The College of Education Human Resources (CED HR) team strives to develop and manage value-added human resources policies and procedures, and provide expert consultation, services, and solutions in an efficient and customer-focused manner. We are focused on delivering quality customer service and are committed to assisting our departments and units with recruiting, developing, rewarding, and retaining a dynamic and diverse workforce. Essential Job Duties
- Advises the Dean, ADO, and CED administrators in resolving issues regarding staffing, position management, organizational development, recruitment and hiring, leave administration, employee relations, and performance. Evaluate overall staffing requirements and recommend position actions in response to identified needs.
- Provides leadership in CED-wide HR strategic planning, implementation, and assessment.
- Serves in a consultative advisory role to the Dean, ADO, CED administrators, faculty, and staff on HR policies and processes, employee relations, employee compensation, recruitment and selection, employee development, retention, accountability, and organizational change.
Primary duties of the HR Director include, but are not limited to the following:
- Demonstrates an understanding of academia and the staffing needs within a teaching/extension/ research environment. (administrators, faculty, staff, and students).
- Serves as the backup Unit Affirmative Action & Equity Officer and provides leadership on hiring and recruitment processes.
- Monitors searches to ensure best practices are followed throughout the recruiting of candidates through negotiations of conditions of employment of the successful candidate.
- Collaborates with Deans, Department Heads, and Directors in position development, classification, recruitment, applicant screening, final hiring, and startup requirements. Provides essential information to CED administrators and supervisors seeking advice on new positions or reclassifications. Develops and composes position descriptions, revisions, and reclassifications for EHRA and SHRA. Determines needed level of knowledge, skills, duties of the job, reporting relationships, education, licenses, certification, or other essential qualifications to perform the job.
- Monitors salary equity and compression issues. Provides recommendations to the Dean, ADO, Department Heads, or Directors for resolution and implementation.
- Interprets rules, regulations, policies, and procedures. Implements changes when necessary and makes recommendations to the Dean and ADO.
- Develops and implements CED HR processes, standard operating procedures, and best practices to improve services provided. Establishes HR best practices and internal controls for the CED. Monitors and audits internal controls and processes to ensure compliance with state and university rules and regulations.
- Manages all personnel and human resource data. Accesses, reviews, compiles, and stores multiple sources of data and information to generate appropriate criteria for reports.
- Gathers data and provides reports for the Dean and CED administrators relevant to accreditation, new programs, salary studies, promotion and tenure, scholarly leaves, faculty history, and others as requested.
- Researches, compiles, explains, and presents data. Prepares reports in response to internal and external inquiries, providing analysis and projections.
- Develops non-routine reports for accreditation agencies, university/CED administration, and faculty by gathering information from various offices on campus (i.e. legal, registration and records, payroll).
- Gathers data and prepares presentations using a variety of media to convey meaningful information to an individual or group.
- Manages HR records for accurate information.
- Oversees summer compensation process for faculty. Coordinates the process and assigns tasks to the team involved in the process. Coordinates with the Research Office.
- Manages position control of active and vacant positions. Balances FTEs and ensures there is a sufficient budget structure to support salary charges.
- Reviews and approves CED compensating control report every month.
- Works closely with the Dean and ADO during the Annual Raises Process (ARP). Provides additional data requested by the deans.
- Works with administrators and supervisors to assist in creating a positive workplace culture that leads to productivity and the retention of good employees.
- Composes correspondence for the Dean’s signature. Composes correspondence to convey difficult and crucial decisions.
- Manages employee relations and serves as the primary contact regarding solutions to personnel issues. Participates in disciplinary and dismissal conferences.
- Manages CED on-boarding and off-boarding processes.
- Mentors and coaches CED staff to improve their job performance and relationships in their respective departments or units
- Represents CED in HR Advisory Committee, HR Exchange, and Operations Group meetings.
- Supervises and leads 3 full-time HR Specialists. Ensures the team has the appropriate training and understands HR processes to carry out their jobs. Leads the team in setting goals and facilitating professional development opportunities.

All degrees must be from appropriately accredited institutions.
Other Required Qualifications
- Exceptional interpersonal skills including active listening, communication, and a high level of discretion.
- Experience supporting human resources functions in a higher education/academic environment.
- Excellent written and oral communication skills with the ability to work effectively with administration, faculty, and staff at all levels.
- Previous experience and functional expertise in a generalist HR role that may include employee relations, international employment, payroll, recruiting, and/or knowledge of employment law.
- Proficiency in Microsoft Office and Google Workspace.
- Experience using an applicant tracking system (ATS) for creating positions and recruiting.
- Ability to partner with hiring managers to successfully fill open positions with the best-qualified candidate.
- Strong attention to detail and accuracy
- Ability to assess and meet the variable and complex needs of customers
- Strong problem-solving skills.
- Ability to prioritize and meet multiple objectives and deadlines in a fast-paced environment.
- Proficiency in coaching and influencing managers on workforce management and HR programs.
- Ability to understand, interpret, and convey HR best practices.
Preferred Qualifications
- A minimum of five years of directly related HR experience in an academic environment.
- Demonstrated experience managing and streamlining HR processes.
- Experience using PeopleSoft HR, including system entry and the ability to query and analyze data for various reporting needs.
- Experience in developing successful recruiting strategies for staff, faculty, and non-faculty positions.
- HR certification or coursework towards PHR/SPHR or SHRM-CP/SHRM-SCP.
