Position Summary

Big Bend Community College (BBCC), a rural college serving vibrant, culturally rich communities in the Columbia Basin of Central Washington invites applications for a Program Specialist 2 in the college's Center For Business & Industry Services (CBIS) and Career Center.

Under general supervision, the Program Specialist 2 will plan, organize, direct, coordinate, and oversee day-to-day program operations in administering the DSHS/DVR PreETS (Division of Vocational Rehabilitation Pre-Employment Transition Services). This position will also develop and facilitate the delivery of comprehensive career services for all Big Bend Community College students which includes the development of content and training plans for a variety of career topics, the development of marketing/outreach plans, and will plan and oversee job fairs and career events. This position is scheduled to split the work week between the Center for Business & Industry Services (CBIS) and the Big Bend Community College (BBCC) Career Services Department. This position reports to the Director of CBIS.

Essential Job Duties

ESSENTIAL DUTIES AND RESPONSIBLITIES:

Primary essential duties and responsibilities include but will not be limited to the following:

  • Develop, administer, and train DSHS/ DVR PreETS (Division of Vocational Rehabilitation Pre-Employment Transition Services) in the areas of Work Readiness, Work Based Learning, and Self Advocacy to DVR eligible high school students (ages 14 – 21) from districts in the BBCC Service area. Provide on job support for each student participating in these programs.
  • Provide outreach/collaboration with K-12 school administration, youth program resources, sponsorship partners, parents, students, and BBCC faculty and staff to assist in the delivery of DVR PreETS services, online and in person youth programming, and Career Services programing.
  • Develop/facilitate the delivery of comprehensive career services for all BBCC students.
  • Provide education and career pathway navigation for students including outreach to high school students and BBCC students.
  • Develop content, training plans, monthly/annual schedules, workshops, and other activities for a variety of career and soft skills topics including job search, communication, time management, interviewing, resume building, and more.
  • Assist students in assessing skills, abilities, and experience to determine education needs leading to employment in high wage/high demand occupations and successful program completion.
  • Partner with students to create a plan to address career search, career goals, and target employers.
  • Oversee the planning and implementation of job fairs and other career events.
  • Develop marketing and other program related materials and timelines for CBIS programs and BBCC Career Services.
  • Monitor, reconcile, and manage budgeting, invoicing, and grant compliance as required for DVR PreETS, Career Services, and other CBIS programming. All CBIS programming must show its ability to be self-sustaining through strategic planning and budgeting.
  • Research and identify resources and information regarding Teen Worker Rules and DVR Initiatives to provide continuous improvement and development in the area of DVR PreETS Transitional Services.
  • Assess barriers to success and assist students in identifying solutions. Connect students with resources across the campus and local community.
  • Work effectively with colleagues and students of diverse backgrounds and be a contributing member of the campus community; maintain positive and effective communications with students, faculty, staff, and administration.
  • Contribute to other CBIS programming as needed.
  • Supervise and evaluate student workers and volunteers.

OTHER WORK RESPONSIBILITIES:

  • Maintain professional growth and development through seminars, workshops and professional affiliations to keep abreast of latest trends in field of expertise.
  • Ensure no injuries to self or others by following safe work practices and policies. This includes, but is not limited to security and safety, understanding of SDS, equipment, infection control, fire, disaster, safe lifting and body mechanics.
  • Ensure compliance with college policies and procedures and state and federal regulations.
  • Conduct self in a professional manner and ensures the interaction with team members and other support groups is conducted in a courteous and efficient manner conducive to the college’s values.
  • Perform related duties and other responsibilities as may be required.

DUTIES OF THE POSITION REQUIRE EXPERIENCE AND KNOWLEDGE IN:

  • Experience providing services to and working with the public.
  • Experience applying laws, regulations, policies, and procedures to different situations to reach a decision.
  • Experience using computers, spreadsheets, data entry and retrieval systems, and word processing software including Excel, Word, and Outlook to accomplish daily work.
  • Experience using social media and technology to increase efficiency in the outreach of students.
  • Experience entering and extracting data from database applications.
  • Experience with including prioritizing tasks, keeping track of information or work in progress, ensuring accuracy, multi-tasking, handling interruptions effectively, meeting competing deadlines.

REQUIRED WORK SCHEDULE AND WORK ENVIRONMENT:

Work is sedentary in nature with frequent repetitive hand and wrist motions. Frequent use of computer, 10-key adding machine, and exposure to terminal screens in performing work assignments. Frequent need for oral and auditory communications. Occasionally kneel, stoop, crouch, crawl, reach, and lift up to 25 lbs. in an office environment.

Basic work schedule is 40 hours per week. Hours may be adjusted to meet the needs of the departments and various events. Some evening and weekend work may be required. Position will be required to travel off campus to meetings and events. This is an overtime eligible position.

Minimum & Desirable Qualifications

MINIMUM QUALIFICATIONS:

At time of application, all candidates must possess the following:

  • Bachelor’s degree from a regionally accredited institution OR equivalent education/experience.Equivalent education/experience means Associate’s degree plus 2 years of professional work experience in outreach, recruiting, marketing, and/or career services; OR

High School completion plus 4 years of professional work experience in outreach, recruiting, marketing, and/or career services.

  • Previous work experience assisting job seekers with honing job search skills, identifying and working toward career goals, finding suitable careers, boosting networking skills, and getting referrals to employers.
  • Experience with office technology including Microsoft Office specifically Word, Excel, PowerPoint, and Outlook; Zoom and other online communication tools.
  • A valid, unrestricted driver’s license from Washington or another state and access to a dependable vehicle.
  • Current valid automobile insurance.
  • Experience working directly with individuals from diverse academic, age, socioeconomic, cultural, disability, and ethnic backgrounds.

DESIRABLE QUALIFICATIONS:

  • Previous work experience in career services and/or previous work experience in human resources.
  • Previous work experience in outreach/recruiting/marketing.
  • Experience with budgeting, tracking, and monitoring revenue and expenses.
  • Experience interpreting self-assessment tools such as the Myers Briggs Type Indicator and Newly Revised Strong Interest Inventory.
  • Experience with time management and project management.
  • Teaching / training experience is preferred, specifically training students with vocational rehabilitation needs.
  • Bilingual Spanish/English proficiency.
