SFCC is one of two accredited community colleges that comprise the Community Colleges of Spokane (CCS). In addition to serving the urban and suburban population in greater Spokane, including students from Fairchild Airforce Base, CCS provides educational services to rural communities throughout our 12,302 square-mile region in Eastern Washington, including students from the Spokane and other Eastern Washington tribes.   

Serving about 8,200 students, SFCC endeavors to be an educational leader and a responsive partner with the community and region to provide access to relevant programs of the highest quality. We offer a large liberal arts/transfer program (approximately 75% of total enrollment) as well as state-of-the-art professional technical programs (about 25%). The Community Colleges of Spokane is seeking a highly motivated and qualified individual for the position of Associate Registrar in the SFCC Admissions and Registration Division. 

GENERAL DEFINITION

Under the guidance of the Director of Admissions and Registration, the Associate Registrar of Spokane Falls Community College (SFCC) provides leadership and support of essential services in assistance to the Director. Key responsibilities include employee supervision, data quality management and reporting, policies and procedures development and execution, and day-to-day office operations oversight. In addition, this position will supervise registration and transcript staff and work with Pullman campus staff in supporting enrollment services.

CHARACTERISTIC DUTIES AND RESPONSIBILITIES

  • Supervise classified, part time hourly and work study students (train, schedule, evaluate, discipline, and respond to grievances). Adhere to classified contracts and all district rules and regulations ensuring efficient operations. *
  • Manage the day-to-day operation of the transcripts/records office. Responsibilities include supporting and training the team with transcript evaluations, grading, graduation requirement evaluations, awarding degrees and certificates, academic advisement report maintenance, and credit for prior learning applications. * 
  • Manage admissions and registration policies and procedural standards, providing an integrated, consistent, inclusive, and equitable approach to student enrollment needs. Responsibilities include: 
    • Reviewing, evaluating, revising, documenting, implementing, and maintaining department policies and procedures including, but not limited to, admissions, transcripts, and records. * 
    • Providing training, guidance, and final approval for residency and citizenship determination. * 
    • Ensuring all programs and services are aligned to promote equitable student success and maintain compliance with applicable federal, state and local laws, rules and regulations as well as policies and procedures established by SFCC and Community Colleges of Spokane (CCS). *
    • Providing leadership in the implementation and training of personnel in new application functionality, tools, and processes as needed. Provide continuous training for staff on processes and procedures as they relate to regulations, state and federal laws and requirements. *
  • In conjunction with the Director of Admissions and Registration, this position is responsible for assuring the integrity of academic procedures, data, and records. Responsibilities include: 
    • Utilize complex technologies such as PeopleSoft student management system, customer relationship management software (CRM), document imaging, and sophisticated report writing tools such as query tools and reports. *
    • Understanding of and ability to train others to ensure compliance with FERPA regulations. *
    • Oversee the collection, accuracy, and accessibility of student admission and enrollment data needed for accreditation, grants, reports, proposals, and budgets. *
  • In conjunction with the Functional Analyst, serve as a subject matter expert (SME) for PeopleSoft Campus Solutions (admissions/student records/enrollment modules). Responsibilities Include:
    • Expert understanding of business processes and functional needs of the configuration, regular use and data structures. *
    • Primary lead in setting up module configurations, including managing student groups service indicators, milestones, post-enrollment requisite checking (PERC), graduation and academic advising reports, etc. *
    • Coordinate with other departments in configuration as appropriate. *
  • Provide information and work collaboratively with instructional staff and administrators to support academic class scheduling. *
  • Model professional decorum and mutual respect in all personal interactions. *
  • Comply with district policies, procedures and directives, state and federal regulations, orders and statutes and collective bargaining agreements. *
  • Support and advance the CCS strategic plan, and perform other duties as assigned. *

COMPETENCIES & OTHER REQUIREMENTS

 

REQUIRED COMPETENCIES (MINIMUM QUALIFICATIONS)

  • Associate’s degree from an accredited institution, or an equivalent mix of education and experience that demonstrates the candidate meets all competency requirements for this position.
  • Ability to use computerized information/software relevant to the position, including student management systems and CRM software
  • Analytical skills that demonstrate the successful evaluation of protocols, procedures and processes and improvement plans
  • Interpersonal, verbal, and written communication skills and the proven ability to work successfully with multidisciplinary teams and diverse populations.  Experience in a customer service environment.
  • Experience working as a team member on projects and implementation of new initiatives with emphasis on data research and analysis.
  • Acceptance of the responsibility to promote the welfare and best interests of students at all times.
  • A demonstrable understanding and acceptance of the mission, values, goals and objectives and strategic plan of CCS.
  • The ability to perform assigned duties in a manner consistent with applicable laws, regulations and goals of the institution, and community and technical college system.
  • Demonstrated commitment to fostering and supporting a teaching, learning and working environment that honors diversity, equity and inclusion.

PREFERRED COMPETENCIES (DESIRED QUALIFICATIONS)

  • Bachelor’s degree from an accredited institution. 
  • Three (3) or more years of experience in an admissions, registration, transcript evaluation, or related department that has included working with a complex student information system.
  • Knowledge of SFCC/CCS educational offerings and understanding of and commitment to the goals and principles of the Guided Pathways model.
  • Knowledge or experience with PeopleSoft or ctcLink.
  • Proven record of successful supervisory experience in a people-oriented environment.
  • Commitment to closing gaps in higher education created by racial, social, and economic differences. 

 

CONDITIONS/TERMS OF EMPLOYMENT

 

TOTAL COMPENSATION$83,837.

 Total compensation is an estimate based upon adding the following amounts together:

  • Base compensation $62,202, plus
  • Current employer-paid health and related benefit contribution rates, plus
  • Median retirement fund contributions. 

The actual total will vary depending upon each employee's enrollment choices.

Person hired must be able to provide acceptable documentation of U.S. Citizenship or lawful authorization to work in the United States. This is an absolute condition of employment. An offer of employment will not carry with it any responsibility or obligation on the part of the District to sponsor an H1-B visa.   In addition, the Community Colleges of Spokane maintains a drug-free work environment and prohibits all smoking in the college buildings and state-owned vehicles. Must be able to successfully work in and promote a multicultural work and education environment.  

Prior to a new hire, a background check including criminal record history will be conducted.  Information from the background check will not necessarily preclude employment but will be considered in determining the applicant’s suitability and competence to perform in the position.  Once an applicant is chosen for an interview, they are required to complete and submit a declaration regarding sexual misconduct and investigation per state law.

PHYSICAL REQUIREMENTS

  • Work is performed in a normal, temperature-controlled office environment.
  • Work is sedentary in nature.
  • Frequent use of computer and exposure to terminal screens.
  • Visual focus and strain.
  • Work directly with students/clients.
  • Work involves constant interruptions and requirement to answer on demand questions by phone, in person, or electronically.
  • Frequent repetitive hand/wrist motions and finger manipulation.
  • Frequent oral and auditory communication with others.

CONDITIONS OF EMPLOYMENT

  • Contract 12-month position.
  • This position is overtime eligible.
  • Requires local or regional travel. If using personal vehicle proof of driver's license and car insurance required.
  • Criminal background check required.
