Job Description

This position provides overall strategic direction and team leadership to the Professional and Continuing Education Division of the Workforce Development Institute at Rowan College at Burlington County. The Executive Director serves as a member of the Senior Leadership Team of the college and the Workforce Development Institute to drive the development, creation, and implementation of programs to increase the number of individuals achieving industry-recognized credentials and degrees and securing gainful employment. The executive director is responsible for advancing the mission to collaborate with the workforce development system and employer partners to develop and deliver comprehensive educational programming in response to identified business and industry needs. This position is responsible for coordinating identified employer needs with the appropriate staff/divisions of the College and for providing coordinated and collaborative educational solutions to businesses.

 

Specific Duties and Responsibilities

 

Responsibilities
Under the direction of the Vice President of Workforce Development, oversee a team approach to the development and delivery of training to advance the following objectives:
 

  • Develop and implement programs that increase the number of individuals earning industry recognized credentials and degrees that lead to gainful employment.
  • Implement training programs that enhance the skills of employed individuals and increase the number of individuals earning industry recognized credentials and degrees that lead to gainful employment and advancement.
  • Prepare individuals with the literacy and essential employability skills needed to enter post-secondary education or employment; and to provide opportunities and resources for individuals to enhance their career development and career pathway knowledge.
  • Provide individuals with opportunities to learn and develop new skills at any stage in life.
  • Participate in the assessment of professional and continuing education through a systematic process of improving the quality of products and services.


  • Responsible for overall professional education development and delivery, working in concert with appropriate internal and external workforce and educational partners;

  • Coordinate closely with the business engagement division to identify and prioritize, and develop credit and noncredit courses in response to identified regional industry needs.
  • Oversee corporate training delivery or all career and technical training, continuing education, and corporate training, working as a liaison to all internal stakeholders in managing relationships and ensuring that all needs are met throughout the process of training implementation;
  • Work with stakeholders throughout the college to evaluate existing programs to be sure they are best meeting the needs of our community residents and partners.
  • Supervise, lead and evaluate division managers and staff members in the following operating areas: Program Development, Program Delivery, Adult Basic Education, Personal Enrichment
  • Develop and expand industry-recognized credential training programs with businesses and internal stakeholders and identify new training opportunities that are customer focused and market driven;
  • Provide comprehensive customer service to businesses and internal stakeholders to implement programs that support businesses in realizing their talent acquisition, planning and development goals;
  • Responsible for developing and expanding instructor recruitment and development;

  • Prepare reports and give presentations for various audiences – internal and external;
  • Coordinate with and update all team members, colleagues and appropriate system partners to support quality improvement and integrated service delivery.
  • Participate in evening/weekend networking events for marketing Workforce Development Institute programs and initiatives as needed;
  • Participate in county, regional, and statewide workforce development initiatives/events as assigned;
  • Must possess a valid driver’s license.
  • Perform other duties as assigned.

The primary and most important overall responsibility of all employees is to provide service in a pleasant, helpful, and effective manner to our students and other members of the College Community.

 

 

Minimum Qualifications

 

MINIMUM QUALIFICATIONS :

EDUCATION
 :

REQUIRED:
Master’s Degree in business management, economic development, marketing, public administration or other related field; Applicable experience may be accepted in lieu of required degree.

PREFERRED:
Project management certification or similar credential preferred.

EXPERIENCE:

  • A minimum of ten (10) years progressively responsible experience in the development and administration of public services, preferably in an educational setting.
  • Demonstrated experience working with high-level corporate partners in designing training programs for diverse employees.
  • Demonstrated course development and program delivery experience
  • Demonstrated knowledge of accounting system, student information system and/or client relationship management system data entry and reporting.
  • Demonstrated experience with contract negotiation and oversight.
  • Experience with public contracting guidelines (especially grants management) and course accreditation standards.

SKILLS/ABILITIES/KNOWLEDGE/OTHER REQUIREMENTS:

  • Knowledge of business challenges and priorities;

  • Demonstrated ability to effectively communicate in verbal and written forms to produce reports and make presentations;

  • Demonstrated ability to gather and assess data, identify patterns, and develop recommendations;

  • High level interpersonal, organizational, and communication skills.

  • Proficient in the use of technology in sales applications, including contact management software and Microsoft Office programs

  • Ability to identify training needs of business entities and their employees, and develop supportive systems to ensure access to resources within the College and its network of partners;

INSTITUTIONAL EFFECTIVENESS

Accepts responsibility for the timely preparation of assessments, planning, collecting data, and reporting dates as they relate to course outcomes, program outcomes, general education outcomes, and developmental program outcomes. Actively participates in setting annual division goals and objectives, completing Office of Institutional Research (OIR) reporting forms, collecting data, analyzing data, and preparing a report using guidelines established by OIR.
