We have an exciting opportunity for a Director of Apprenticeship & Work-Based Learning position to serve our campuses district wide.  Under the supervision of the Executive Administrator, the Director of Apprenticeship & Work-Based Learning will plan and direct all aspects of creating, launching, and overseeing operations of apprenticeship and work-based learning programs. The apprenticeship function at Mt. San Jacinto College consists of multiple programs addressing varied Career Education areas.

This is an administrative position, exempt from overtime provisions of the Fair Labor Standards Act, with responsibility for formulation and recommendation of district policies, regulations and budget decisions related to the area of responsibility. 

ESSENTIAL DUTIES AND RESPONSIBILITIES

  • Review State Education Code, Labor Code Regulations, Title 5, and MSJC Board Policies to establish policies and procedures for apprenticeship and work-based learning programs operations, coordination, and reporting that promote student success and employer satisfaction
  • Serve as the principal innovator for MSJC apprenticeship programs, collaborating with MSJC deans, apprenticeship sponsors such as LAUNCH Apprenticeship Network, and others to start and operate apprenticeship programs
  • Organize and supervise day-to-day operations of Apprenticeship and Earn & Learn programs including student paperwork processing, records maintenance, instructor support, invoicing, and data reporting at the district, state, and federal levels
  • Provide general leadership in the outreach, inter-agency coordination, and processes pertinent to CTE and apprenticeship programs
  • Manage submission and invoicing of pertinent documents, including Related & Supplemental Instruction (RSI) funds, and required record retention
  • Generate CTE and apprenticeship reports and distribute as required; provide Career Pathways Trust Program CTE Project Supervisor with all data and information needed for grant reporting
  • Establish and maintain a systematic process for performance evaluation of MSJC apprenticeship programs
  • In performing innovative direction, the Director adopts a regional perspective with a mind toward rapid and effective program growth
  • Plan and conduct periodic public relations campaigns that promote the benefits of apprenticeship programs and describe entry methods 
  • Serve as liaison among schools, parents, students, industry, apprenticeship program sponsors, and the community
  • Promote continuous improvement of apprenticeship program management processes
  • Lead the Advisory Members of the Apprenticeship Management Committee for each MSJC apprenticeship program
  • Attend required Californian Apprenticeship Council (CAC) and Interagency Advisory Committee for Apprenticeship (IACA) meetings and other approved meetings
  • Collaborate with union, non-union, college, district, community, state, county, regional, and industry groups to create, maintain, and support apprenticeship programs
  • Communicate, present, and respond to questions about the program from faculty, staff, students, and the public via appointment, phone, email, and in person
  • Interpret and communicate relevant policies, procedures, and regulations for faculty, students, staff, industry partners, and community members

  • Maintain friendly and supportive atmosphere for students, faculty, staff, and the public
  • Serve on college committees as requested 
  • Maintain an understanding of current ideas, research and practices pertaining to the areas of responsibility, through continued study and participation in professional organizations
  • Attend and participate in professional development activities, conferences, and events to maintain knowledge and expertise of related CTE projects, programs, services, and activities which may require regional travel


KNOWLEDGE, SKILLS, AND ABILITIES   

The incumbent should possess knowledge of:

  • Familiarity with Inland Empire/Desert Region community colleges and secondary schools, modern apprenticeship as an instructional method, local/regional business organizations, and civic organizations
  • Principles and practices of administrative organization and management, planning, supervising, and evaluating the work of others, employee motivation and training
  • Pertinent federal, state, local, District and college laws, rules and regulations, and collective bargaining contract provisions
  • Complex business level spelling, grammar, and punctuation
  • Modern office tools such as computers and printers; typical modern office computer software programs; report and presentation writing
  • Needs assessment techniques
  • Local and regional labor market trends
  • Interpersonal skills using tact, patient, and courtesy

 The incumbent should possess skills in:

  • Influencing cooperation and compliance with work methodologies without direct supervisory authority
  • Excellent interpersonal skills, especially in networking and collaborative relations within the team, with employer management, and with apprentice-employees

