Posting Details
The Vice President of Human Resources provides vision, leadership, and strategic direction for the talent needs of the college which includes identifying, developing, integrating and coordinating talent solutions to contribute to the achievement of the College’s goals. The Vice President of Human Resources also oversees Safety; assuring the College’s prevention practices provides a safe environment for college employees, students, and guests.

This position has overall responsibility for planning, organizing and staffing the areas of HR and Safety operations, and talent and labor relations functions for approximately 350 classified and unclassified employees to ensure the college can execute its organizational strategies equitably and in compliance with collective bargaining agreements or plans, laws and regulations.

Responsibilities also include the recruitment and onboarding for all positions; talent engagement and performance management; training and development; classification, compensation, and benefits administration; HRIS systems administration; and supervision of the Human Resources and Safety offices. Principles of diversity, equity, inclusion, affirmative action, and equal employment opportunity will be applied to college practices. This position involves significant discretion and involvement in the development, interpretation, and implementation of college policy.

This position serves as a trusted advisor to the President’s Cabinet and reports directly to the College President. As an executive leader of the college and member of the Leadership Team, this position provides critical input on key college issues and opportunities. This requires a commitment to shared goals with the President, Cabinet, and Leadership Team, as well as the ability to establish and maintain productive collegial and professional working relationships with the internal and external community.

Job Description
CHARACTERISTICS, DUTIES AND RESPONSIBLITIES
  • Collective Bargaining Agreement and Personnel Plan Administration
      • Provide leadership, direction, and policy and procedure development and implementation in the area of collective bargaining agreements and personnel plan administration.

     

  • Talent Recruitment, Selection, Onboarding, Training & Development and Retention
    • Provide leadership and direction, to develop, implement and manage policies and procedures for strategic workforce planning, succession planning, recruitment, talent development and retention, and performance management to ensure compliance with Minnesota statutes, agency and statewide rules and regulations, bargaining unit agreements, and federal laws.
  • Talent Management and Supervision
    • Provide supervisory authority for direct reports in the areas of human resources, payroll, safety, and affirmative action to achieve the objectives of each area.
  • Talent Engagement and Performance Management
    • Provide leadership, direction, and policy and procedure development and implementation in the area of talent engagement and performance management.
  • Classification, Compensation, and Benefits Administration
    • Provide leadership, direction, and policy and procedure development and implementation in the areas of classification, compensation, and benefits administration.
  • HRIS Systems Administration
    • Supervise the administration, management, and maintenance of the Minnesota State College and University Personnel Payroll System (SCUPPS), the State of Minnesota SEMA4 systems and HR-TSM to ensure accurate and timely employee payroll and benefit transactional processing and system interface on a weekly basis and during system audits. Ensure HR team receives on-going HR relevant training, user group updates, system emails and other pertinent information, so that the HR team continues to provide excellent customer service.
  • Safety Prevention, Environmental Health, and Emergency Response
    • Assure the College’s Safety Management Program provides a safe learning/working environment for students, employees, and guests and complies with federal, state, and local occupational health and safety regulations and standards.
  • Other duties as assigned
    • College and system-wide committees or special project work, to ensure the College and Minnesota State System are seen as viable business partners by the communities served. Chair committees and perform other duties as assigned by the President.

Required Qualifications
  • Bachelor’s degree in Human Resource Management, Personnel Administration, or related field or the equivalent of education and experience.
  • Three or more years of successful and progressively responsible professional experience in human resource management in a medium to large organization.
  • Demonstrated ability to work successfully with persons of diverse backgrounds and a proven commitment to equity, inclusion, and affirmative action in talent and operations.
  • Demonstrated ability to identify and address concerns in a diplomatic, sensitive, and confidential manner.
  • Demonstrated genuine commitment to inclusiveness and shared governance in leadership and decision making
  • Demonstrated high level of skills in leadership, management, supervisory, organizational, and human relations.
  • Demonstrated competence in interpreting and complying with federal and state legislation, and state, system, and college policies.
  • Knowledge of principles of continuous improvement and process improvement.
  • Demonstrated effective written and verbal communication skills.
  • High degree of computer literacy, including proficiency and demonstrated ability to use technology to develop business process efficiencies.

Preferred Qualifications
  • Advanced degree.
  • Experience in higher education setting.
  • Experience in public sector human resource management.
  • Solid employee relations/labor relations experience, including negotiating and managing collective bargaining agreements and maintaining sound business relationships with union representatives.
  • Demonstrated ability to foster participation of others and to work effectively and collaboratively with administrators, faculty, staff, students, and other constituents of the college.
  • Experience in strategic planning, project management, and change management.
  • SPHR or equivalent professional HR certification.
