Instructional Designer - Title III Program: Guided Pathways to Student Success.
 

SUMMARY STATEMENT:
The federally funded Title III program helps eligible institutions of higher education to become self-sufficient and expand their capacity to serve low-income students by providing funds to improve and strengthen the academic quality, institutional management, and fiscal stability of institutions. This five-year, grant funded program is comprehensive and transformative.

The Hagerstown Community College’s Title III Program: Guided Pathways to Student Success (GPASS) is focused on improving two overarching areas: Student Engagement and Retention and Instructional Design and Quality Matters.

The Instructional Designer will counsel and assist faculty members in designing and creating high quality courses in accordance with the instructional and teaching policies of HCC led by the Title III Quality Matters (QM) Five -Year Development Plan. They will work closely with the Dean of Distance Learning to develop innovative online, and blended learning experiences.
 

ESSENTIAL DUTIES: Using the Title III Quality Matters (QM) Five -Year Development Plan:
A. Create new courses in conjunction with Faculty.
B. Train Faculty in the use of course design principles and relevant software tools.
C. Review current online courses and provide regular updates to the Dean of Distance Learning.
D. Provide assistance to Faculty by reviewing content for accessibility or usability issues.
E. Facilitate the Quality Matters redesign process and assist faculty in their preparation for official course reviews.
F. Coordinate meetings with Faculty teams to support course development.
 

EDUCATION AND EXPERIENCE:
  • Bachelor's Degree in Instructional Design, Instructional Technology, Instructional Systems Design or a related training field; Master’s degree preferred.
  • A minimum of 2 years of relevant experience in instructional design, course development, or using software to create online and blended learning content.
  • Familiarity with the Quality Matters (QM) rubric, preferably certified in a QM role.
  • Experience creating courses within a Learning Management System (LMS), preferably Brightspace D2L.
  • Experience with the story boarding creation process, and applying Universal Design principles and instructional design models.
  • Experience working directly with Subject Matter Experts (SMEs) in order to develop course content.
  • A digital portfolio or evidence of previous work, which should include interactive learning content and learning assessments.
 
SKILLS AND ABILITIES:
  • Ability to develop instructional content, which will be compliant with section 508 standards or Web Content Accessibility Guidelines (WCAG) 2.0.
  • Proficiency with software such as Adobe Creative Cloud, Captivate, Camtasia, etc.
  • Demonstration of highly effective skills in verbal and written communication.
