Position Summary/Purpose of Position:

The University of Maryland National Center for Smart Growth (NCSG) and the Montgomery County Planning Department, part of the Maryland National Capital Park and Planning Commission (M-NCPPC), are looking for a Planning Research Associate that will work on-site at the Montgomery County Planning Department.

The Department’s master and sector plans lay out a 15-20 year vision for growth and stewardship of a particular plan area. These plans have extensive community engagement in the final recommendations that are implemented by public agencies and private development. The detailed regulatory applications for development that follow the master plans implement that vision during the life of the plan.

The Montgomery County Planning Department Research and Strategic Projects (RSP) Division serves as a “think tank” on a broad range of issues affecting land use and the built environment. Our mission is to foster stewardship of Montgomery County’s natural and built environment and its communities by understanding the past, examining current conditions and anticipating the future. We do this by providing insightful, understandable and data-driven analysis and policy-relevant research on land use, demographics, economic indicators, real estate and other markets, employment and housing to Planning Department leadership and staff, County officials, businesses and residents, to increase their understanding of our community and inform decisions. Our work helps promote evidence-based, informed and transparent decisions and policies that enhance all aspects of life in Montgomery County. The RSP Division also conducts analysis to support the implementation of the Department’s Equity Agenda for Planning.

The R&SP Division is seeking a Planning Research Associate to support its master plan reality check research and other ongoing demographic, equity, housing, and economic research projects.

The types of assignments will include:
  • Researching and synthesizing information from past master plans, development approvals and other sources to assess how plans have been implemented, including what community facilities and amenities have been created through public and private investments.
  • Reviewing and revising methodologies to track master plan implementation over time, including cataloging information in Excel or another GIS-compatible database.
  • Using ESRI ArcGIS to analyze development pipelines and build outs versus the vision of the master plan.
  • Coordinating with staff in other divisions to obtain information about master plans and proposed development.
  • Obtaining and analyzing data from a range of sources (e.g., US Census, US Bureau of Labor Statistics, real estate market databases, etc.) to complete one-off research assignments or information requests, as needed.
  • Creating accurate, easily comprehensible, thoroughly documented charts, maps, and graphics to share findings from master plan reality check and other research in written and online interactive formats.

Minimum Qualifications:

Education:
Master’s degree in urban planning or similar field or a Bachelor’s degree in urban planning or a similar field combined with two years of full time employment in a professional research environment.

Knowledge, Skills, and Abilities:
  • Proficiency with GIS, data analysis and visualization tools (Tableau, etc.). 
  • Proficiency with Microsoft Office 365 (Word/Excel/PowerPoint/Teams).
  • Strong attention to detail.
  • Strong organizational skills, ability to work on multiple assignments independently and meet deadlines.
  • Strong oral and written communication skills.
  • Enthusiasm for qualitative and quantitative urban planning research.

Previous experience creating story maps in ArcGIS Online or a similar program is a plus.
