About the Department

The College of Engineering’s Personnel Office is located in the Dean’s Office and serves as an umbrella over the nine academic departments, the multidisciplinary program areas of Operations Research and Integrated Manufacturing Systems Engineering, Industrial Extension Service as well as total management of the College of Engineering Distance Education Programs. All personnel actions are coordinated and serviced in this office and this unit maintains original personnel files.

Essential Job Duties

Reporting to the Senior Human Resources Consultant in the College of Engineering, this position will be responsible for providing human resources management, advisement and consultation for all Engineering departments/units in the day to day HR operations as well as will be involved in strategic and organizational planning. The HR Consultant will be assigned to specific departments/units within the College and work directly with the leadership team and other HR professionals in the departments/units to provide a high level of human resources expertise and consultation. This position is expected to design and promote human resources policies and best practices to support the goals and objectives of each department/unit within the College. Work in this position involves initiating, developing and maintaining productive and collaborative work relationships to support the needs and strategic direction of each department/unit.

The HR Consultant will advise departments/units on a wide range of HR needs in relation to mission and strategic long-range planning, along with appropriate interpretation of state, university, and college-level policies and procedures. The position is required to adapt human resource management practices to address changes in the organization, changing work situations, and changing staff needs. This position will be responsible for providing ongoing consultative decision making, communications, training, tools, strategic planning and resources to individuals in the departments, and units who are responsible for human resources so they can build and maximize their knowledge, skills, and abilities and become content “experts” for their respective area(s). This position will need to successfully interpret and convey critical HR information and best practices to all constituencies within the department/unit leadership teams. This position will also support the departments/units in the event there is transition or turnover within the departments/units in order to maintain HR continuity. The incumbent will exhibit a commitment to work with individuals from diverse backgrounds.

The HR Consultant will collaborate with the Senior HR Consultant, the Assistant Dean for Personnel and Administration, University Human Resources, departmental/unit business officer and HR representatives, faculty, staff, and managers to develop and facilitate best practices in various human resources areas. This position will be responsible for COE HR compliance and work with departments/units in providing guidance and education to ensure that COE maintains compliance in various areas of human resources. This position will support all College constituencies to include building relationships, offering creative and strategic solutions to challenges (i.e. succession planning within the department/unit’s to ensure HR continuity) and recommend new best practices to improve College HR services. This position will assist with triaging all employee relations matters within the College and advise administration and leadership on appropriate options.

The Human Resources Consultant will coordinate with University HR teams to share HR practices, tools, and information to ensure a level of consistency across the college and will work with University HR teams on special projects as needed. The Human Resources Consultant will provide information on college and university systems and national best practices in human resources and balance university and college priorities with the College of Engineering priorities. This position will conduct compensation reviews and provide guidance and education on policies and procedures, the salary review process, market adjustments, and reclassifications. This position will conduct large-scale studies for departments/units, which may entail thorough review and analysis of positions and organizational structure and work closely with leaders to assess needs, perform and/or guide in the job analysis process, create, and update positions according to the department and college needs.

The College of Engineering expects to hire two (2) HR Consultant positions through this vacancy.

Minimum Experience/Education

Bachelor’s degree and two years of progressively responsible professional human resources management experience; or an equivalent combination of training and experience.

• This position requires sophisticated critical thinking and superior communication skills, analytical and problem-solving skills, as well as an individual who can build collaborative and trusting relationships with others.
• Requires significant knowledge of HR policies and guidelines; federal and state employment law and regulations.
• Proven collaboration skills and demonstrated experience leading cultural change and influencing key stakeholders.
• Exceptional analytical and planning skills with innovative, lean thinking; someone who can create efficiencies and streamline processes and practices, while balancing the need for inclusive and equitable process and outcomes.
• Strong computer skills, including MS Word, Excel, PowerPoint, and the Google suite.
• Ability to translate metrics, research, and trends into strategy.
• Skilled at strategy development, action planning, execution, and development of monitoring tools.
• Team player with highly developed communication and interpersonal skills (written and verbal), including demonstrated experience facilitating, presenting, and speaking to groups.
• Proven ability to understand and independently, creatively solve complex problems which require extensive collaboration and fact finding.
• Ability to source and gain buy-in on new initiatives and to communicate sensitive matters.
• Superior organizational skills, with the ability to prioritize and manage multiple projects simultaneously along with exceptional judgment and discretion.
• Commitment to diversity and serving the needs of a diverse community.

Preferred Qualifications

• Bachelor’s degree in area related to position responsibilities and three + years of progressively responsible experience analyzing, interpreting, applying, communicating and promoting HR best practices in the context of organizational goals and objectives. Degrees must be from appropriately accredited institutions.
• Human Resources Certifications-PHR/SPHR or SHRM-CP/SHRM SCP or comparable HR certification preferred.
• Experience using the Google suite. Proven skills in data collection, information processing, analyzing and summarizing information, prioritization and problem resolution.
• Experience using an applicant tracking system (ATS) for creating positions and recruiting.
• Preferred experience in an academic setting.
• Experience with faculty appointments to include faculty recruitment, faculty retention, and reappointment, promotion and tenure processes.
