates as outlined in the program proposals.
Collaborate with the college research and student success office to continually assess the quality of services rendered by the TRiO Programs.
Develop coordinate and implement effective and successful Summer Orientation Academic Program.
Develop coordinate and implement a series of academic workshops to meet the objectives of the program proposals.
Develop and coordinate the SSS Steering Committee to assist, assess, and monitor the Student Support Services (SSS) programs and its objectives.
Develop and implement program procedures that will follow district, federal, and state guidelines.
Develop and coordinate student field trips, per the program proposals.
Develop implement and maintain computerized student tracking systems.
Use a team-approach process to carry out the programs goals and objectives.

Required Qualifications: MINIMUM QUALIFICATIONS:
The successful candidate, by the final filing date, must possess the minimum qualifications for Educational Administrators at California Community Colleges:

(All degrees and units used to satisfy minimum qualifications must be from accredited institutions).

Possession of a Masters degree; AND

One year of formal training, internship, or leadership experience reasonably related to the administrators administrative assignment.

FOREIGN TRANSCRIPTS: Include a U.S. evaluation and translation. Contact the Human Resources website for a list of agencies providing foreign transcript services.

Desired/Preferred Qualifications: DESIRABLE QUALIFICATIONS:
Doctoral degree from an accredited institution
3-5 years of Administrative experience
Knowledge of ACCJC Accreditation regulations
Knowledge of California Education Code and Title V
Knowledge of working with HSI (Hispanic Serving Institutions) colleges
Work collaboratively with diverse constituencies. both internal and external
Build and manage division-wide consensus;
Effectively communicate orally and in writing;
Be a strong and articulate proponent of higher education.
Experience working in a shared-governance environment;
Teaching, counseling, or administrative experience in higher education, preferably in a community college setting.

WORKING CONDITIONS: In accordance to Board Policy, smoking is restricted in many areas of the Yuba Community College District. Yuba College is a tobacco free campus.

WORK DAY, WORK WEEK, and WORK YEAR: The District has the right to establish work day, work week, work year; hours of positions within the District may vary.

Range/Step: Range 33, Management Salary Schedule

Salary Range: $96,407 - $111,830 per year

Benefits Information: BENEFITS/SALARY:
The District offers a comprehensive benefits package for employees and dependent, valued at over $24,273 annually with currently no out of pocket expenses to employees or dependents for monthly premiums. The package includes health, dental, vision, two (2) life insurance policies and an Employee Assistance program. Additional benefits include contributions to the State Teachers Retirement System (STRS) or the Public Employees Retirement System (PERS), 457/403b options, 12 sick days, 22 vacation days, 19 holidays, 223 day/12 month contract.
