Posting Summary
Rutgers, The State University of New Jersey is seeking two Senior Human Resources Generalist positions for University Human Resources – Employment Services. Under the direction of the Manager, Employment Services and the Director of Business Partner Services, the Senior HR Generalist provides high-level and complex consultative expertise to ensure the efficient delivery of human resources services to legacy UMDNJ client groups from RBHS and central administrative units. The Senior HR Generalist develops, fosters, and maintains strong working relationships and collaborations with assigned university departments and schools. Works with the UHR functional leads to support UHR strategic initiatives. In consultation and collaboration with Labor Relations ensures compliance with contract provisions of staff unions. Participates in special projects to promote, support, strengthen and expand strategic roles and partnerships with clients.
Among the key duties of this position are the following:
  • Provides complex, high-level, proactive consultation, advisement, troubleshooting and resolution, and support to assigned clients to include, but not limited to: talent acquisition, staffing/retention challenges and concerns, leave administration, policy clarification and interpretations, employee/labor relations, compensation, performance management, terminations, layoffs, and other human resources related matters.
  • Working with the Manager, identifies innovative, strategic, and effective approaches to assist departments in establishing and meeting administrative goals and mission. Works collaboratively with management and employees as a business partner to ensure timely and efficient delivery of all human resources services. Partners with and provides direct consultative services to complex and high-volume clients.
  • Communicates with management on complex and sensitive issues and trends that may affect business objectives and/or morale of schools/units, such as: employee relations, discipline, performance management, attendance, high turnover, compliance issues, AA/EEO concerns, and leave administration.
  • Responsible for ensuring compliant, efficient, and timely recruitment and staffing efforts for hiring units using the applicant management tool for all staff positions within assigned schools/units to include the posting of new and vacant positions, reviewing print/online advertisement, managing applicant pools from screening and referring candidates to hiring manager, coordinating the selection, employment offers, hiring and onboarding of final candidates, background investigations, and participating in job and career fairs. Serves as a consultative resource utilizing the applicant management tool and electronic media to ensure efficient and effective recruitment of human resources.
  • Works with Manager and makes recommendations for the planning, development and implementation of recruitment and talent acquisition strategies including the recruitment, screening, selection, placement, and hiring of qualified and diverse staff for positions across the University. Recommends and facilitates effective recruitment strategies to attract desired candidate populations.
  • Works collaboratively with OneSource, OLR, EEO and the Senior HR Consultant for leave administration to review the status of complex and sensitive cases and develop compliance strategies for mutually beneficial resolutions.
  • In consultation and collaboration with the Office of University Labor Relations (OULR) ensures compliance with the provisions of staff union contracts.
  • Provide consultative advice and guidance to managers and employees on complex and sensitive issues such as: employee relations, discipline, performance management, attendance, high turnover, compliance issues, AA/EEO concerns, and leave administration.

Qualifications


Minimum Education and Experience
  • Bachelor’s degree, preferably in human resources management or a related field.
  • A minimum of five (5) years’ experience in all facets of human resource management to include employee and/or labor relations, recruitment, staffing, performance management, leave administration, training, and compliance.
Certifications/Licenses
Required Knowledge, Skills, and Abilities
  • Strong working knowledge of human resources best practices, laws, and regulations.
  • Excellent verbal, written and interpersonal skills.
Preferred Qualifications
  • PHR or SHRM-CP certification strongly preferred.

Immunization Requirements


Under Policy 60.1.35 Immunization Policy for Rutgers Employees and Prospective Employees , Rutgers University requires all prospective employees to provide proof that they are fully vaccinated and have received a booster (where eligible) against COVID-19 prior to commencement of employment, unless the University has granted the individual a medical or religious exemption. Employees who are not eligible for a booster at the time of an offer of employment must provide proof they have received a booster upon eligibility and upload proof of same.
