Job Description:

GENERAL STATEMENT OF RESPONSIBILITIES:

Responsible for daily administrative functions of the College's Human Resources Office, including those related to office administration, recruitment, hiring, performance evaluations, record maintenance, and payroll processing. Involves servicing the public, new hires, existing employees, and others in person, via telephone and email, and answering inquiries about various programs, services, policies, and procedures while maintaining strict confidentiality of all information and records. Assist with special projects including processing, preparing, and maintaining records and/or reports related to recruitment, hiring, payroll, benefits, as well as those dictated by applicable collective bargaining agreements. Although this and other assignments within Human Resources require operation in an in-person modality for the majority of the work schedule, some degree of remote work may be incorporated.

 

EXAMPLES OF DUTIES:

  • Serve as front-line HR Office contact providing excellent customer service to the public, new hires, existing employees, and others in person, via telephone, and email and addressing inquiries about various programs, services, policies, and procedures.
  • Apply knowledge of MCCC, DCE and AFSCME collective bargaining agreements as well as the Non-Unit Professional Personnel Policies Handbook as they relate to hiring, compensation, seniority, reclassification, timely communications and maintaining records and reports.
  • Manage onboarding process for part-time employees, including processing requests to employ, conducting background and reference checks, coordinating collection of employment data and compliance documents, coordinating account set up with IT, creating personnel files, guiding candidates and managers through hiring process and issuing appointment letters and reappointment letters. Assist with onboarding of full-time employees including requesting account set up and necessary system access from IT as well as inclusion on requisite distribution lists and conducting New Employee Orientations as needed.
  • Maintain proficiency in use of all Commonwealth applications and utilities as they relate to payroll including but not limited to HR/CMS PeopleSoft, Information Warehouse, Jenzabar and other applications to support HR and Payroll functions. Ensure accurate and timely entry and approval of recorded employee time and attendance in HR/CMS each pay period.
  • Manage contractually defined process for soliciting, securing, and calculating compensation for adjunct faculty, ensuring all adjunct faculty are paid at correct rate according to assignment. Includes coordinating with division deans on scheduling and tracking of adjunct teaching assignments, preparation and distribution of notices to adjunct faculty, including tentative assignments and final contracts, calculating seniority, and assigning salary and step increases. Work closely with Payroll on calculating compensation figures for and generation of adjunct faculty payroll.
  • Support employee recruitment efforts including reviewing and editing vacancy notices, posting positions in applicant tracking system (ATS), Hirezon/Interview Exchange, distributing postings, generating reports from and updating files in ATS, and maintaining and organizing recruitment files.
  • Maintain HR/Payroll Office supplies including current/updated compliance notices, State and Federal agency forms, contracts and policies; assist with processing HR and Payroll purchase orders and invoices according to Procurement and Accounts Payable requirements.
  • Respond to internal and external requests for information by generating data from various systems, involving proficiency in Microsoft Office applications, including Excel and Access, compiling data, and reporting on various budgetary, staffing, and collective bargaining matters.
  • Process Workers' Compensation Notice of Injury Reports including submission of medical bills/charges and other information to Worker's Compensation and process Unemployment Compensation claims.
  • Collect information and generate reports, eligibility documents and/or communications relating to employee benefits such as Tuition Remission/Waiver and Unit and Non-Unit Sick Leave Banks.
  • Serve on College committees and perform other HR/Payroll related duties as assigned.

Job Requirements:


MINIMUM QUALIFICATIONS
:

  • Associate degree plus two years of related experience.
  • Strong computer skills, including competency with Microsoft Office including Word, Outlook, Excel, Access, and experience with, or demonstrable ability to master use of, computer applications as relate to Human Resources and Payroll.
  • Excellent customer service and oral and written communication skills.
  • Enthusiasm for working in a busy, complex environment requiring ability to apply understanding of union contracts, exceptional attention to detail, and excellent organizational/time management skills.
  • Ability to establish and maintain harmonious professional relationships and work independently and collaboratively as part of a team.
  • Experience working in confidential environment, maintaining the integrity and confidentiality of sensitive employee/employment information.
  • Ability to interpret, explain, and apply provisions of laws, rules, regulations, policies, procedures and guidelines governing unit activities and the State personnel system.

 

ADDITIONAL PREFERRED QUALIFICATIONS:

  • Bachelor's degree in related field.
  • Work experience in higher education, ideally Massachusetts public education.
  • HR experience in a collective bargaining environment.
  • Experience using PeopleSoft and/or Jenzabar (or similar Student Information System).
  • Advanced skills using Microsoft Excel.

Additional Information:


COMPENSATION
: Annual salary range of $62,000 - $65,000, dependent upon qualifications. Includes participation in a comprehensive employee benefits program including option to participate in Massachusetts State Employees' Retirement System. Full-time, Non-unit Professional Position.