 The incumbent should possess the ability to:

  • Manage and administer a grant funded project and programs
  • Use organizational skills that enable performance of duties in a timely fashion with attention to detail
  • Effectively communicate orally and in writing
  • Manage financial resources effectively including determining how best to utilize resources and managing budgets and expenditures
  • Use personal computers utilizing typical office software applications, including the Internet 
  • Work effectively with managers, faculty, and staff in a participatory governance environment to accomplish the goals and objectives of the assigned program or project
  • Communicate effectively and constructively with persons of diverse cultures, language groups, and abilities
  • Establish and maintain cooperative and effective working relationships with others, including those from a diverse academic, socioeconomic, cultural, disability, gender identity, sexual orientation, and ethnic backgrounds of community college students, faculty, and staff
  • Ability and willingness to extensive local travel 

 

QUALIFICATIONS AND REQUIREMENTS

MINIMUM QUALIFICATIONS

  1. A Bachelor’s degree (attach transcripts); AND
  2. Three (3) years of formal training or leadership experience reasonably related to this job assignment in a workforce training, apprenticeship, and/or Career Education environment; AND
  3. One (1) year of experience in grant funded project management; AND
  4. Demonstrated sensitivity to and understanding of the diverse academic, socioeconomic, cultural, disability, gender identity, sexual orientation, and ethnic backgrounds of community college students, faculty, and staff

DESIRED QUALIFICATIONS

  1. A Master’s degree
  2. One (1) year of experience engaged in registered apprenticeship programs
  3. Teaching experience


PHYSICAL DEMANDS AND WORKING ENVIRONMENT                                                            The conditions herein are representative of those that must be met by an employee to successfully perform the essential functions of this job.  Reasonable accommodations may be made to enable individuals to perform the essential job functions.

Environment: Work is performed primarily in a standard office setting with travel from site to site. 

Physical: Primary function requires sufficient physical ability and mobility to work in an office setting and travel from site to site; to stand or sit for prolonged periods of time; to occasionally stoop, bend, kneel, crouch, reach and twist; to lift carry, push, and/or pull light to moderate amounts of weight up to 20 pounds; to operate office equipment requiring repetitive hand movements and fine coordination including use of a computer keyboard; and to verbally communicate to exchange information. 

Vision: See in the normal visual range with or without correction; vision sufficient to read computer screens and printed documents; and to operate assigned equipment. 

Hearing:  Hear in the normal audio range with or without correction


CONDITIONS OF EMPLOYMENT 

This position is categorically funded and exists based on the availability of funds. If funds cease to be available, the District may, at its discretion, implement a reduction in force that could result in the elimination of the position.


Initial placement on the salary schedule will be commensurate with education and experience, along with a cell phone allowance stipend.  Administrators serve district-wide and may be assigned to the San Jacinto Campus, the Menifee Valley Campus, the Temecula Valley Campus or any District facility.  Additional openings that become available prior to the end of the hiring process may also be filled from the qualified applicants.  
 
Classified administrators serve under contract and make contributions toward PERS (a retirement plan).  Benefit package includes comprehensive medical, dental and vision plans, life insurance, sick leave, and 22 days of vacation per year.  As a condition of employment candidates will be required to complete a live scan for fingerprint clearance and a Tuberculosis (TB) test/Tuberculosis Risk Assessment form developed by the State Department of Public Health.  
Candidates must have an insurable driver's record.

THE COMMUNITY 

The area provides a diverse geography that includes recreational lakes, mountains, desert and wide-open spaces.  MSJC is located about 100 miles southeast of Los Angeles and 50 miles west of Palm Springs.  There is freeway access to ocean beaches, skiing and cultural offerings in San Diego, Los Angeles and Orange County. Weekend recreational opportunities are a few hours away in Las Vegas, Arizona and nearby mountain resorts.   Local theater productions and art galleries provide year-round entertainment, including the famous Ramona Festival and Pageant.
