Position Summary: This position exists to provide program management, leadership and operational support for the Workforce Services program. This position is a key hub of support for the entire Workforce Services team and stakeholders. The Director collaborates with Academic, Student, and Administrative Affairs partners to grow non-credit trainings, develop stackable certifications and credentialing, establish and maintain relationships with businesses and community stakeholders.

The Director of Workforce Services will represent the college on various academic, workforce or community-based workforce subcommittees, taskforces, and special projects. The position manages and oversees the Skill Advance (Colorado First and Existing Industry Grant) with the potential to support future grants or apprenticeships. With the support of the Dean, this position will support employers with workforce needs assessments and non-credit training designs. The Director will help build training proposals, monitor training activities, and manage the operations of the Rocky Mountain Education Center (RMEC) This position may also directly deliver training and support students of all ages and backgrounds (including incumbent workers and justice involved. This position supervises the RMEC Adjunct instructors and contractors.

Description of Position

Program Management and Leadership: Provide operational management, leadership, and support for full- time and instructional staff. Oversee Rocky Mountain Educational Center (Continuing Education) and related trainings, programming, marketing, grant funding, and community outreach. Work with the Dean of Workforce Services to verify and approve employee contracts including part-time contracts and independent contracts related to short-term trainings. Evaluate and assign instructional staff in non-credit trainings, certifications and workshops targeted to adult learners. Collect, monitor, and use data to inform workforce decision making, marketing, training design and program development. Create initiatives that enhance the adult learner educational experience and focus on the needs of the local service region.

Grant Management: Manages the coordination and administration of the Skill Advance (Colorado First and Existing Industry) grant. Communicates with employers across the grant project lifecycle. Works with the employer to prepare the grant application narrative, budget spreadsheet and related documentation for submission. Complete and submit project status reports to CCCS. Monitor grant projects for quality and compliance. Gather supporting grant documentation for project closeout. Serve as the liaison for the RITEI grant. Create grant supported initiatives that enhance the adult learner educational experience and focus on the needs of the local service region.

External Outreach and Development: Initiate and coordinate partnerships with external groups to develop and implement short-term training. Identify and propose adult workforce pipeline programs and services in response to workforce development requests from public and private sources (leveraging RRCC relationships, programs, people, and facilities). Meet with employer, industry, workforce, and community stakeholders to discuss training opportunities. Direct the development of new partnerships with the local EDC, chambers, workforce center and non-profits.

Collegewide Engagement: Build relationships with college faculty, chairs, staff, and other stakeholders to support, incubate and facilitate non-credit trainings across academic departments. Support all initiatives through collaborative efforts with Academic Affairs Program Chairs, instructional faculty and staff, instructional departments and other campus constituencies outside the division. Participate in committee work that promotes the goals of the division and college.

Qualifications

Required Qualifications: Bachelor’s degree and a minimum of two (2) years of academic, workforce or industry training experience in the previous five years. Three (3) years of similar organizational­ level leadership, supervisory, fiscal and administrative experience in the previous ten years.

An Associate’s degree with a minimum of five (5) years of academic, workforce or industry training experience in the previous five years. Three (3) years of similar organizational­ level leadership, supervisory, fiscal and administrative experience in the previous ten years.

Preferred Qualifications: Master’s degree in an academic field related to Business, Management. Leadership, Project Management. Industry Certifications in Workforce Development. Administrative and/or supervisory experience in a community college. Three (3) years of Workforce experience at the community college level. Experience with alternative instructional delivery methods. Experience with non-credit course development, short-term training development, training certification/stackable certifications. Membership in or experience working in diverse communities and supporting the success of individuals from racial, ethnic, and gender backgrounds that are underrepresented.

Required Knowledge, Skills, and Abilities: Excellent oral and written communication skills. Excellent organizational skills. Ability and experience using technological tools to manage work and create reports. Ability to use data to inform decision making. Proven ability to build successful teams. Ability to interact and communicate effectively in all settings (in-person, remotely, written, and verbal correspondences) with individuals from diverse backgrounds. Ability to work from campus (primarily our Lakewood campus with occasional hours at the Arvada campus).

Starting Salary: Starting salary is determined by education and experience in accordance with our compensation plan.
