Job Summary

The Mission Continuity Program Manager is responsible for the implementation of a new on-line UCSF Enterprise-Wide Mission Continuity Planning system, coordination, facilitation and analysis of Business Impact Analysis (BIA) and promoting, facilitating, and evaluating the further development of mission continuity plans for UCSF departments and divisions with essential functions and services which cannot be interrupted longer than 30 days without causing serious harm to the UCSF mission.
The position requires the Mission Continuity Program Manager to not only maintain, but to expand and strengthen executive leadership and senior administrative knowledge, understanding and support for achieving higher standards in Mission Continuity planning across their Control Points. It provides subject matter expertise in business impact analysis, mission (business) continuity planning, mission continuity exercising development, and systems security to senior level executives, administrators, researchers, and faculty throughout the UCSF Enterprise.

The Mission Continuity Program Manager routinely engages in promotion, training, technical assistance, facilitation, assessment and evaluation of the UCSF Enterprise implementation and maintenance for all aspects of Mission Continuity Planning (MCP). As UCSF is a multi-billion dollar enterprise and recipient of several hundred millions dollars of NIH research funding annually, this position requires the incumbent to possess the acumens to network at the highest levels of the UCSF enterprise to build a strong stakeholder base capable of pushing through strategic and tactical planning necessary to protect the university’s future through the development of a resilient and highly effective recovery capability in the aftermath of an emergency or disaster.

The position serves to fulfill the Director of Emergency Management functions during the Director’s or Deputy Director’s absences and will also fulfill other Emergency Management Program functions, thereby supporting UCSF in its all-hazard emergency management activities and Emergency Operations Center functions during emergency response and recovery.


Department Description

The University of California, San Francisco (UCSF) Police Department provides contemporary police services including criminal investigation, community policing, crime prevention and suppression, emergency management, and site security services to a daily population of over 50,000 people at University and contract locations. Founded in 1864, UCSF includes the 107-acre Parnassus campus that is home to graduate professionals in dentistry, medicine, nursing and pharmacy; a graduate division for pre and postdoctoral scientists; UCSF Medical Center; UCSF Benioff Children’s Hospitals; and Langley Porter Psychiatric Institute. UCSF is considered one of the nation’s premier health sciences teaching, training, and research centers. UCSF is the only UC campus dedicated exclusively to the health sciences.


Required Qualifications

  • BA/BS with a major in Business Administration, Public Administration, Emergency Services, Political Science or related field and 5-10 years relevant experience and/or equivalent education/experience.
  • Possess a valid California driver's license.
  • Certificates of training in National Incident Management System (NIMS), California Emergency Management System (SEMS), and Incident Command System (ICS) including and beyond IS 100, 200, 700, and 800.
  • Completion of HSEEP intermediate level training with certificate.
  • Mission (Business) Continuity Knowledge: Thorough knowledge and understanding of current disaster recovery planning techniques and technologies as well as the methods used in performing risk analyses and business impact analyses.
  • Project Management: Excellent project management skills.
  • Problem Solving Skills: Ability to be flexible and work analytically in a problem-solving environment.
  • Communications Skills: Excellent communication (written and oral), interpersonal skills, multi-tasking, and time-management skills. Able to communicate with internal and external senior management confidently and demonstrate the professionalism of the job family. History of developing & maintaining good public relations with other departments, public safety organizations, city and county officials, and others.
  • NIMS/SEMS/ICS Knowledge: Strong operational knowledge National Incident Management System (NIMS), California Standardized Emergency Management System (SEMS) and Incident Command System (ICS).
  • Performance During Emergencies: Ability to work in a high stress, noise-filled environment with multiple distractions and competing priorities for 12-hour durations for extended periods during disaster operations is essential. During non-emergencies, regular work requirement is 40 hours weekly in an open office environment.
  • Organization Skills & Attention to Detail: Excellent organization skills utilizing electronic and manual systems to support the UCSF Emergency Management Division’s compliance with NIMS, and accreditation reviews or audits.
  • Computer Proficiency: Proficiency in and Microsoft Office software including Word, Excel, Access, Power Point, Internet Explorer, and Outlook. Verifiable history of quickly learning communications and data/software applications.
  • Training Skills: Demonstrated ability to create and present emergency preparedness presentations, including volunteer emergency response training.
  • Customer Service: Excellent customer service and effective problem-solving skills.

Preferred Qualifications

  • Certified Business Continuity Planner (CBCP) certification
  • Certified Information System Auditor (CISA) certification
  • Certified Information Security Manager (CISM) Certification
  • Certified Information Systems Security Professional (CISSP) Certification
  • Knowledge and experience in working with Homeland Security Exercise Evaluation Program (HSEEP), Commission on Accreditation of Law Enforcement Agencies (CALEA) and National Fire Protection Association Standard 1600 (NFPA 1600) standards, requirements and guidance’s.
  • Experience in Grants Administration, Adult Learning Theory Principles, Mass Notification Systems and Disaster Recovery.
  • Demonstrated broad knowledge in University's key functional processes and resources in order to properly manage complex integration efforts.

License/Certification

  • Possess a valid California driver's license.
  • Certificates of training in National Incident Management System (NIMS), California Emergency Management System (SEMS), and Incident Command System (ICS) including and beyond IS 100, 200, 700, and 800.
  • Completion of HSEEP intermediate level training with certificate.
