The North Carolina Institute for Climate Studies (NCICS) is a UNC inter-institutional research institute promoting the discovery of new knowledge about global, regional, and local climate variability and its impacts; and providing information that is critical for determining trends and validating climate forecasts at all these spatial scales.
NCICS’ principal activity is the operation of a NOAA Cooperative Institute, currently the Cooperative Institute for Satellite Earth System Studies in North Carolina (CISESS NC) in partnership with the University of Maryland College Park (UMD). CISESS’ primary objective is to document the natural atmosphere-ocean-land-biosphere components of the Earth system and how they interact with human activities as a coupled system through collaborative and transformative research activities and to transition that research into operational applications that produce societal benefits. Institute scientists also participate in climate-related research sponsored by other federal agencies (NSF, NASA, DOE, DOD, etc) as well as private industry.

Essential Job Duties
* This position is located in Asheville, NC. *
The (NCICS) Director of Finance and Administration, as part of the NCICS senior leadership team, will be responsible for the efficient management and strategic oversight of the institute’s research and operations portfolio in the accomplishment of the institute’s vision to inspire cutting-edge research and collaboration; advance understanding of the current and future state of the climate; and engage with business, academia, government, and the public to enhance decision-making.
The Director of Finance and Administration will work with the NCICS Director and Deputy Director in the strategic planning and execution of all institute activities and programs and will be directly responsible for:

The Director of Finance and Administration will work with the NCICS Director and Deputy Director in the strategic planning and execution of all institute activities and programs and will be directly responsible for:
- Assuming broader institute leadership tasks/responsibilities in the absence of the Director and/or Deputy Director and representing the institute as needed.
- Establish of new and coordinate Institute relationships with state, federal, academic, and other partners and report as appropriate.
- Lead institute research administration activities including Pre-Award: development, drafting, and review of proposal text; oversight of proposal preparation and submission; providing guidance and technical assistance regarding agency proposal requirements/guidelines; drafting and/or review of budgets for accuracy, thoroughness, and compliance; proposal element entry or upload in respective sponsor system; campus coordination for institution submission;
- Post-Award (award setup and oversight); serve as primary liaison with sponsor, NCICS scientists, consortium members and partners, subcontractors, and pertinent NCSU personnel for all research administration processes (post-award actions) and problems; project closeouts; and setup and maintenance of appropriate contract and grant files.
- Oversee all financial activity in this current $35M enterprise including, but not limited to, annual budget development, contracts, and grants award setup and management, subcontracting and contracted services agreements, research personnel salary distribution changes, vouchers/travel, journals, inter-departmental transactions, and relevant fiscal reporting.
- Oversee institute business administration activities and direct supervision of administrative support staff including administrative office, human resources, and institute reporting (1 Program Specialist); information technology (1 IT Systems Administrator II, 1 IT Network Administrator II); facilities/space; inventory.
- Direct and lead compliance activities including the development, implementation, oversight, and update of institute administrative policies, planning guidelines, and standard protocols and procedures in compliance with pertinent university, state, and sponsor rules and regulations; COI disclosure and TEARS certification; mandatory training requirements, etc.

Minimum Education and Experience
- A Masters’s degree in business or public administration (MBA or MPA) or closely related field with 7-10 years experience in Higher Education, research, and/or large program administration;
- 5-7 years experience in both pre- and post-award research administration;
- Experience in diverse, cross-cultural environments;
- 3-5 years of direct supervisory or management experience.

- Outstanding interpersonal and verbal communication skills, with the ability to communicate broadly, develop and maintain effective relationships with a wide range of constituencies, including external communities;
- Strong written communication skills;
- Keen analytical, organization, time management, and problem-solving skills;
- Demonstrated successful process management and improvement;
- Knowledge of OMB Uniform Guidance for Federal Awards;
- Broad and current knowledge of Federal regulations and guidelines for sponsored research;
- Advanced proficiency with Microsoft Office Suite Word, spreadsheet, and presentation applications;
- Demonstrated commitment to diversity and inclusion;
- Ability to mentor diverse staff.
Preferred Qualifications
- Certified Research Administrator (CRA)
- Prior experience and proficiency with federal sponsor proposal/award management systems (i.e., Grants.gov, Research.gov, NSPIRES, Fastlane, etc.)
- Proficiency with PeopleSoft / PeopleAdmin
