This position is responsible for oversight of Workforce Education and Academic Pathways. Responsibilities include non-credit open enrollment programs and courses, corporate training, the College’s concurrent enrollment program—Accelerated College Education (ACE), prison education, and the testing center, and Workforce grant proposals and execution. This position is also one of the College’s primary liaisons to the community.

Frequent meetings at different locations will be required; travel to conferences and other events will be required. Prolonged time sitting/standing working with computers and monitors, ability to walk/move across campus including walking up and down stairs, ability to lift up to 20 pounds (occasionally more), repeated motions may include keyboard typing in a typical office and indoor building environment, occasional outdoor activity may be required. Essential Functions

Workforce Education - 40%


  • Provide leadership and oversight of all aspects of Workforce Education, community and continuing education programs and services, credit and non-credit course offerings, facility management, assessment and evaluation, and fiscal management.
  • Establish and maintain collaborative relationships with business, industry, and other community agencies. Represent CCC on appropriate community boards and committees.
  • Establish benchmarks and business plans to ensure Workforce Education matches community workforce needs and is a flexible, market-oriented, customer-focused operation.
  • Keep current with workforce and job market statistics and serve as a resource for such information, for use in data-driven decisions and identifying employment trends and training opportunities.
  • Identify and develop non-credit learning options that align seamlessly with credit options.
  • Expand credit and non-credit online offerings, ensuring high quality learning experiences in online delivery.
  • Utilizing a sector-based approach, offer corporate training to meet the employee development needs of regional businesses. Collaborate with funding sources to provide training funds to support this initiative.
  • Supervise the maintenance of the College program offerings on the Eligible Training Provider List for both New York and Pennsylvania to allow the college to receive WIOA funding.
Academic Pathways - 20%
  • In collaboration with Associate Deans of Instruction, develop, implement, and evaluate new non-credit to credit career pathways in alignment with CCC’s Strategic Plan.
  • Develop, implement micro-credentials in alignment with college credit programs.
  • Develop and implement lifelong learning pathways that enable students to leverage their non-credit learning for educational advancement, including in credit bearing programs.
  • Provide leadership for concurrent enrollment program, Accelerated College Education (ACE), including:
  • Collaboration with Academic Affairs on strategy for ACE offerings as well as the role and assignment of faculty ACE Liaisons.
  • Maintenance/expansion of ACE program in both NY and PA schools, especially in career and technical education fields;
  • Strategic expansion of High School College Education Online (HS CEO) model of online courses;
  • Collaboration with Office of Recruitment & Admissions to convert ACE students to matriculated students
  • Collaborate with Academic Affairs, Enrollment Services and the Registrar to expand Credit for Prior Learning options and utilization.
Grants Management - 20%
  • Research and collaborate on workforce grant opportunities to support the College’s mission, including grants to support open enrollment and corporate training.
  • Collaborate with Grants Manager, as needed, to write and submit Workforce grant proposals.
  • Serve as Principal Investigator (PI), oversee staff PIs, and provide data and information for reporting for workforce training grants
Administration/ Supervision - 15%
  • Keep current with best practices in workforce education and learning pathways (i.e. stackable credentials, non-credit to credit pathways).
  • Recruit, hire, orient, supervise, and evaluate personnel in WEAP and other units supervised by this position.
  • Provide direct supervision for the following positions: Senior Director of Workforce Education and Academic Pathways, Testing Center Coordinator, Administrative Assistant and Perkins Research Analyst (PT).
  • Provide administrative oversight of college sites: Academic and Workforce Development Center and Airport Corporate Park.
  • Serve on appropriate community and college boards/committees.
  • Develop and manage departmental budgets.
  • Perform other related duties, as assigned

 

Required Knowledge, Skills, and Abilities

Required Knowledge, Skills, and Abilities:

  • Clear understanding of open enrollment/equal access philosophy in the community college environment, learning, diversity, and the range of student needs
  • Clear understanding of local, regional and national workforce needs as well as labor market trends and emerging industries.
  • Ability to contribute to grant proposals and provide administrative oversight of grants
  • Demonstrated skills in leadership, strategic planning, and program management.
  • Excellent administrative, program development, management, organization, fiscal management, group facilitation, and interpersonal communication skills.
  • Demonstrated ability to develop and maintain effective relationships with College, business and community leaders.
  • Knowledge of PC software and technology.
  • Demonstrates commitment to accomplishing work in an ethical, efficient, and cost-effective manner.
  • Ability to effectively convey information verbally and in writing, demonstrate effective listening skills, and display respect for and openness to other people’s ideas and thoughts.
  • Ability to accept changes to job requirements, policies, workload, etc., as well as learn new methods, procedures, or techniques resulting from change with the ability to clearly approach problems and find solutions.
  • Demonstrates support for the College’s goal of becoming a more diverse, inclusive, and culturally aware community and practicing anti-racist/biased behaviors.

 

Minimum Qualifications

Minimum Qualifications:

  • Master’s degree in education, adult/continuing education, or related field.
  • Five years of experience in workforce education and/or higher education, preferably in a community college environment.
  • An equivalent combination of education and experience.
Preferred Qualification:
  • Three years of experience in the development and delivery of educational outreach programs.
