Position Summary/Purpose of Position:

The Buyer is responsible for providing specialized and professional procurement services involving the solicitation preparation, management, award, and administration of contracts for construction and related services, commodities, maintenance, master orders, and other services as required, primarily for the University of Maryland College Park and other institutions in the USM as applicable.

Minimum Qualifications:

Education:
  • Bachelor’s Degree from accredited college or university. An equivalent combination of education and/or experience can be substituted for the degree.
  • Two years direct procurement experience may be substituted for each year of education

Experience:
Minimum of three (3) years of progressively responsible related professional experience preferably in construction and facilities procurement/management.

Knowledge, Skills and Abilities:
  • Knowledge of various source selection methods.
  • Ability to negotiate prices and contract terms and conditions.
  • Good oral communication, dispute resolution and customer service skills.

Additional Certifications:

Preferred:
  • Certified Purchasing Manager (CPM)
  • Certified Professional Contract Manager (CPCM) Certified Public Purchasing Officer (CPPO)
  • Certified Professional Public Buyer (CPPB)

Physical Demands

This primarily is a sedentary position involving extensive use of desktop computers. The position does occasionally require walking some distance to attend meetings, and programs. Position may require occasional visit to construction site.
