Sponsored Programs and Regulatory Compliance Services (SPARCS) has administrative responsibility for all sponsored contracts, grants, and cooperative agreements awarded to the University, which currently includes more than 3,000 awards totaling approximately $400 million annually. SPARCS facilitates the submission of proposals and the negotiation of sponsored agreements for funding to NC State University. SPARCS also administers internally and externally funded projects, negotiate other types of agreements, and is responsible for subaward administration. This includes all aspects of externally sponsored research and scholarship, from pre-award management to non-fiscal post award management.
Essential Job Duties
The University Attending Veterinarian is responsible for overseeing compliance with federal regulations related to the well-being and clinical care of all animals used in research, testing, teaching, and production, currently across 5 colleges. This responsibility extends to monitoring and promoting animal well-being at all times during animal use, and during all phases of the animal’s life. It is expected that the program of veterinary care will uphold the highest standards of care and ethics. Moreover, the attending veterinarian must have sufficient authority, as provided by the institution, to treat an animal and institute appropriate measures to relieve severe pain or distress, including euthanasia and to direct action to ensure all personnel working with university animals and non-university animals covered by federal animal care and use regulations are fully compliant.

- Oversees all aspects of the University’s Veterinary care program for animals used in research, teaching, testing and production, such as preventative medicine and health surveillance, medical treatment, establishment of sedation, anesthetic and analgesic guidelines, handling and immobilization, and should have oversight of other related aspects such as housing and husbandry.
- Responsible for the University’s compliance with relevant federal and state regulations and laws related to the well-being and clinical care of animals used in research, teaching, testing and production.
- Review and approve all standard operating procedures related to animal care and use used by over 25 animal facilities, PI managed spaces and teaching units.
- Serves as the Attending Veterinarian on the NC State Institutional Animal Care and Use committee (IACUC) and Institutional Biosafety Committee (IBC). Ensures compliance and quality in line with the expectations of accrediting bodies such as AAALAC, regulatory authorities at the national (USDA) and local bodies, university compliance and ethics.
- Support and assist investigators in protocol and animal model development, advising them in experimental design regarding animal welfare and adequate veterinary care issues for successful research outcomes.
- Design and Implement a formal training program for faculty and staff involved in all animal care and use and provide procedural training to research labs.
- Provides strategic input to the Institutional Official on the current and evolving state of the veterinary care program to ensure that program needs are met and appropriate resources are allocated.
- Keeps abreast of all pertinent federal, state and NC State and UNC System regulations, laws and policies as they presently exist and as they change or are modified. Other related duties as assigned. Participates in national and international meetings and serves as a subject matter expert in the field on behalf of the University.
- Support formal/informal instruction to veterinary students, including the Laboratory Animal Residency Program.
- Participate in On Call rotation.

Minimum Education and Experience
- Doctor of Veterinary Medicine or equivalent and a license to practice in at least one state within the United States. If degree not attained in the U.S., a certificate (e.g., Educational Commission for Foreign Veterinary Graduates (ECFVG)) of equivalent training accepted by the American Veterinary Medical Association (AVMA) is required.
Other Required Qualifications
- Expert in all Federal Regulations related to the well-being and clinical care of animals used in research, testing, teaching and production.
- Experience in laboratory animal medicine oversight which includes institutional veterinary research (academic, industrial or government), including experience in agricultural teaching settings for undergraduate and CVM programs.
- Significant experience developing, leading, and managing a diverse AAALAC accredited program encompassing agricultural, laboratory, biomedical, companion, fish, and wildlife species.
- Excellent communication skills, interpersonal skills, diplomacy, and the ability to effectively interact and build trusted relationships.
- Proven ability to effectively organize and prioritize conflicting priorities, meet deadlines, and be a “change” agent to adopt new practices and procedures.
- Ability to handle sensitive information and maintain confidentiality with discretion.
- Results driven, accepts and acts on all forms of feedback to effect change.
- Demonstrates patience, reliability, composure, and stability under pressure.
Preferred Qualifications
- Diplomate of the American College of Laboratory Animal Medicine (ACLAM)
- Demonstrated success working with and providing leadership for a diverse and geographically dispersed team
- PhD or Masters in a field of biomedical research
Required License(s) or Certification(s)
