For 50 years, Native American Connections has been providing substance abuse treatment and recovery services and has remained committed to increasing housing and economic development opportunities for Native Americans living in the Phoenix metropolitan area. From providing a full array of services including behavioral and integrated health, Native American Connections is recognized as a leading Urban Indian Health Organization providing quality services for community members in Maricopa County, throughout the Southwest and nationally. Today, Native American Connections owns and operate 22 service locations in the greater Phoenix, Arizona area with approximately 175 employees. Native American Connections offers a continuum of homeless and affordable housing, health, and community development services which touch and change the lives of over 10,000 individuals and families each year.

Reporting to the Board of Directors, the Chief Executive Officer (CEO) provides leadership and direction in fulfilling and advancing the mission of Native American Connections (NAC). CEO is responsible for leading the organization in its achievement of its operational and strategic goals, including community relations, fund and donor development, fiscal management, grants and program operations, board relations, human resource management and community relations.


Strategic Leadership:

  • Provides strategic vision and leadership to all staff and ensures the continued development and management of a professional and efficient organization; establishes effective decision-making processes that will enable NAC to achieve its long and short-term goals and objectives.
  • Promotes collaborative impact and governance and drives the success of a diverse culture.
  • Supports department and program leadership team members in the delivery of best practices providing quality community services for individuals and families served though the organization and community.

Community Relations:

  • Promotes NAC’s visibility through participation and membership in community forums, civic organizations, including advocacy, policy activities that align with NAC’s mission and vision.
  • Develops strategic partnership opportunities for NAC throughout the community.
  • Serves as the primary spokesperson to NAC stakeholders, the media and public

Finance and Fund Development:

  • Develops a sound strategy for diversifying and expanding the organizations funding base.
  • Oversees and partners with the Fund Development Team in creating and implementing a robust and diverse fund development strategy, inclusive of major donors, corporations, foundations and other diverse and creative revenue streams.
  • Oversees financial and administrative functions to ensure immediate and long-term fiscal integrity of the organization.
  • Manages the organization’s resources necessary within budgeted guidelines and in accordance with applicable current laws and regulations.
  • Skilled in financial layering for affordable housing development

Board Governance:

  • Submits an annual business plan and budget for NAC for review and approval by the Board of Directors
  • Ensures Board of Directors is updated on all key decisions or activities that could impact the organizations financial viability, operational sustainability, and program effectiveness.
  • Provides Board of Directors with timely financial and operational reports.
  • Works collaboratively with Board Chair in Board recruitment and engagement of Individual Board members in matters pertaining to committee work, fund development, events and other matters where a high level of Board involvement is crucial.



  • Minimum of a Bachelor's degree (Master's preferred) from an accredited college or university in a related field; or an equivalent combination of education and experience.


  • Minimum 10 years in a CEO level or senior management level position in a multifaceted organization.
  • Demonstrate knowledge of the principles and practices of a complex non-profit organization.
  • Demonstrate understanding of the social, economic and environmental factors that influence health and successful community living for individuals in low-income populations.
  • Demonstrate knowledge of Indian Health Services and Urban Indian Health Care contracting and service delivery
  • Demonstrate knowledge community development, construction management, medical services and/or State/Federal contracting background is preferred.
  • Demonstrate knowledge of Low-Income Housing Tax credits and other affordable housing financial opportunities is preferred.
  • Demonstrate knowledge of HUD Continuum of Care funding, program operations and homeless services and HMIS data system.


  • Transparent and high integrity leadership style with the ability to think and plan strategically.
  • Demonstrated ability to organize, direct, plan and coordinate business operations.
  • Success in building relationships with Boards of Directors, employees, government officials, funders and / or volunteers.
  • Ability to collaborate with community groups, non-profits, industry groups and government entities on public policy initiatives.
  • Aptitude to serve as a change champion, driving NAC towards the future with maximum community impact.
  • Demonstrated ability to promote diversity, confidence and respect within the Native American population, local community and NAC.
  • Excellent verbal and written communication skills including strong public speaking ability.
  • Strong financial management skills, including budgeting, analysis, decision making and reporting.

At the end of each fiscal year, the CEO shall provide the NAC Management Board with sufficient data relative to attainment of current year’s objectives to facilitate evaluation of performance. This data shall include, but not be limited to, the fiscal year budget performance report and summary of operations. The NAC Management Board will base its evaluation of the CEO’s performance on said data and will compile, in a narrative format, a statement of performance evaluation to be made part of the permanent personnel file of the CEO, and upon which any decision regarding a change in compensation of the CEO shall be based.
