Overview
The Division of Institutional Planning & Operations (IP&O) employs a workforce of approximately 2,700 staff, represented by 15 collective negotiations agreements, and is responsible for institutional strategic initiatives and operations, which encompasses an expansive range of comprehensive service and business operations across the State of New Jersey. These include planning and construction, facilities, public safety and emergency operations, environmental health and safety, transportation, housing, and auxiliary/retail operations.
Posting Summary
Rutgers, The State University is seeking a Senior Director Environmental Services for the Environmental Services department of Institutional Planning & Operations. Under the broad guidance and direction of the Associate Vice President, Institutional Planning & Operations, the incumbent directs and leads all Environmental Operational Services activities for Statewide (New Brunswick, Piscataway, Camden, Newark, RBHS Central and RBHS North). This position is responsible for the delivery of all Environmental Services associated with building interior cleanliness, pest control, trash/recycling program efforts as well as special events, to name a few. This position works closely with the Facilities leadership of all campuses. The University maintains over 27 million square feet of space in over 700 buildings.
Among the key duties of this position are the following:
  • Provides leadership and broad direction to Environmental Services units statewide which includes over 800 Environmental Services staff members, with representation from at least five collective bargaining units.
  • Implements approved policies, procedures, programs and standards for the delivery of all related environmental operational services, which collectively fold into unit goals.
  • Works closely with Senior Directors, Directors, Associate Directors and Area Managers for Environmental Services to ensure that policies, procedures, programs and standards are implemented consistently statewide.
  • Works closely with the leadership on all campuses with regards to Environmental Service concerns and matters.
  • Provides resources for the successful delivery of services, ensuring quality and consistency statewide.
  • Assesses effectiveness of policies, procedures, programs and standards and provides reports and recommendations as needed to the Associate Vice President of Institutional Planning & Operations.
  • Manages a variety of complex operational functions, including solid waste/recycling statewide and is the initial point of contact for Environmental Services Associate Directors.
  • Administers the execution of an annual budget.
  • Assures that resources are allocated responsibly and effectively to all subordinate units across the functional area responsibilities.
  • Responsible for oversight and monitoring the University’s compliance to all applicable federal, state and local code and regulatory statutes pertaining to Environmental Service Operations.
  • Responsible for maintenance of all applicable university interior building space statewide.
  • Provides for Special Event support statewide.
  • Provides for Pest Control support statewide
  • Maintains appropriate staffing levels to adhere to published Service Level Agreements.
  • Establishes and maintains a positive, service-oriented work environment in accordance with university policy and procedures.
  • Supports training and career development for staff at all levels.
  • Promotes interdepartmental communications and recognition throughout the unit.
  • Works closely with the University Planning, Development and Design division in the selection of maintainable finish materials used in renovated space and in new construction.
  • Responsible for emergency response activities as it pertains to weather related incidents and other emergency events.
  • Keeps frequent communication with campus communities across the State which may include and range from Building Coordinators to Deans and Departmental Heads and Chairs, Students and Parents.
  • Works objectively to resolve matters ensuring the smooth operation and delivery of Environmental Services statewide.

Qualifications


Minimum Education and Experience
  • A Bachelor’s degree in management or other related field with extensive experience in facilities management.
  • A minimum of five years of progressively responsible experience with demonstrated leadership and management skills in a highly complex organization.
Certifications/Licenses
Required Knowledge, Skills, and Abilities
  • Must demonstrate a thorough knowledge and understanding of facilities management in a university setting.
  • Excellent human relations, organizational, interpersonal, communication and leadership skills.
  • Knowledge of sustainable practices as well as pest control and solid waste/recycling management.
Preferred Qualifications
  • Proficient with Microsoft Excel, Word and PowerPoint.
  • Familiar with Aim Assetworks.

Immunization Requirements


Under Policy 60.1.35 Immunization Policy for Rutgers Employees and Prospective Employees , Rutgers University requires all prospective employees to provide proof that they are fully vaccinated and have received a booster (where eligible) against COVID-19 prior to commencement of employment, unless the University has granted the individual a medical or religious exemption.
