The Department of Civil, Construction, and Environmental Engineering offers undergraduate degrees in Civil Engineering, Construction Engineering, and Environmental Engineering. Graduate programs are offered with specialties in Computing and Systems, Construction Engineering, Water Resources, Coastal and Environmental Engineering, Structural Engineering and Mechanics, Transportation Systems and Materials, Geotechnical/Geoenvironmental Engineering, and Mechanics and Materials.

With over 53 faculty, more than 770 undergraduate students and over 300 graduate students, NC State University’s Department of Civil, Construction and Environmental Engineering (CCEE) is one of the largest departments in the country and more importantly, one of the best. In 2022, our Environmental Engineering and Civil Engineering degrees were ranked at 21st and 26th in the country, respectively.

At the graduate level we offer the traditional Master’s and Ph.D. degrees with the opportunity to specialize in a wide range of topics in civil, construction, and environmental engineering. We are also a leader in distance education. Students can earn a Master of Civil or Environmental Engineering degree without ever setting foot on campus. Essential Job Duties

The primary purpose of the HR Specialist position is to effectively assist in the management, coordination, and administration of all human resources functions and activities for the Department of Civil, Construction, and Environmental Engineering.

The HR Specialist handles details of a highly confidential and critical nature. A high level of professionalism, confidentiality, follow-through, and attention to detail is required. Candidates for the position must have a proven ability to independently manage multiple tasks and HR functions with competing deadlines and priorities.

Essential job duties include, but are not limited to the following:
  • Process all permanent and temporary/student personnel requests including all visiting appointments and postdocs.
  • Run reports and provide information to senior leadership.
  • Assist with department recruitments.
  • Conduct new employee orientation and coordinate all onboarding processes including making sure employees complete their I-9.
  • Process all separations and retirements.
  • Coordinate and manage the performance management process for all employees.
  • Serve as the monthly and biweekly timekeeper and leave administrator; monitor and follow up with timesheet exceptions. This includes assisting faculty in entering FMLA leave, Maternity and Paternity Leave, and monitoring their leave while out.
  • Serve as the primary contact for the department regarding the processing of immigration documents for all international scholars. The HR Specialist will coordinate the timely submission and tracking of all immigration documents, working in conjunction with the University’s Office of International Services department and International Employment.
  • Maintain the management of employee files according to the University’s records of retention schedule.
  • Coordinate faculty scholarly leave assignments and tenure clock extension requests.
  • Process department level salary redistributions.

Minimum Experience/Education

Bachelor’s degree; or an equivalent combination of training and experience.
 
All degrees must be received from appropriately accredited institutions.

Other Required Qualifications

  • The candidate must have a general knowledge of personnel policies and procedures.
  • Excellent interpersonal skills and the ability to work professionally, courteously, and effectively with a wide range of constituencies in a diverse community, including students, faculty, staff, and administrators.
  • Ability to handle multiple complex, confidential and sensitive HR issues.
  • Demonstrated experience working with a diverse customer base.
  • Ability to meet deadlines and work under pressure.
  • Attention to detail and analytical thinking
  • Ability to understand and interpret federal and university policies and procedures for H1B and J1 visas and other types as needed.
  • Strong computer skills, including MS Word, Excel, PowerPoint, and Google suite.
  • Team player with highly developed communication and interpersonal skills (written and verbal), including demonstrated experience facilitating, presenting, and speaking to groups.
  • Proven ability to understand and independently, creatively solve complex problems which require extensive collaboration and fact-finding.
  • Superior organizational skills, with the ability to prioritize and manage multiple projects simultaneously along with exceptional judgment and discretion.
  • Ability to independently research complex issues and to succinctly synthesize and articulate findings for various audiences.

Preferred Qualifications

  • Bachelor’s degree in area related to position responsibilities.
  • 1-2 years of previous Human Resource experience is highly desirable.
  • Experience working with international scholars and J-1 Visa processing is preferred.
