According to the 2018 Revised Evaluation Policy of UNICEF, the Evaluation Office (EO) in New York provides global leadership and oversight for the evaluation function. The office is responsible of the evaluation of UNICEF global programmes, strategies, processes and the institutional capacity to deliver. Among others, the EO manages independent, corporate evaluations and evaluation syntheses, provides technical assistance and quality assurance for evaluations of UNICEF role and contributions and also those with other United Nations agencies or entities.

The consultant will support the EO team covering the Goal Areas mentioned, with the design, data collection, analysis and overall management of evaluations, following high quality standards and approaches. The Team Researcher will take initiative to propose innovative methods and approaches as sees fit, in order to help with timely and quality results set for this assessment.

How can you make a difference?

The consultant will support the evaluation managers and evaluation teams conducting timely and quality evaluation, and delivering the products agreed. Results of this consultancy will be:
  • Completion of data collection, analysis, validation.
  • Undertaken desk-review of data sources and materials relevant to the evaluations and undertaking required analysis or those proposed by own initiative.
  • Prepared matrices and other formats required for systematic analysis and synthesis of the material reviewed.
  • Drafted documentation background review reports.
  • Contributed to the inception report and draft reports.
  • Supported the daily management of evaluations, including communications.
  • Any other results arising from tasks and activities related to the purpose of this assignment and not mentioned above.

The consultant will work full-time, starting 1 February 2023 until 30 August 2023. He/she is expected to work for an approximated number of 21 days per month. Home-based, with travel as required. The consultant will be paid monthly on the basis of submitted monthly reports approved by the supervisor.

Education:

  • Master’s degree in evaluation, social sciences, economics, political science, or other related fields, or equivalent years of work experience in relevant tasks or positions
Qualifications:
  • Experience supporting/conducting complex, multi-country research projects or evaluations is required
  • Knowledge and familiarity with UNICEF’s work and organizational structure is an asset
  • Hands-on experience collecting and analyzing quantitative and qualitative data is required
  • Expertise in handling collaborate teamwork software, online surveys, document repositories, bibliography software and databases is required
  • Commitment to handling back-office support and logistics as needed
  • Knowledge of the UN’s human rights, UNICEF strategic plan, and familiarity with UN system
Languages:
  • Fluency in English is mandatory; good command of French is an asset.

  • Good communication and people skills; ability to communicate with various stakeholders and to express ideas and concepts concisely and clearly in written and oral form.
  • Commitment and willingness to work in a tight time schedule and ability to produce quality work under limited guidance and supervision.

Their conditions of service will be governed by their contract and the General Conditions of Contracts for the Services of Consultants and Individual Contractors. Consultants and individual contractors are responsible for determining their tax liabilities and for the payment of any taxes and/or duties, in accordance with local or other applicable laws.

The selected candidate is solely responsible to ensure that the visa (applicable) and health insurance required to perform the duties of the contract are valid for the entire period of the contract. Selected candidates are subject to confirmation of fully-vaccinated status against SARS-CoV-2 (Covid-19) with a World Health Organization (WHO)-endorsed vaccine, which must be met prior to taking up the assignment. It does not apply to consultants who will work remotely and are not expected to work on or visit UNICEF premises, programme delivery locations or directly interact with communities UNICEF works with, nor to travel to perform functions for UNICEF for the duration of their consultancy contracts.
