Class Description

The purpose of this position is to provide program leadership and direction consistent with the strategic vision of assigned division and the mission of the College.

Compensation within the posted range is determined by a candidate's education level and/or years of experience in the field.  Generally, employees are hired in the lower third of the scale.  

Minimum Requirements

Bachelor’s degree required, degree in Counseling, Social Sciences, or related human services field and master’s degree preferred. Five (5) years of full-time experience developing and/or managing, implementing workforce development programs required. Of the five years of full-time experience three (3) of those years must be in a managerial capacity. Experience working with youth, disadvantaged, underemployed/unemployed and under served populations preferred.

Class Specific Essential Duties

  1. Coordinate a functional process within assigned College department or division.
  2. Design, develop and implement department programs or initiatives.
  3. Monitor compliance with policies and procedures.
  4. Maintain department records and files, as required.
  5. Facilitate and attend meetings, as required.
  6. Recruit, select, supervise, advise, and evaluate assigned staff, as required.
  7. Prepare, analyze and provide reports on miscellaneous subjects, as requested.
  8. Manage program expenses efficiently and economically.
  9. Identify, access and analyze program data in the college’s enterprise system.
  10. Develop new courses and course series.
  11. Provide superior customer service and problem-solving to both students and contract training clients.

Essential Job Duties are intended to be examples of duties and are not intended to be all inclusive. There will be other duties as assigned.

Position Specific Essential Duties

  1. Plan, schedule, and coordinate the college’s Out of School Youth Program.
  2. Accurately forecast, and track, annual unit revenue and FTE generation.
  3. Identify, target and recruitment of out of school students.
  4. Recruit, select, train, and supervise instructors.
  5. Develop and maintain partnerships with all relevant stakeholders.
  6. Counsel and advise students.
  7. Manage supply of instructional material, student materials and equipment.
  8. Oversee and update program and course curricula to meet necessary standards.
  9. Ensure perspective students meet all partners eligibility requirements 
  10. Provide supervision and leadership of holistic youth training program. Holistic includes job readiness skills, life skills, support services, employer engagement and job placement.
  11. Develop partnerships with public and private agencies, community-based organizations, and employers, as it pertains to workforce training projects.
  12. Ensure performance objectives and program monitoring for contractual obligations are met.
  13. Remain current with national research as it relates to youth and workforce development programs.
  14. Prepare program reports (i.e. monthly, weekly, quarterly, etc.).
  15. Actively direct and coordinate resources from various CCBC departments and divisions for youth programming.
