The College and the District

College of San Mateo is part of the San Mateo County Community College District and is designated as a Hispanic Serving Institution (HSI), enrolling approximately 13,000 students each academic year. The Position

Reporting directly to the College President, the Vice President of Instruction is responsible for planning, developing, coordinating, and evaluating the college’s instructional programs. The Vice President of Instruction functions in a senior administrative capacity, working closely with the College President, the Vice President of Student Services, Vice President of Administrative Services, Executive Director of Strategic Initiatives and Economic Development, Deans, and other President’s Cabinet members, management, and administrative staff to oversee the college’s effectiveness in meeting students’ needs. The Vice President of Instruction administers the overall coordination, implementation, evaluation, and improvement of the college curricula along with the college’s instructional faculty and staff, activities, services, and facilities.

Duties and Responsibilities

The duties below are representative of the duties of the classification and are not intended to cover all of the duties performed by the incumbent(s) of any particular position.   1. Plan, develop, coordinate, and evaluate the college’s instructional offerings to meet student, program, and enrollment needs
  2. Coordinate, direct, and support the activities of the instructional deans, directors, and classified staff
  3. Oversee the execution of evaluation procedures for all instructional faculty, classified staff, and administrators
  4. Supervise and assist in the development of ongoing institutional publications, including the college catalog, class schedules, faculty handbooks, and state reporting documents
  5. Provide leadership in responding to accreditation standards and college priorities
  6. Apply sound enrollment management strategies and methods to course scheduling
  7. Serve as a primary lead in enrollment sustainability and growth planning
  8. Work collaboratively with the Academic Senate and adhere to academic professional matters regarding 10+1 policy
  9. Regularly communicate the instructional priorities of the campus using a variety of pathways including directly through instructional deans, updates at Academic Senate and communications to the larger CSM community
  10. Work with Associated Students of CSM, Director of Equity, Ombudsperson, Classified Senate, and Academic Senate to understand and improve the student experience
  11. Work with the Executive Director of Strategic Initiatives and Economic Development to develop and negotiate partnerships with corporations, businesses, community agencies, and educational institutions at all levels
  12. Provide leadership in strategic planning, policy development, and resource allocation
  13. Provide leadership to align programs and staffing with community needs and student demographics and demand
  14. Develop short and long-term plans for instructional areas, while guiding those areas to be proactive and sensitive in the hiring and retention of culturally diverse classified staff, faculty, and administrators
  15. In consultation with instructional deans and directors, develop and manage the instructional budget and direct the development and implementation of selected externally funded initiatives
  16. Assist with the development of the resource request process for personnel, facilities, equipment, and technologies that support instructional programs
  17. Provide leadership and coordination for the efficient use of college instructional facilities and collaborate with district and construction management personnel on facilities projects
  18. Support and promote external grant opportunities to enhance institutional effectiveness and student success
  19. Provide direction and support to help faculty and classified staff engage in meaningful assessment of student learning outcomes
  20. Organize innovation in academic instructional programs and support services, for example learning communities
  21. Represent the college to professional organizations, governance entities, community groups, and prospective donors and friends of the college
  22. Collaborate with the Vice President of Student Services and Vice President of Administrative Services to maintain and foster a student-focused model of education
  23. Work with the Vice President of Student Services to encourage the integration of appropriate student support services and academic instruction
  24. Review, monitor, and participate in shaping regional, statewide, and federal issues concerning community colleges and disseminate relevant information as appropriate
  25. Provide guidance to and receive advice from the Curriculum Committee
  26. Provide proactive and sensitive leadership to ensure that the instructional divisions foster cultural diversity and an atmosphere of inclusivity
  27. Assist in developing and enhancing international student programs and success
  28. Promote professional development opportunities for faculty and classified staff
  29. Serve on college and district committees as well as attend meetings of non-profit community organizations as needed
  30. Serve as key emergency prevention, preparedness, and response personnel as assigned
  31. Perform other duties as assigned by the President

Minimum Qualifications

  • Possession of a Master’s degree or above from an accredited institution OR the equivalent, and one which exists in one of the divisions
  • Two years of administrative experience, formal training, or leadership experience in a college leadership position reasonably related to this administrative assignment
  • Teaching experience in a community college or university
  • Demonstrated experience in budget development and management
  • A well-formed leadership philosophy, demonstrated listening skills, and experience as a successful leader who can deliver on desired outcomes
  • Demonstrated experience as a leader in implementing diversity, equity, and social justice actions
  • Understands and has experience in shared governance consultation and collaboration among college constituency groups and associated campus committees, such as Institutional Planning Committee, Curriculum Committee, Educational Equity Committee, Guided Pathways
  • Demonstrated fiscal prudence and accountability
  • Demonstrated cultural competence, sensitivity to and understanding of the diverse academic, socioeconomic and ethnic backgrounds, as well as sexual orientation and abilities of community college students, faculty and staff
  • Previous administrative responsibilities for curriculum development, personnel selection, and evaluation
  • Knowledge of and/or experience with federal regulations, Title 5/Education Code, California regulatory agencies, accreditation requirements, and collective bargaining practices

Physical Requirements

This classification requires sitting for extended periods of time, pushing and pulling, and visual acuity. The ability to type, use a phone, stand intermittently, walk, bend and stoop, occasionally lift, carry, push, pull or otherwise move objects of light to moderate weight, and work at a computer, including sitting and viewing a monitor for various lengths of time, repetitive use of a keyboard, mouse or other control devices, dexterity of hands and fingers to operate a keyboard, ability to communicate and provide information to others. Ability to operate a motor vehicle and drive to off-campus locations.

Benefits

The District pays all or a portion of monthly medical plan premiums (depending on the coverage) and pays all of the monthly dental and vision plan premiums for employees and eligible dependents.
