Position Summary Information
Primary Purpose of Organizational Unit | The Office of the Vice Chancellor for Research (OVCR) oversees, develops, supports, and grows UNC-Chapel Hill’s $1 billion research enterprise. The offices reporting to the OVCR set strategic priorities for research, manage proposals and awards, provide research infrastructure, identify funding opportunities, develop research teams and partnerships, oversee regulatory compliance, and communicate the impact and value of the University’s research enterprise. The OVCR enables research endeavors for faculty, students, and scholars; encourages interdisciplinary research collaboration across campus; and fosters expansion and diversification of the University’s sponsored research portfolio by collaborating with foundations, federal agencies, corporations, and the state and federal governments. The Vice Chancellor for Research also oversees multiple pan-University, multidisciplinary research centers and institutes. |

Position Summary | The primary purpose of the Human Resource Consultant is to act as a HR Consultant within the Vice Chancellor for Research (VCR) Unified Business Cluster (UBC) and as the lead human resource expert for select centers and institutes. In this capacity, the Consultant is responsible for providing consultation and support across all employee types including faculty, EHRA non-faculty, SHRA employees, Postdoctoral Scholars and temporary employees. This includes providing interpretation of University HR policies, providing consultation and advice on general HR issues and concerns, and helping carry out both unit-level and campus-wide HR strategies and plans. The Consultant must be able to articulate the relationship between such policies and unit needs. The Consultant will frequently interact and coordinate HR activity within the work unit with key University central offices, to include the Office of Human Resources (OHR), Academic Personnel, the EEO/ADA Office, and University Payroll Services. The Consultant will prepare, approve, and/or troubleshoot proposed or implemented HR actions to assure compliance with relevant Federal, State, and University policies and the institutions equal opportunity and diversity goals. The Consultant will typically function as a generalist covering the broad range of human resources subject matter areas including classification and compensation, recruitment and hiring, employee relations, leave administration, and handling very basic benefits inquiries in consultation, as appropriate with the University’s Benefits Department. This position, along with the other VCR UBC HR Consultants, will have final Division Level approval authority on all HR actions. |
Minimum Education and Experience Requirements | Bachelor’s degree and two years of progressively responsible professional human resources management experience; or equivalent combination of training and experience. All degrees must be from appropriately accredited institutions. |
Required Qualifications, Competencies, and Experience | Selected candidate must demonstrate the following: * Experience applying a broad knowledge of HR best practices. * Experience interpreting complex HR issues. * Ability to interpret HR policies and procedures for a variety of position types. * Strong communication and interpersonal skills. * Strong customer service skills. * Strong organizational, time management, and prioritization skills. * Ability to perform work with a high degree of autonomy, self-motivation, accuracy, efficiency, timeliness, and discretion. |
Preferred Qualifications, Competencies, and Experience | * Previous North Carolina state agency or university HR experience. * Previous experience with UNC Chapel Hill HR systems (e.g., ConnectCarolina, PeopleAdmin, Infoporte, Carolina Talent, RASR, etc.). * Professional in Human Resources (PHR) or Senior Professional in Human Resources (SPHR) certification. |

Campus Security Authority Responsibilities | This position is designated as a Campus Security Authority in accordance with the Clery Act. This position will be required to report Clery crimes to the Clery Compliance Manager and complete annual training about reporting responsibilities. |
