Description

Performs specialized clerical and administrative support tasks in the Human Resources Department. Greets and assists visitors and employees. Assists with the full-cycle recruitment process including screening, selection, and on-boarding for all positions. Updates District's applicant tracking system, uses the HRIS to input and research employee information and prepares periodic reports as requested.

SUPERVISION EXERCISED AND RECEIVED

Supervision is received by the Human Resources Manager. .

May provide work direction to student and/or temporary workers.

 

Examples of Duties

 

Performs administrative support functions for human resources and classified professional development activities, including but not limited to data entry; preparing, updating and distributing correspondence and documents, setting up equipment and meetings and creating and updating files.

Completes employee requests for verifications of employment.

Proctors pre-employment tests.

Explains and assists new employees with new hire paperwork.

Greets, assists, and directs job applicants, employees, and the public in person, via email, and on the telephone, maintaining a friendly and welcoming atmosphere for all office visitors.

Provides general information and responds to questions and requests, making referrals to appropriate personnel as needed.

Retrieves information from the online employment application system.

Enters new position requisitions into the online application system.

Assists applicants with information regarding the application process and status of their application.

Receives printed application materials and uploads to the online application system.

Understands, interprets, and applies board policies, administrative regulations and procedures, collective bargaining agreements, and local, state, and federal regulations, mandates, and rules.

Generates periodic reports and applicant letters.

Assists with the interview process by greeting candidates, dispensing parking permits, facilitating pre-interview testing, and directing candidate to interview location.

Assists with coordinating classified professional development activities which may include setting up location, equipment and catering for workshops, seminars, and conferences.

Processes classified professional development requests which may include, but not limited to, calculating professional growth units, forwarding tuition reimbursements for approval, and inputting professional activities into database, etc.

Uploads and maintains human resources information on the District's internal and external websites.

May assist with updating job announcement and/or post open positions on internal and external websites.

Inputs advertising purchase requisition information into paperless purchasing system and monitors timely routing and payment of purchase orders.

Assists human resources staff with review and processing of unemployment claims.

Organizes and maintains front desk, lobby, and file and supply storage areas, monitoring and reordering forms and supplies as necessary and ensuring documents are filed and stored according to department guidelines and retention policies. Maintains office bulletin boards and job posting areas as assigned.

Responsible for assembly of new hire paperwork packages for all employee groups and ensures that an adequate supply is maintained.

Enters and updates employee information into the human resources information systems, spreadsheets, and department databases. Produces reports as assigned.

Processes TB, fingerprinting, pre-employment physical, and other payment requests.

Receives subpoena requests and refers to Human Resources Manager for processing.

Maintains supplies for office equipment and arranges for equipment repair and maintenance as necessary.

Assists with and attends special events and job fairs as requested.

Assists with special projects and performs other related duties as assigned.

 

Minimum Qualifications

 

Knowledge of:

State, federal and local laws and regulations governing human resources in California community colleges including, but not limited to, the California Education Code, Title 5, AB 1725 as well as district board policies, administrative regulations, and collective bargaining agreements.

Principles, practices, and terminology used in recruitment, selection, and general human resources administration.

General office software applications (e.g. word processing, spreadsheet, database, presentation, email, HRIS, content management, etc.)

Modern office practices and procedures. File management principles.

 


Ability to
:

Read, understand correctly apply, and explain policies, procedures, rules, and regulations including provisions of the collective bargaining agreements, Title 5 of the California Code of Regulations, and the California Education Code.

Establish and maintain cooperative working relationships with faculty, staff, students, and the public.

Perform a variety of administrative duties, without loss of efficiency or composure. Coordinate and organize multiple tasks with frequent interruptions.

Perform repetitive work for long periods with accuracy and efficiency.

Organize and prioritize work in anticipation of needs and goals with efficiency, speed and accuracy.

Handle and meet deadlines in a high volume and fast paced office.

Follow written and oral instructions.

Provide work direction to student and temporary workers.

Work effectively in a team environment.

Accurately input data using word processing, spreadsheet, database and other business-related software.

Use a computer and standard office software (e.g., Word, Excel, Outlook, PowerPoint, etc.) to create, update, and distribute documents, forms, presentations, and spreadsheets.

Manage applicant and employee data and produce reports using an HRIS (e.g., Oracle, NEOGOV, etc.)

Maintain detailed and accurate records and databases for reports and for auditing purposes.

Produce accurate and timely reports.

Communicate in a clear and concise manner both orally and in writing.

Maintain confidentiality of office and employee records and demonstrate tact and poise in working with the staff and the public on matters of a confidential and sensitive nature.

EMPLOYMENT STANDARDS

Minimum Qualifications:

Education:

Associate's degree (60 semester units) from an accredited college or university.

Experience:

Two (2) years of experience performing administrative support duties with at least one of the two years of administrative experience in a human resources office.

A Bachelor's degree may be substituted for one year of general administrative support experience.
