Job Summary

Under the general direction of the Manager of the Mission Continuity Program, the Mission Continuity Planner will assist in the development and maintenance of mission continuity plans for those department and divisions with essential functions and services which cannot be interrupted longer than 30 days without causing serious harm to the UCSF mission.

The position will help provide subject matter expertise in mission (business) continuity planning, mission continuity exercise development, and systems security and be able to articulate this knowledge to administrators, researchers, and faculty throughout the UCSF Enterprise.   

The position will routinely assist and occasionally lead in the promotion, training, technical assistance, facilitation and maintenance for most aspects of Mission Continuity Planning (MCP).  The MCP will be assigned responsibilities that will vary from time to time but will include all of the functions listed below:

  • Researches and analyzes processes and procedures, summarizes findings, policies and organizational structures in order to develop and / or implement changes and to provide consultative services to department administrators, partners and external stakeholders.
  • Assist Departments in the Development and Maintenance of Mission Continuity Plans.
  • Conduct Annual Exercises and Ensure Completion of Action Items
  • Create, Improve, and Implement New Methodologies
  • Under the Guidance of the Mission Continuity Program Manager, Communicate & Collaborate with Campus Partners and other Universities
  • Support Police Department and HSEM Division in All-Hazard Emergency Management Functions and Standard Compliance

The MCP will also fulfill Emergency Management Program functions, thereby supporting UCSF in its all-hazard emergency preparedness activities and Emergency Operations Center functions during emergency response and recovery.

This position will occasionally need to drive a department vehicle or use a university shuttle to alternate work locations.

This will be a 1-year Contract Employee position, which includes benefits, with the possibility of an extension    for an additional year.


Department Description

The University of California, San Francisco (UCSF) Police Department provides contemporary police services including criminal investigation, community policing, crime prevention and suppression, emergency management, and site security services to a daily population of over 50,000 people at University and contract locations. Founded in 1864, UCSF includes the 107-acre Parnassus campus that is home to graduate professionals in dentistry, medicine, nursing and pharmacy; a graduate division for pre and postdoctoral scientists; UCSF Medical Center; UCSF Benioff Children’s Hospitals; and Langley Porter Psychiatric Institute. UCSF is considered one of the nation’s premier health sciences teaching, training, and research centers. UCSF is the only UC campus dedicated exclusively to the health sciences.

The UCSF Police Department is known for its community service orientation, effectiveness at preventing crime through campus community involvement, and for providing a safe living and working environment for the promotion of education, research and public service. The Professional Standards Division is responsible for providing administrative, financial and personnel services for the department.


Required Qualifications

  • BA/BS with a major or related field or an equivalent combination of education and experience.
  • Valid CA Drivers License & Clean DMV record.
  • 2 – 4 years of related experience in Business Administration, Public Administration, Emergency Services, Political Science
  • Minimum 3+ years of related experience
  • Mission (Business) Continuity Knowledge: Intermediate knowledge and understanding of current disaster recovery planning techniques and technologies as well as the methods used in performing risk analyses and business impact analyses.
  • Networking: Ability to develop and maintain good public relations with other university departments, public safety organizations, city and county officials, and others
  • Customer Service:  Excellent customer service and effective problem-solving skills. 
  • Performance During Emergencies: Ability to work in a high stress, noise-filled environment with multiple distractions and competing priorities for 12-hour durations for extended periods during disaster operations is essential. During non-emergencies, regular work requirement is 40 hours weekly in an open office environment
  • Organization Skills & Attention to Detail: Excellent organization skills utilizing electronic and manual systems to support the UCSF Emergency Management Division’s compliance with NIMS, CALEA and NFPA 1600 surveys/audits.
  • Computer Proficiency: Proficiency in Microsoft Office software including Word, Excel, Access, Power Point, Internet Explorer, and Outlook.  Verifiable history of quickly learning communications and data/software applications.
  • Problem Solving Skills: Ability to be flexible and work analytically in a problem-solving environment
  • Communications Skills: Excellent communication (written and oral), interpersonal skills, multi-tasking, and time-management skills.  Able to communicate with internal and external senior management confidently and demonstrate the professionalism of the job family.

Preferred Qualifications

  • Certified Business Continuity Planner (CBCP) certification
  • Certified Information System Auditor (CISA) certification
  • Certified Information Security Manager (CISM)  Certification
  • Certified Information Systems Security Professional (CISSP) Certification
  • Certificates of training in National Incident Management System (NIMS), California Emergency Management System (SEMS), and Incident Command System (ICS) including and beyond ICS 100, 200, 700, and 800.
  • Completion of HSEEP intermediate level training with certificate
  • Disaster Recovery: Experience in Information Technology Recovery including infrastructure and data.
  • Emergency Response Experience: Experience fulfilling an ICS function in an EOC and/or ICP during an actual activation
  • HSEEP, CALEA and NFPA 1600 Knowledge:  Knowledge and experience in working with HSEEP, CALEA and NFPA 1600 standards, requirements and guidance’s.
  • Grants: Experience in federal grant application and administration
  • Adult Learning:  Knowledge/Understanding of the principles of training, education, and adult learning and the ability to effectively train people.
  • Mass Notification Systems: Proficiency in Mass Notification Systems.
  • Project Implementation. History of successful project implementation that includes creating a charter, project plan, risk analysis and ensuring deliverables are completed on time.
  • Training Skills: Ability to create and present emergency preparedness presentations, including volunteer emergency response training.
  • NIMS/SEMS/ICS Knowledge: Strong operational knowledge National Incident Management System (NIMS), California Standardized Emergency Management System (SEMS) and Incident Command System (ICS).
  • Organization & Systems Analysis: The ability to develop a clear understanding of the University's key functional processes and resources. 

License/Certification

  • Valid CA Drivers License & Clean DMV record.
