Primary Purpose

 

The Director of Conduct and Community Standards oversees campus wide employee and student relations that promote respect, integrity, and development through the creation and enforcement of equitable and inclusive policies and procedures. The position is responsible for ensuring the College maintains compliance with federal, state, and local agencies and initiatives, governing and impacting college operations serving students and employees. Area of compliance may include, but are not limited to; Title IX, Civil Rights, cultural competence. The Director is responsible for both the employee and student conduct processes working closely with the Student Services and Administrative Services teams. Educates the campus community on federal and state regulations, college policies, rights and responsibilities and conduct resolution processes. This role supports the advancement of a safe and inclusive campus climate.

 

Description of Essential Functions

 

Campus Community Standards Leadership (30% of Time)

  • Coordinates and monitors efforts of other college departments that may receive and/or investigate complaints, including but not limited to advisors, faculty, residence life, human resources, campus security, and other college locations and departments.
  • Coordinates training for students about their legal rights and complaint procedure; coordinates large and small group training to employees to ensure understanding in compliant processes.
  • Crafts behavioral expectations informally and formally, to address student behavioral and safety concerns. Balances unique needs of high-risk individuals with the community needs for learning and safety in concert with the College code of conduct, regulations, and laws.
  • Chairs and communicates frequently with members of the student conduct and Title IX teams to follow up in a timely manner on all complaints; communicates with the Office of Instruction on all academic related complaints and ensures follow up.
  • Serve as the chair of the Threat Assessment Team. Train and supervise committee members as necessary.
  • Works closely with Emergency Management/Campus Security and other related campus teams including threat assessment to help connect dots on informal and formal complaints regarding campus conduct.
  • Monitor student behavioral trends and collaborate with campus and community partners to develop and implement programming, policies and/or initiatives that are responsive to campus and community needs
  • Track, trend and report systemic problems relating to complaints and investigations; provide consultation to individuals regarding reporting options, employee mandatory reporting obligations, and resources available at the college and in the community.
  • Monitor social media to ensure cyber communications are appropriate reflecting the College’s culture and mission.
  • Develops active (workshops, sessions at Orientations, training for students and employees) and passive (posters, displays, brochures, information on the web) programming resources to ensure wide awareness of student and employee behavioral expectations on campus.
  • Serve on the Diversity, Equity, and Inclusion Committee.

 


Conduct Administration (30 % of time)

  • Serve as primary point of contact for students, employees, and third parties with response to campus compliant intake.
  • Coordinates and assigns investigations on conduct complaints, including Title IX, to trained positions in the campus community for information and follow up.
  • Coordinates investigations for all students’ complaints and/or student conduct code violations including alleged discrimination and/or harassment.
  • Assesses gather information from investigations and determines the appropriate route for follow up for either formal or informal resolution; when relevant coordinate formal hearings to address alleged Title IX and other conduct violations.
  • Monitors compliance of all requirements and time-lines specified in the college complaint procedures.
  • Communicate frequently with those responsible for student and employee conduct issues to follow up in a timely manner on all complaints; communicates with instructional areas on all academic related complaints and ensures follow up in the process.
  • Works closely with the Campus Security staff and other related campus teams including threat assessment to help connect the dots on informal complaints regarding conduct and/or potential Title IX violations.
  • Investigating allegations of student misconduct, and academic dishonesty. Adjudicating cases and determining appropriate sanctions for students found responsible for violating the Student Conduct Code.
  • Ensure student conduct and organizational conduct meetings are properly administered, aligned with best practices and compliant with college policies and federal and state laws/mandates
  • Organize, conduct and oversee campus training program and make available educational materials/resources for employees and students related to rights, responsibilities, and updates for Title IX, Civil Rights, and drug and alcohol prevention. Trains the greater campus community on complaints processes to ensure a clear, fair, and responsive process.

