Position Summary:
Serves as the administrator for matters pertaining to financial activities for the University. Plans, develops, implements, and enforces policies and objectives of the financial and accounting functions of the University. Responsible for the administration, operation and direction of the University finance-related service units. Responsible for the administration, operation and direction of the University contracts, purchasing and logistics operations. Responsible for the administration, operation and direction of the University risk management; insurance programs; and environmental, health and safety operations. Serves on the Board of Directors for the Michigan Universities Self Insurance Corporation.

Required Qualifications:
Bachelor’s degree.
Eight years of increasingly responsible professional experience in the area of accounting, finance, or business-related field, with at least five years in a management position.
Demonstrated experience in accounting, financial statement analysis, and financial audits.
Demonstrated experience in tax compliance and reporting; accounting regulations and standards; and internal controls.
Demonstrated experience with investments, debt and cash management, and banking relationships.
Demonstrated understanding of contracts and contract management.
Demonstrated experience in building, managing, and leading teams in a large, complex and diverse environment.
Demonstrated organizational skills, including ability to plan, establish priorities, and successfully execute multiple tasks and projects.
Demonstrated commitment to the principles of diversity, equity, and inclusion.
Ability to effectively communicate with strong written and verbal communication skills.
Ability to develop and maintain positive interpersonal relations.
Ability to perform the essential functions and requirements of the job.

Preferred Qualifications:
Bachelor’s degree in Business Administration, Accounting, or Finance.
Master’s degree or CPA.
Experience in a higher education work environment.
Experience in a unionized work environment.
Experience with Government Accounting Standards Board compliance.
Experience with grant accounting and sponsored research compliance.
Ability to direct the design and review of financial systems and operations.
Experience with payroll management, student financial aid, and insurance programs.

Duties & Responsibilities:
Plans, develops, implements, and enforces policies and objectives of the financial functions of the University to include, but not limited to accounting; grant accounting; financial records; internal controls; tax compliance and reporting; accounting regulations and standards; payroll; expenditures; accounts receivable; investments, cash management, debt, and banking relationships.
Plans long term policies and strategies to enhance effective and efficient financial operations, maintains costs, ensure University compliance with laws and regulations, and protects the financial interests of the institution.
Provides strategic guidance relative to the development of financial reporting and processing systems designed to input data for internal management and external reporting. Directs the development, implementation, and operation of data processing systems within the realm of financial operations, including related system security.
Manages the University’s investments, endowment funds, debt, banking and cash management relationships and operations; ensures compliance with relevant state and federal statutes and policies governing the treasury operations.
Develops and administers $6M million budget supporting the department with five direct reporting divisions.
Monitors and performs final review of all University disbursements. Maintains compliance with tax regulations including unrelated business income tax, employment and non-resident alien taxes, and student tax regulations.
Directs maintenance of University accounting records to ensure accuracy of financial information for the University; supervises and reviews related financial reporting.
Oversees accounting activities for the University, including grant accounting, accounts payable, accounts receivable, and loans receivable. Oversees payroll processing and business expense reimbursements including cost controls, and adherence to applicable federal and state regulations.
Develops and implements University expenditure policies.
Oversees University contracting and purchasing services, moving and delivery, stores/warehouse, mailroom, and fixed assets programs for the University.
Oversees risk management; insurance program management; environmental, health and safety programs for the University. Represents the University as a member of the Board of Directors for the Michigan Universities Self Insurance Corporation.
Recommends new policies or changes to existing policies on matters relative to financial systems and operating procedures. Initiates organizational or procedural changes to enhance the effectiveness of financial operations.
Coordinates financial activities of departments across the University and ensures University-level integration, reporting and compliance.
Analyzes University financial data in conjunction with federal, state, or local legislation to develop recommendations relative to future financial policies or procedures.
Coordinates and responds to audit and tax examinations of the University by internal and external agencies.
May represent the Finance & Administrative Services Division as a member of the President’s Cabinet and may serve on behalf of the Vice President for Finance & Administrative Services in their absence.
