Job Summary

Reporting to the Vice President of Student Affairs, the Director of TRIO Programs – TRIO Talent Search is responsible for providing administrative leadership for federal TRIO Programs by creating and overseeing programs and services designed to serve and support first-generation, low-income high school and college students.

Primary Duties and Responsibilities

Essential Performance Requirements*
  • Provides oversight and project management of federal TRIO programs to ensure that program objectives are met and programs are compliant with Department of Education Legislation and Regulations and Office of Management and Budget Guidelines
  • Creates, implements, and evaluates services designed to serve and support first-generation, low-income high school and college students
  • Monitors progress toward achieving project objectives
  • Maintains appropriate program records, prepares and submits time and effort reports and mandated compliance reports
  • Conducts records audit to ensure accuracy of recordkeeping and compliance
  • Oversees fiscal management of grant funds. Authorizes project expenditures, maintains budget, and ensures appropriate use of grant funds
  • Collaborates with district grants accountant to conduct quarterly budget reconciliation and drawdown of grant funds and ensure annual A-133 audit compliance for TRIO programs
  • Develops and implements policies and procedures
  • Communicates with Department of Education project specialists regarding status of TRIO programs and progress towards meeting program objectives
  • Prepares and submits Department of Education annual performance and financial reports
  • Works in collaboration with various district and campus level departments to ensure effective and efficient functioning of TRIO programs

General Supervision and Management
Providing direction, on-going monitoring, and support for TRIO Talent Search staff

Service Excellence
  • Participates on behalf of the College in external community organizations and associations as assigned to support the essential performance requirements
  • Attends the workplace regularly, reports to work punctually, and follows a work schedule to keep up with the demands of the worksite
  • Completes all required training and professional development sessions sponsored through Tarrant County College (TCC)
  • Supports the values of the College: diversity, teaching excellence, student success, innovation, and creativity and service to the College
  • Supports the mission, values and 3 goals and 8 principles of the College

Supervision
Works under the general supervision of the Vice President of Student Affairs

Required Minimum Qualifications

  • Master’s degree in Education, Counseling, Psychology, Social Work, Higher Education, Public Administration, or a related field
  • Five (5) years’ working experience in designing, managing, and implementing a Talent Search or similar program; or related to the Essential Performance Requirements
  • Three (3) years’ experience supervising and fiscal management (e.g., managing, evaluating the performance of others; grant and fiscal management, evaluation, reporting, and compliance with federal regulations)

Preferred Qualifications

  • Experience working in a TRIO Talent Search program
  • Experience working with the target student population served by Talent Search and/or individual participation in Talent Search or similar programs
  • Experience in overcoming barriers similar to those confronting program participants

Knowledge, Skills and Abilities

  • Knowledge of the complexities faced by low-income, first-generation, and disabled students and adults
  • Knowledge of effective grant and fiscal management, including best practices and government policies, processes, and regulations
  • Knowledge of student academic and personal development
  • Skilled in excellent customer service and interpersonal relationships with diverse populations, including strong listening, verbal, and written communication
  • Skilled using computer applications and enterprise systems, including the Microsoft Office suite
  • Skilled in the design and implementation of programs that promote annual persistence and increased graduation rates of participants year over year
  • Ability to work effectively in a collaborative environment and a setting that is diverse and urban
  • Ability to collect and analyze data so as to provide sound recommendations based on policy, procedure, practice, and existing regulations while exhibiting strong attention to detail and organization
  • Ability to think critically to effectively solve and communicate problems in a fast-paced environment where the demands for work are varied, and unpredictable in scope and volume
  • Ability to perform, prioritize, and coordinate multiple tasks seamlessly with students, faculty, staff, and the community
