Position Summary/Purpose of Position:

Following the State of Maryland’s adoption of its innovative multi-pronged approach to state smart growth policy in 1997, the National Center for Smart Growth (NCSG) was created in 2000 to become a nationally recognized leader in conversations around smart growth and land use policy. The director is by statute an ex-officio member of the State’s Smart Growth Subcabinet, which meets regularly and reports to the Governor on issues of land use and smart growth and State regulations. The director also by statute sits on the State’s Sustainable Growth Commission. The NCSG’s research portfolio has expanded beyond its original mission to include a variety of interdisciplinary initiatives related to environmental sustainability, transportation, comparative land use planning, smart cities, housing policy, community development, and creative placemaking.

After the successful 20-year tenure of the current director, UMD is seeking to hire a new NCSG director to build upon current initiatives, establish a new research agenda, and lead in ongoing conversations about the future of smart growth. The concept of smart growth has expanded beyond its original emphasis on the containment of urban sprawl to address equitable and inclusive development, climate change, and multi-sectoral governance. We seek a visionary leader to lead discussions of the future of smart growth and conduct research and practice that leads to the creation of just, equitable, resilient, and sustainable built environments.

The new director will be appointed as a tenured associate or full professor beginning in August 2023. Qualifications include a Ph.D. in urban planning or a related discipline and a research agenda embedded in the dialogue pertaining to smart growth. Candidates must demonstrate an active research agenda with academic and professional publications, field and community engagement experience, and teaching. The NCSG Director will hold a tenured faculty appointment in one of the School’s four programs: Architecture, Historic Preservation, Real Estate Development or Urban Studies and Planning.

The successful candidate should be willing to develop an active research program in Washington, Baltimore or other localities in the Mid-Atlantic region that can connect to and enhance their teaching assignments and build the Center’s research agenda while also connecting to and leading national and international dialogues on smart growth. The successful candidate will also demonstrate success in attracting external funding to support a robust research agenda.

We seek a visionary leader with the capacity to generate new knowledge, influence policy, engage stakeholders, and attract external funding. The NCSG has been engaged in ongoing discussions of the history and future of smart growth, and the director will have an opportunity to shape the future of smart growth through research, outreach, engagement, and policy work. The director will work with their program director to develop a teaching portfolio that draws students from the School’s programs into the work of the Center. Candidates who have demonstrated a commitment to working with women, BIPOC, and other underrepresented students through teaching, mentoring, or administration are especially encouraged to apply and identify their experience in these areas. The director will be appointed for a fixed term of 5 years, upon which performance will be reviewed for reappointment.

Minimum Qualifications:

  • A Ph.D. in Urban Planning or a related discipline, and a research focus related to smart growth or allied fields.
  • Candidates must demonstrate an active research agenda with publications, field and community engagement experience, and teaching.
  • Demonstrated success in procuring and managing externally funded research projects is required.

Preferences:

Candidates should have significant leadership experience related to the management, including budget and research management, of individual and team grants.
