Summary

Plans, directs, oversees, and integrates the activities and operations of the Facilities & Operations Department including maintenance, construction, and engineering, grounds, and security. Identifies grant opportunities and assists the district in raising funds to improve the facility infrastructure. Coordinates departmental activities with other departments and outside agencies.


Education and Experience

Requires a Bachelors or equivalent from an accredited college or university with major course work in engineering, architecture, construction management, or a related field. Requires at least six years of increasingly responsible experience in the maintenance and construction of buildings, grounds and facilities, including two years of supervisory responsibility, preferably in an educational setting. Additional experience may substitute for formal education.


Essential Duties and Responsibilities
  • Assumes full management responsibility for all Facilities & Operations Department services and activities including maintenance, construction and engineering, custodial, grounds, and security.
  • Serves as Project Manager and works with contracted Project Managers for capital construction projects. Develops and coordinates procedures for dealing with independent contractors.
  • Manages the development and implementation of the department goals, objectives, policies, and priorities for each assigned service area. Establishes within College policy, appropriate service and staffing levels. Allocates resources accordingly to projects and programs yielding the optimal return to the College.
  • Continuously monitors and evaluates the efficiency and effectiveness of service delivery methods and procedures. Assesses and monitors work load, administrative and support systems, and internal reporting relationships. Identifies opportunities for improvement. Directs the implementation of changes.
  • Selects, trains, motivates, and evaluates personnel. Provides or coordinates staff training. Works with employees to correct deficiencies.
  • Plans, directs and coordinates, through subordinate level managers and supervisors, the department’s work plan. Meets with management and staff to identify and resolve problems. Assigns projects and programmatic areas of responsibility. Reviews and evaluates work methods and procedures.
  • Manages and participates in the development and administration of the department budget. Directs the forecast of additional funds needed for staffing, equipment, materials, and supplies. Approves and monitors expenditures.
  • Coordinates department activities with those of other departments and outside agencies and organizations. Provides staff assistance to the President, Vice Presidents, and Board of Trustees. Prepares and presents staff reports and other necessary correspondence.
  • Participates on a variety of committees. Attends and participates in professional group meetings. Stays current with new trends and innovations in the field of physical plant operations.
  • Respond to and resolves difficult and sensitive citizen inquiries and complaints.
  • Prepares cost, time, and labor estimates for major projects. Oversees and participates in preparation of plans and bid requests for major construction projects. Contracts for labor and materials. Manages contracts for the department.
  • Develops and directs the preventive maintenance program. Provides long range planning in computerized maintenance operations.
  • Monitors compliance with appropriate laws, codes, and regulations. Monitors, reviews and implements asbestos, hazardous materials, and energy management programs.
  • Directs and coordinates capital construction projects. Assumes responsibility as construction project manager. Reviews work-in-progress and results to comply with contractual requirements, codes, and regulations.
  • Performs other duties as assigned that support the overall objective of the position, including but not limited to acquiring funds for facility improvement from a variety of sources.

This is a senior management position responsible for integrating a diverse set of general administration functions that ensure on-going and uninterrupted operations of the College


Knowledge and Skills

The position requires a thorough knowledge of the operational characteristics of facilities and grounds in addition to the services and activities of a comprehensive plant operations program. Requires skills in organization and management practices as applied to the analysis and evaluation of programs, policies and operational needs. Requires a working knowledge of the budget preparation and administration process, facilities security, and purchasing. Requires in-depth knowledge of the principles of supervision, training and performance evaluation. Requires a working knowledge of pertinent Federal, State, and local laws, codes and regulations affecting the structural integrity of facilities. Requires an in-depth knowledge of the principles and practices of installation, operation, maintenance, and repair of heating, air conditioning, electrical, plumbing, carpentry, masonry, painting, and locksmithing, welding, refrigeration, and other mechanical systems. Requires a working knowledge of the Uniform Building Code, including public building regulations for the handicapped. Requires skill in organizing work and building an effective team to respond to a high volume of service requests.


Abilities

Must be able to plan, organize, direct and coordinate the work of supervisory, professional, and trades personnel; delegate authority and responsibility; prepare and administer large and complex budgets. Must be able to allocate limited resources in a cost-effective manner; and have the ability to sequence and execute a high volume of work projects. Must be able to prepare clear and concise reports. Must have the ability to read, understand, and interpret plans, blueprints, and specifications for building and grounds projects as well as the ability to prepare cost estimates, write construction or equipment specifications, and prepare bids.


Physical Demands

Requires sufficient ambulatory ability to inspect premises, including some ability to bend, stoop, and walk in confined areas. Sufficient visual acuity to read detailed drawings, recognizing words and numbers. Sufficient auditory ability to carry on conversations in person and over the phone and make presentations to large audiences.
