Job Summary:

The Director of Program Development and Evaluation is responsible for managing, implementing and monitoring compliance of Greater Lawrence Community Action Council, Inc.’s programs against CSBG performance standards and evaluation of program outcomes. The Director of Program Development and Evaluation will conduct the triennial community needs assessment and the development of the community/strategic plan. This position will monitor changes in public policy and GLCAC responses to it. The person in this position will seek funding opportunities and write grants. The Director of Program Development and Evaluation works in partnership with the Executive Director, the Chief Operating Officer.

Essential Functions/Key Responsibilities:

A. COMMUNITY SERVICE BLOCK GRANT (CSBG)

· This position is the point of contact with the Department of Housing and Community Development for CSBG and addresses all the requirements of CSBG.

· Conduct the triennial community needs assessment

· Helps develop the agency’s three-year Community/Strategic Action Plan

· Represents Agency at the MASSCAP Planners meetings

· Participates in all Results Oriented and Management Accountability (ROMA) training

· Implements the ROMA New Generation standards in all Agency programs

· Maintains data on needs of low-income people of service area based on staff input, client questionnaires, census data, agency reports, newspaper and magazine stories, citizen requests, etc. for use in the agency Strategic/Community Action Plan and for determining possible areas for new program development

· Collects data for CSBG written reporting as required.

B. PROGRAM DEVELOPMENT

· Organizes and gathers information needed to develop new programs in conjunction with agency administrators and program managers, that address the needs of low-income constituents and the help fulfill the mission of the organization.

· Works with program directors to implement new programming.

C. LEGISLATIVE

· Works with legislative leaders on state and federal programs and budget line items informing legislators about relevant organizational or constituent issues.

· Monitors changes in Federal, State and local policies along with monitoring Federal, State and local legislation

· Assists Executive Director with legislative agenda for agency

· Centralizes and coordinates the agency work for legislative briefings, education, and funding/policy decision making.

D. PROGRAM EVALUATION

· Creates a system with which to evaluate program outcomes.

· Works with program directors and IT to maintain information systems that track program outcomes.

· Help the management team to adjust programs as a result of outcomes measurement.

E. FUNDRAISING

· Assesses the needs for programmatic fundraising

· Writes and submits grant applications

· Provides reports as needed to funders

· Participates in general fundraising activities such as the annual gala.

D. COMMITTEES

· Provides support for the GLCAC, Inc. Board Planning and Evaluation Committee, preparing relevant documents as needed, attending Committee meetings, etc.

· Other duties based on program needs and/or as assigned by the Executive Director.

Skills & Qualifications:

Bachelor’s Degree in a related field required; Master’s Degree preferred or a minimum of four years’ experience in planning and program development.

· Data assimilation, research, budgets, multi-year plans

· Experience with private non-profit organizations or Community Action agencies.

  • Excellent communication skills, both written and oral
  • Strong organizational skills and time management skills
  • Ability to work both independently without close oversight, but also a team player who will productively engage with others at varying levels within and outside GLCAC Inc.
  • Proficiency in the use of Microsoft Office and databases
  • Must have a suitable CORI & SORI completed within the first thirty (30) days of employment

Job Type: Full-time

Pay: $85,000.00 - $105,000.00 per year

Schedule:

  • 8 hour shift
  • Monday to Friday

Ability to commute/relocate:

  • Lawrence, MA 01840: Reliably commute or planning to relocate before starting work (Required)
