Position Summary/Purpose of Position:

The University of Maryland is seeking a dynamic IT Professional to join the department of Procurement & Business Services. The Senior Buyer will be responsible for information technology (IT) procurements from original requirement or business need identification through the procurement “cradle to grave” life cycle. This consists of responsibility for procuring complex IT products and services. The procurement process supported consists of working with the University’s Division of IT and departments across campus – for RFPs, RFQs, IFBs solicitations and Sole/Single Source procurements.

The Senior Buyer position will support the day-to-day administration of contracts for IT hardware, software, consulting, training and other IT related purchases. The role requires participation in developing, reviewing and editing Statements of Work; negotiating contract terms and conditions and performing pricing analyses. In addition, the role will be a liaison with campus departments for IT procurement needs and support IT Procurements with the Division of IT in ongoing, proactive planning of IT procurements in support of the University’s IT Strategic Plan.

Minimum Qualifications:

Education (include licenses, certification, etc.):
Bachelor’s Degree from an accredited college or university

Experience:
Five years of related experience including demonstrated specialization in supporting complex IT related procurements and contracts administration.

Knowledge, Skills and Abilities: 
  • Strong analytical and communication skills that can be utilized to influence and drive the decision making process
  • Knowledge and experience with the application of Procurement fundamentals and practices
  • Proficient in the use of computer software programs and basic Microsoft Office products
  • Works well independently and in teams, has proven ability to solve problems, and exercise good judgment
  • Exceptional organizational, self-management, time management, and multi-tasking skills

Preferences:

Preferences:
  • Bachelor’s degree in Business, Finance or IT related field is preferred.
  • Experience within higher education, State or federal procurement desirable.
  • Knowledge of automated purchasing applications for requisition and Purchase Order processing.
  • Vendor Management Skills: Apply dispute resolution skills in working through contract related issues to successful resolution.
  • Skills in financial and qualitative analysis to analyze cost/price analysis for best value and price reasonableness determination.
  • Senior level negotiating skills: Ability to conduct effective negotiations maintaining proper degree of business equity when dealing with private industry and in seeking University management approvals.
  • Senior level procurement management skills: Ability to lead the University’s teams in negotiating prices, terms and conditions, for competitively negotiated contracts and for the resolution of complex change orders.
  • Skilled in delivering high quality services assuring customer satisfaction within an IT community.

Additional Certifications:

Preferred:
Certified Professional Public Buyer or similar certification.
