Position Summary/Purpose of Position:

The Manager of Human Resources will be the key personnel administrator for the Joint Business Office for the Department(s) of Chemical & Biomolecular Engineering (ChBE), Materials Science & Engineering (MSE), and Fire Protection Engineering (FPE) providing the structure and guidance for handling all aspects of personnel/payroll services/functions

Minimum Qualifications:

Education:
B.S. or B. A. as a minimum from an accredited institution is required.

Experience:
  • Five or more years of progressive experience i.e., combination of payroll and human resource applications and management, in a higher education environment. 
  • Years of experience should include 1-2 years of supervisory experience.

Knowledge, Skills, and Abilities:
  • Working knowledge of VISA regulations for programs including J1, F-1 and/or H1B.
  • Must be able to manage high volume workload with many interruptions and pleasant demeanor, very service oriented.
  • Resourceful, creative, and able to cultivate relationships that support and enhance the business operations.
  • Ability to apply basic mathematical computations, apply basic accounting skills to complete fiscal salary charts.
  • Candidates should have an excellent working knowledge of Microsoft Word and Excel, strong overall computer & communication skills as well as, customer service skills/customer service focus.
  • Excellent attention to detail, and the ability to prioritize and multi-task within deadlines in a challenging, fast-paced environment and strong computer skills.
  • Excellent written and oral communication skills as well as interpersonal and organizational skills.
  • Must have experience working with electronic payroll and human resource systems.
  • Ability to work independently.

Preferences:

Preferences:
  • UMD/USM working experience preferred.
  • Knowledge of university policies related to payroll processing and human resources (including Staff & Faculty searches and APT).
  • Ability to learn new and advanced computer skills is desired.
  • Knowledge of University environment is highly recommended.
  • BA4/Priority software experience and working knowledge of completing pay documents within the system.
  • Position Management preferred (HR systems available on campus).
  • Knowledge of University Web-based systems to include PHR, E-Verify, Glacier, ISSS document sections and its uses.
  • Working knowledge of query language /database structures and data base tables necessary in managing the payroll/benefit accounts.
  • Knowledge of hiring practices.
  • Knowledge of University environment, business policies and procedures is highly recommended.

Sedentary work. Repetitive motion. Substantial movements (motions) of the wrists, hands, and/or fingers. The worker is required to have close visual acuity to perform an activity such as — preparing and analyzing data and figures; transcribing; viewing a computer terminal — extensive reading. Work is performed in an office environment and requires the ability to operate standard office equipment. Must have the ability to traverse short distances on campus to attend meetings and/or pick up materials.

This is an office environment position. Lifting of boxes and mail should not exceed 15 lbs.
