Position Summary/Purpose of Position:

Responsible for day-to-day management of The Director for Administrative services is responsible for the day-to-day management of all aspects of the Institute, an experimental and theoretical research facility in the College of Mathematics and Natural Sciences (CMNS).

The Director of Administrative Services serves as the chief financial officer of the Institute of Physical Science and Technology (IPST), overseeing annual funding of about $2.8 million in state funds, $166,032 in DRIF and $3.4M in self-support operations. The director also oversees human resources for the students, staff and faculty members of IPST.

The director manages fiscal and administrative operations and acts as liaison to the College of Computer, Mathematical, and Natural Sciences and to campus administrative entities such as human resources, procurement and academic affairs. Working with the institute’s colleagues, the director ensures that the institute complies with all federal, state, and university policies and contractual obligations.

The institute pursues interdisciplinary research and education at the University of Maryland, providing support for theoretical and experimental research in areas at the intersection of traditional disciplines. Our educational commitment includes graduate programs in Biophysics, Chemical Physics and Applied Mathematical & Statistics, and Scientific Computation.

The Administrator works with the Institute Director, Associate Director, College and University Administrators, faculty and other departments on initiatives and projects that advance the mission of the Institute and the University. Some examples are starting of new PhD progams in technical areas, arranging faculty sponsored activities for domestic and overseas research, infrastructure upgrades of both facilities and electronic capabilities, participates in planning and decisions on new buildings and new equipment purchases.

The Administrative Director attends meetings and workshops on campus that involve the university policy and procedures that impact the Institute. On occasions attends meetings on behalf of the Institute Director when the Director is not available. Makes twice yearly presentations to the IPST faculty assembly on the status of the Institutes funds and any new or changing campus policy and procedures.

Duties of IPST Admin Director continued:

The Administrator of IPST has to complete various reports and forms for college and university activities. This included PRD for 10 staff, effort reports of all research staff, Outside consulting activities for faculty and staff, faculty and staff merit reports, annual reports of Institute activities to the college and Provost, sponsored activities proposals, and occasionally external reviews.

Minimum Qualifications:

Education:
Bachelor’s degree required.

Experience:
  • 10 years experience in academic institution with particular emphasis on managing experimental and theoretical research programs.
  • Plus 3-5 years of supervisory experience.

Knowledge, Skills and Ability:
  • Extensive knowledge of internal and external policies and procedures and the ability to interpret and apply them to the best advantage of the institute.
  • Experience with relevant campus systems, including eTerp, PHR, BA4, Kuali and foundation accounts; proficiency in Microsoft Office and Google suite.
  • Ability to work independently with judgement, discretion, persistence and unfailing attention to detail, and to promote a collegial and encouraging outlook in a very diverse institute.
  • Excellent communication skills.

Preferences:
  • Master’s preferred, preferably in business administration, finance or related field.
  • 10 years experience in academic setting, particularly knowledgeable of UM business systems, ARES, BPM, PHR, SAP CONCUR, STARS, etc.
