Posting Summary
Rutgers, The State University of New Jersey is seeking a Senior Manager, Plant Funds & Lease Accounting for University Accounting within the University Controller’s Office. Reporting to the Associate Controller for University Accounting, the Senior Manager, Plant Funds & Lease Accounting is responsible for the oversight of the Plant Funds general accounting team, as well as, the accounting and financial reporting for University leases (property, equipment and IT software subscriptions) to ensure proper execution of operational accounting processes reporting for all General Ledger transactions and non-sponsored capital projects.
Among the key duties of this position are the following:
  • Manages the operations of the Plant Funds group, maintaining fiscal and accounting control over more than 600 projects contained in the University’s official general ledger and projects application in Oracle Cloud, including but not limited to capital construction projects (CIP accounts), fixed asset accounts and unexpended plant fund accounts.
  • Ascertains that accounting/financial assistance is provided to all departments as it relates to Plant funds.
  • Oversees the monitoring and obtaining of external funds, including borrowed funds and the cash management of unexpended and borrowed Plant funds, including billing and collection of construction costs reimbursable from the State and others, including borrowed funds from departments.
  • Monitors funds advanced projects/initiatives and terms of repayment.
  • Reviews grant agreements and other legal documents to determine University compliance with these agreements in regards to the funding of projects.
  • Oversees the capitalization of tangible plant assets including land, land improvements, construction in progress, buildings, and gifts in kind.
  • Oversees the proper recording of annual depreciation on all University capital assets.
  • Works with the Director of Debt Management/Capital Finance on the recording of all debt related matters including General Obligation Bonds and Capital Leases in the General ledger and projects application and assists in the coordination of principal and interest payments. Also works with the Director on projects funded by the Internal Bank.
  • Works closely with the Finance staff of Institutional Planning & Operations (IP&O) on opening new Plant/construction projects, the tracking of budgets, and funding sources for the said projects.
  • Ensures that all University leases including subscription-based information technology arrangements (SBITAs) are properly accounted for and handles the financial reporting in accordance with Governmental Accounting Standards (GASB) No. 87 – Leases and GASB No. 96 – Subscription-based information technology arrangements , including:
    GASB Guidance, Policies & Procedures, Monthly Accounting & Reconciliation Activities, Reporting & Disclosures, Application Administration Support.

Qualifications


Minimum Education and Experience
  • Bachelor’s Degree in accounting, finance, business administration, or related field.
  • Seven years of related professional experience in a financial/accounting function in a leadership or managerial role of increasing responsibility.
Certifications/Licenses
Required Knowledge, Skills, and Abilities
  • Skills in planning and organizing, integrating information, making decisions, and attaining results; excellent communication skills; and computer literacy.
  • Strong knowledge of US GAAP/GASB to ensure compliance and appropriate reporting.
  • Knowledge of plant fund, capital asset, and/or lease accounting.
  • Proven ability to work independently with good analytical and problem solving skills around accounting analytics and processes.
  • High level of organization and ability to summarize conclusions and communicate complex business issues in a clear and concise manner.
  • Excellent leadership skills and ability to supervise and manage a team of 3-4 individuals.
  • Strong verbal, writing, interpersonal, organizational and analytical skills and the ability to function in a professional manner in a team environment.
  • Demonstrated knowledge of how to accomplish superior performance in a unionized environment.
  • Proficiency at using Microsoft’s suite of Office products. This includes spreadsheets, word processing and database applications.
Preferred Qualifications
  • Master’s Degree in Accounting/Finance.
  • CPA.
  • At least 7 to 10 years of progressively responsible accounting experience, including a mix of public accounting and industry backgrounds.
  • Previous experience with administering lease accounting applications.
  • Experience working with an ERP system, preferably Oracle Cloud, and/or Lease Accelerator System.
  • Specialized knowledge of College and University Accounting.
Equipment Utilized
  • Accountants use Microsoft Excel, Word, and Access to prepare and submit journal entries and financial reports.
  • Use of Lease Accelerator and EZ Lease applications, ORACLE Cloud general ledger and subledger, and Oracle Fixed Asset reports using Rutgers reporting tools to extract information from the financial data warehouse to be used in preparation of financial reports and disclosures.
  • Analysis of information and processing of correcting journal entries using Excel Templates and the Oracle Base Application.
  • Review and analyze the allowability of transactions using ORACLE Cloud general ledger and the financial data warehouse.
