Summary

The University of Michigan, School of Nursing (UMSN) is seeking a Director of Human Resources who will serve as senior advisor to the school, the executive leadership team, and UMSN administrators. The director will develop, interpret and administer human resource (HR) related policies, guidelines, and best practices for the school and ensure compliance with university and school policies. The director will oversee and manage all academic and non-academic human resource functions for the school. The director will plan, direct and manage operational processes related to HR functions; interpret policies regarding potential conflicts of interest; and counsel and advise faculty and staff on HR matters while maintaining a high level of confidentiality and independence.

The Director of Human Resources will oversee processes for all appointment paperwork, including tenure/tenure track, clinical and research faculty; LEO lecturers; adjunct faculty; and staff (regular, term-limited and temporary employees). Direct processes related to human resource management, including management of new hires, salary increases, promotions/reviews and the evaluation process. Oversee the preparation of Regents Communications for faculty hiring, promotions, sabbatical leaves, emeritus status and collegiate professorships.

Responsibilities*

The Director of Human Resources is directly accountable for leadership to achieve the following:

  1. Provide leadership in planning and directing all phases of human resource functions for the UMSN. These services include, but are not limited to, employment/placement for academic and non-academic personnel; contract administration; wage and salary administration; HR finance and workforce reporting and analytics; HR services and labor relations; payroll; HR policies and processes; organizational effectiveness and diversity; recruitment and retention, and compliance.
  1. Oversee and manage recruitment, interviewing and hiring and selection process and equal employment opportunity (EEO) for the UMSN. Oversee and manage human resource support in the areas of employee relations, labor relations, compliance, compensation, diversity, performance management, HR analysis, process redesign, succession planning, change management and organizational development, including appointment process, effort on grants and effort certification, tenure and promotion, review processes, leaves and sabbaticals, Regents Communications and Faculty Handbook.
  1. Oversee and manage HR personnel administration for various academic and non-academic including selection, training and personnel development for specific areas of responsibility. Responsible for the administrative supervision of the HR generalists, as well as training on HR issues with hiring managers and advisement for administrative and executive groups in the school.
  1. Oversee and manage standard and ad hoc reporting, conduct analyses to ensure quality operations of human resource functions such as labor relations and payroll and equity, and organizational effectiveness; recruitment and retention, and total compensation. 
  1. Manage compliance with applicable federal and state laws, school and university goals, objectives, policies, standards, and guidelines, including management of conflict of interest/conflict of commitment as well as compliance for personnel in clinical settings. Plan, direct and ensure compliance and quality operations of all policies and processes related to human resources.
  1. Manage and implement school strategic initiatives that have impact on human resource functions, including organizational planning and design, change management and leadership effectiveness initiatives. Prepare business plans for operational improvements. 
  1. Manage, investigate and resolve complex employment issues/concerns related to academic and non-academic personnel, including improvement plans, as well as discrimination, harassment and other complaints.

Required Qualifications*

  • A Master’s degree and a minimum of fifteen (15) years of experience in human resource management is required.
  • Experience in higher education is required.
  • Substantial progression of experience with both faculty and staff human resource management is preferred.
  • Experience with tenure/tenure track, research and clinical faculty, lecturers and adjunct faculty is preferred.
  • Experience with human resource management in a research-intensive and/or healthcare environment is preferred.
  • Demonstrated ability to lead strategic initiatives related to human resource functions and manage significant HR-related projects through the implementation phase is preferred.
  • Demonstrated superior oral and written communication skills with the ability to receive and convey information clearly and concisely for various mediums is preferred.
  • Demonstrated experience in providing regular briefings, reports and executive level presentations to management regarding projects and activities is preferred.
  • Demonstrated experience working on teams and across boundaries with high-level executives and leadership teams.
  • Experience with labor contract administration and working with bargained-for and non-bargain-for groups.
  • Experience with human resource administration for regular, temporary and adjunct appointments.
  • Knowledge of federal and state laws and regulations relating to human resource management.
  • Awareness of the latest trends in higher education HR management.
  • Proficiency with human resource systems and applications.
  • Demonstrated proficiency with Microsoft Office products (Word, Excel, Outlook, Access, and PowerPoint).