Compliance and Title IX Leadership (20% of Time)

  • Manage Title IX; serving as the College’s Title IX Coordinator, process ensuring compliance with Title IX and VAWA standard and legislation. Receive, evaluate, and assign complaints for outreach and investigation. Maintain records of complaints and investigations.
  • Lead the TIX team, including develop structure and rapport with team and coordinate initial and ongoing training for members. Create and lead a pool of Deputy Coordinators, Investigators, and Advisors.
  • Manage the Maxient Conduct Software. Collaborate with colleagues to effectively track cases.
  • Ensure compliance with Federal and State laws and college policies related to Title IX, HEOA, drug and alcohol abuse prevention, cultural competence, Americans with Disabilities Act (ADA), Civil Rights and affirmative action laws and regulations, including Title VI and VII of the Civil rights Acts of 1964, OSHA, EEO/AA, Clery, Campus Save Act, and VAWA. Develop and provide education, training, and best practices to the campus community.
  • Maintain the College’s required compliance information and resource publications in both electronically (College websites) and print.
  • Serve as a trauma informed trained investigator, within multiple processes/topics.
  • Lead the preparation of reports and information gathering related to Title IX, Civil Rights, drug and alcohol abuse prevention, and cultural competence for compliance audits.
  • Collaborate with all relevant stakeholders including Title IX Deputy Coordinators, Safety Committee, Human Resources, emergency management Student Services in the development and implementation of relevant policies, processes and practices, and educational opportunities.
  • Provides ongoing information regarding legal requirements, grievance issues, and compliance programs to the Executive Leadership as necessary.
  • Provide ongoing training, informational and educational programs for faculty, staff, and students. Trains the greater campus community on complaints processes to ensure clear, fair, and responsive process.

Required Knowledge, Skills and Abilities

 

REQUIRED QUALIFICATIONS:

  • Bachelor’s degree in human resources, public administration, psychology or related field from an accredited institution.
  • Minimum of 5 years of progressively responsible experience in a legal, student conduct, student life, Title IX, or other compliance matters, or closely related Student Affairs or Case Management work.
  • Knowledge of and experience with conflict resolution.

  • Exhibit a high level of technology literacy, including knowledge of retail systems and computer software and hardware. Ability to use internet searching, Microsoft Outlook, Word, and Excel as needed. Able to learn and function in the College’s information management system and learn new software as needed.
  • Ability to consistently convey a pleasant and helpful attitude by using excellent interpersonal and communication skills to control sometimes stressful and emotional situations. Requires sufficient communication and human relations skills to resolve complaints/issues, defuse anger, and gain cooperation.
  • Ability to model and ensure diversity and cultural competency (respect, inclusiveness, reflecting, valuing, and welcoming cultural differences) in all position responsibilities regardless of race, ethnicity, religion, gender, social class, sexual orientation, ability, nationality, age, language, origin, or employment status.

  • Previous training and experience in Title IX and sexual misconduct.
  • Knowledge of ADA, OSHA, EEO/AA, Clery Act, Campus SaVE Act VAWA, Title IX, Civil Rights Act, drug and alcohol abuse prevention, and Oregon’s cultural competency requirements.
  • Demonstrated ability to manage compliance regulations.
  • Dedication to learning and staying current with relevant federal and state laws, policies, and regulations.

 


SPECIAL REQUIREMENTS OR LICENSES:

Title IX training completion (e.g., Investigator, Hearing Officer, Decision Maker, and/or Coordinator) upon hire or the ability to obtain in a timely manner.

PREFERRED QUALIFICATIONS

Applicants for this position possessing one or more of the following knowledge, skills, and abilities with receive preferred consideration through the selection process.

  • Master’s degree in higher education administration, student affairs, human resources or administration.
  • Demonstrated expertise conducting Title IX investigations, serving as a Title IX coordinator or deputy coordinator and/or investigating employment discrimination complaints. (or is this a preferred)
  • Experience working in Maxient software or similar care management software.
  • Knowledge of higher education law including Title IX, VAWA, Clery Act, and Campus SaVe.
  • Previous supervisory and management experience.
