Job Description

The ACA/BenefitsCoordinator has primary responsibility forproviding administrative leadership and technical support to all areas of the college with regard to Affordable Care Act (ACA) Including developing, communicating and updating procedures, training faculty and staff, creating and producing reports, HDHP enrollment, researching and interpreting updates to Affordable Care Act laws and regulations, and producing documentation to ensure that GTCC is compliant with the Affordable Care Act. Other related duties for this position include working with the Employee Benefits and Wellness Manager to assist with administration of key functions/benefits such as Qualifying Event changes, Open Enrollment, FMLA, ADA-AA, workers compensation, disability claims, retirement, employee recognitions, reporting, etc. Additionally, the ACA/Benefits Coordinator will develop and maintain the HR Auditing System to verify HR data in Colleague, to review HR processes and procedures, and to document findings and process changes. Other duties as assigned.

Duties/Functions

  • Train staff hiring managers/supervisors and administrative staff regarding procedures and forms for calculating and tracking number of hours per week for part-time staff positions.
  • Communicate with hiring managers/supervisors regarding procedures and information needed to accurately account for part-time staff member hours. Work closely with Curriculum/Con Ed ACA counterpart to gather adjunct instructor data through ACA Adjunct Detail Report.
  • Proactively monitor and analyze part-time faculty and staff workload data and communicate with department managers on any potential issues including employees working in excess of 30 hours per week/130 hours per month.
  • Proactively monitor and analyze data in reports to pinpoint potential issues that could lead to non-compliance with the ACA.
  • Report all non-compliance issues to manager and/or senior administrators in a timely manner.
  • Verify that appropriate signatures have been obtained on applicable documents before exceptions are made to allow an employee to work 30 or more hours per week.
  • Track new employee initial measurement, administrative, and stability periods and transition employee to college-wide standard measurement, administrative, and stability periods after initial period.
  • Each administration period, monitor list of employees who need to be offered the HDHP and those who no longer qualify who need to be offered COBRA. Verify that all eligible employees are offered appropriate health coverage and maintain appropriate records, including enrollment forms and declination of coverage, for reporting requirements. Notify appropriate departments.
  • Create and produce reports as required by manager/college administrators and government agencies.
  • Serve as the College subject matter expert (SME) on current Affordable Care Act laws and perform research as needed to keep abreast of changes (in these laws) as they occur. Make recommendations and communicate pertinent information to managers/senior administrators as changes are made to the Affordable Care Act.
  • Assist Employee Benefits and Wellness Manager in tracking data and administration of key benefits such as FMLA, ADA-AA, workers compensation, disability coverage, retirement, etc.
  • Advise and counsel employees on all benefits related matters in person, via telephone or email.
  • Process enrollment and change forms (electronic and/or paper) and review for completeness and accuracy.
  • Perform data entry of employee information into the College’s HRIS/Colleague software as needed
  • Work with Payroll and benefit vendors to resolve billing and eligibility discrepancies.
  • Organize benefits/wellness fairs, assist with employee recognition and other employee events.
  • Work with Associate Vice President, Human Resources/CHRO, Employee Benefits and Wellness Manager and other key employees with annual enrollment. Communicate with employees and assist with annual enrollment changes and processing.
  • Coordinate development and design of benefits related brochures, design and draft Employee New Bulletins and any other HR correspondence as needed.
  • Develop internal HR Auditing System to verify HR data in Colleague, review HR processes and procedures and to document findings and process changes. Assist Employee Benefits and Wellness Manager with reports such as longevity, employee turn-over, etc.
  • Demonstrate and model the College’s employability skills: adaptability, communication, information processing, problem solving, responsibility and teamwork.

 

 


Additional Duties & Responsibilities:
  • Participate in departmental meetings; serve on college committees as appointed.
  • Actively engage in professional development; keep current in regulations and laws related to ACA, benefits administration, etc.
  • Perform all other duties as may be assigned by supervisor.

Difficult Challenges Contacts Education Required

  • Bachelor’s Degree in Human Resources or related field from a regionally accredited post-secondary institution and 2-3 years of experience working in Human Resources; or comparable combination of relevant education and experience.

 

 

Education Preferred Experience Required

  • Strong interpersonal skills and experience working with diverse populations is essential

Experience Preferred

  • Knowledge of and experience using Colleague and/or Informer a plus.
  • Knowledge of and experience with payroll and hiring processes preferred.
  • Knowledge of and experience with the Affordable Care Act preferred
  • 2 years’ experience with NC State benefits preferred.

KSA Required

  • Ability to analyze information and processes and set parameters for reports to ensure desired results are obtained is required.
  • Knowledge of benefits administration
  • Proficiency in Microsoft Office is essential.
  • Ability to quickly and successfully learn new computer applications is essential.
  • Strong organizational skills and high level attention to detail is essential.
  • Strong, clear verbal and written communication skills are essential.
  • Demonstrated ability to take initiative and address issues proactively when feasible.

  • Typical office environment.
