About the Department

Navy Child and Youth Programs (CYP) provide high-quality educational and recreational programs for military and Department of Defense (DoD) children and youth ages 6 weeks to 17 years. Navy CYP’s system of care serves 200,000 military children and youth each year via our network of 238 child development and youth program facilities worldwide. Teams of caring, knowledgeable Navy CYP professionals plan and implement developmentally appropriate programs that are responsive to the unique needs, abilities, and interests of children and youth. Our professionals foster a sense of independence, trust, and responsibility within each child and youth through understanding and respectful interactions.

Through positive relationships, our programs respect and support the ideals, cultures, and values of families in their task of nurturing children and youth. Navy CYPs are advocates for children, youth, families, and the CYP professionals within our programs and surrounding communities. Some of the CYP curriculum goals are to build physical development and skills, promote social competence and positive relations with others, and advance creative expression, representation, and appreciation for the arts. In addition to Navy CYP professionals, contract personnel are required to ensure that the Navy CYP mission is fulfilled.

Essential Job Duties

The Coordinator, Recruitment and Social Media will research, develop, and implement effective recruiting and staffing strategies to attract a diverse pool of qualified and capable interns for the program focusing primarily on effectively using technology and social media. The working environment for this position is collaborative and team-based. The Coordinator, Recruitment and Social Media will be responsible for managing all the program’s recruitment efforts to provide up to 600 interns annually as supplemental staffing to support Navy Child Youth Programs (CYP) child development and youth recreational programs CONUS and OCONUS.

The person in this position will use a planned targeted marketing program to coordinate recruitment efforts, will use designed protocols to manage applicant status in the screening process, and will engage with appropriate university entities to manage application and screening processes. This person will manage the development and posting of the program and recruitment-related content for various social media platforms. The working environment for this position is collaborative and team-based. This position will also provide social media support (website development/maintenance, social media platform posting, and maintenance, etc.) for the CYFAR 4-H Military Partnership program.

Primary duties of the Coordinator, Recruitment and Social Media include, but are not limited to the following:
  • Design and implement the program’s overall recruiting strategy.
  • Develop, facilitate, and implement all phases of the recruitment process.
  • Create timelines for a broad array of projects including sourcing, recruitment, media/marketing, deployment, etc.
  • Develop recruitment materials and post job descriptions to appropriate job boards/ colleges, social media outlets, etc.
  • Source and attract qualified candidates by using networks, databases, social media, online job fairs, online recruiting sessions, etc.
  • Develop content and post-program information on various social media platforms.
  • Cultivate relationships with appropriate individuals and organizations in order to advertise postings and gain referrals.
  • Coordinate with the Program Manager and other staff to ensure appropriate numbers of interns are recruited in a timely manner.
  • Provide analytical and well-documented recruiting reports to the team on a regularly scheduled basis.
  • Ensures compliance with federal, state, university, local employment guidelines, and company policies regarding social media and recruiting policies.

Minimum Education and Experience

  • Post-baccalaureate credentials or Bachelor’s degree in human resources, management, communications, education, organizational science, or related field.
  • Proven work experience as a Recruiter (either an in-house recruiter or a staffing agency recruiter).
  • Years of experience in recruitment, including managing time and documenting priorities, milestones and deliverables. An equivalent combination of education and experience may be considered.

Other Required Qualifications

  • Experience with various selection processes (video interviews, phone interviews, reference checks, etc.).
  • Experience creating social media content and managing postings on various social media platforms.
  • Experience communicating with diverse people (peers and superiors) in a variety of settings (small meetings, conference calls, one-on-one consultations, etc.).
  • Experience facilitating conversations or situations with conflicting opinions, delicate subject matter, or visible tensions.
  • Comfortable speaking in groups, particularly when facilitating discussion of competing ideas or needs.
  • Prior managerial experience and significant hands-on experience in contract management and negotiation.
  • Strong written, verbal, and presentation skills.
  • Excellent interpersonal and communications skills, including verbal and written, both in detail and summarily, applies to both in-person interactions and remote (ex. via Zoom or other web conferencing modality).
  • Ability to work in a team and establish professional relationships with senior US Navy officials, NCSU staff, and other key internal/external clients, vendors, and stakeholders.
  • Familiarity with project management applications.
  • Familiarity with web-based communication and collaboration tools.

Preferred Qualifications

  • Master’s degree in human resources, management, communications, psychology, education, organizational science, business, or related field.
  • 5+ years experience in recruitment, including managing time and documenting priorities, milestones and deliverables.
  • Demonstrated leadership, organizational, and project management skills.
  • High level of independence and initiative.
  • Experience working in a higher education setting.
  • Experience working with Department of Defense contracts and systems.
  • Experience working with education-based professionals, projects, and products.
  • Demonstrated commitment to equity and diversity.
  • Willingness to engage in professional development to stay abreast of best practices.
  • Demonstrated high work ethic with a willingness to work flexible hours, as needed.
  • Commitment to customer service and the ability to multitask, meet deadlines, and work successfully in a fast-paced environment.

  • Valid driver’s license required.
  • Valid NC driver’s license within 60 days of start.
  • Excellent organization and follow-up skills.
  • Must submit to and successfully pass a National Agency Check and Inquiries (NACI) background check.
