Job Description Summary

 

The incumbent should be available to work a flexible schedule that includes evenings and weekends and at multiple locations throughout the county, as necessary. Locations include the San Luis Obispo campus, North County Campus in Paso Robles and at Camp Roberts in San Miguel. The inbumbent is expected to report to the San Luis Obispo Campus 4 days per week and the North County Campus 1 day per week.

DEFINITION

Under the direction of the assigned area administrator, the incumbent will perform intake, orientation and support services to students participating in Veterans’ Educational Benefits. This employee serves as the “certifying official” for the Veterans’ Educational Benefits and coordinates a variety of program special activities, benefits and services while assuring compliance with all state and federal program regulations and other related duties as required.

DISTINGUISHING CHARACTERISTICS

The Veterans Services Coordinator is distinguished from other Admissions & Records positions by the assignment of duties that requires a variety of specialized complex technical duties in advising active, reservists, veterans and their dependents of their rights and benefits entitled to them by law; and ensures the district’s compliance with federal and state Veterans Administration laws. Inherent in the position is a high learning curve, accountability, detrimental consequences for error, and the ability to think critically and work independently.

Incumbents in this position support student learning outcomes and institutional effectiveness by advising and directing students from admission to culmination of goal completion while obtaining veterans educational benefits.

Essential Functions & Qualifications

 

ESSENTIAL FUNCTIONS

  • Coordinate and manage daily operations of the Veterans Resource Center;
  • Serve as “certifying official” for the Veterans’ Educational Benefits; receive, review and process applications for veterans and eligible dependents.
  • Coordinate with Veterans Administration (VA) to ensure that applications are accurate, complete and processed in a timely fashion;
  • Review and monitor student enrollment and educational plans of students receiving benefits in relation their courses;
  • Notify and advise veterans when there are discrepancies that might impact eligibility for benefits;
  • Determine eligibility of veterans and dependents according to established VA law;
  • Comply with federal reporting requirements for all veterans educational benefits programs, interact with federal and state auditors, prepare federal reports, as required;
  • Assist students in resolving program eligibility problems and verify eligibility criteria based their GI Bill by serving veterans, reservists, military dependents, prospective students with military service and related populations;
  • Conduct one-on-one evaluation to review and evaluation of all formal education, training and experience to determine total credit hours which can be applied towards the veteran student’s current educational objective;
  • Review GPA, unit passed, progress and related data and notify the Veterans Administration as needed regarding changes and unsatisfactory progress;
  • Process fee determent/waiver authorizations for veterans under the Veterans Administration Vocational Rehabilitation program as appropriate; including students under the Navy Tuition Assistance program and other eligibility requirements to waive enrollment fees;
  • Plan, organize and coordinate program-related events and activities for veterans, including scheduling internal and external providers to conduct specialized workshops and other support services specifically designed for veterans;
  • Work cooperatively with District personnel, community organizations, governmental agencies and others to exchange information for veterans;
  • Demonstrate the knowledge of Veterans Administration (VA) regulations, VA website, VA program VAONCE, and student database;
  • Serve as liaison between Cuesta College and the Veterans Administration;
  • Represent the College at various regional, state and national conferences;
  • Analyze and evaluate local and non-native academic records and other documentation to determine eligibility for veteran’s educational benefits;
  • Interpret, apply and clarify Ed Code, Title V, State, District, and CSU and UC policies relating to veterans educational benefits;
  • Create, update and maintain various forms, reference materials and documents;
  • Review catalog copy, class schedule and website information for accuracy; submit necessary revisions by established deadlines; proof finished product
  • Perform other related duties as assigned.

QUALIFICATIONS

Education:

Required

  • Associate Degree

Preferred

  • Bachelor’s degree

Experience:

Required

  • Two years of work experience in veterans’ services or other related field.
  • Demonstrated sensitivity to and understanding of the diverse socioeconomic, cultural, disability, military and racial/ethnic backgrounds of community college students.

Knowledge of:

  • Federal and state educational assistance programs;
  • Community and social service agencies;
  • Community college educational programs;
  • Technology used for veterans’ benefits processing;
  • Veterans’ compliance and reporting;
  • Practices, procedures and activities of a program of higher education;
  • Standard office procedures and practices including filing systems, receptionist, telephone techniques and business letter and report writing; and
  • Correct English usage, vocabulary and spelling.

Ability to:

  • Maintain current knowledge of state and federal program regulations;
  • Interpret and apply state and federal regulations related to educational assistance programs;
  • Analyze difficult situations and take appropriate action;
  • Work independently and prioritize work assignments;
  • Write, speak, and compute effectively;
  • Communicate complex information in an understandable manner;
  • Understand and carry out oral and written instructions;
  • Assign work to and instruct others in the procedures used in the department;
  • Demonstrate effective interpersonal skills;
  • Keep records and prepare reports;
  • Resolve problems, coordinate tasks, and proceed appropriately;
  • Operate and instruct on computer-assisted guidance systems;
  • Coordinate program activities; and
  • Learn and operate campus network and mainframe applications, word processing, database, and spreadsheet programs, electronic mail, and the Internet.
  • Desirable Qualifications:
  • Two years of work experience in veterans’ services, college financial aid, social services, or other related field.
  • Demonstrated sensitivity to and understanding of the diverse socioeconomic, cultural, disability, military, and racial/ethnic backgrounds of community college students.

Physical ability to:

  • Read and comprehend printed matter and text and data on computer monitors;
  • Communicate intelligibly and effectively via speech, telephone, written correspondence, and/or email;
  • Sit or stand for extended periods of time;
  • Lift and/or carry 25 pounds;
  • Work in various weather conditions;
  • Exert manual dexterity sufficient for keyboard and other office equipment operation.

SALARY SCHEDULE

Below is the full salary schedule range for this position, steps A through E. Per Cuesta College’s bargaining agreement, new employees are placed at Steps A through C, which is the anticipated hiring range also listed below.   • Salary Schedule Range: $4,891 - $5,945 per month.
  • Anticipated Hiring Range: $4,891 - $5,392 per month.
