Class Description

The purpose of this position is to perform professional level student support, advisement, and coordination of resources to improve academic and employment success for students who receive benefits through the Supplemental Nutrition Assistance Program (SNAP).

Compensation within the posted range is determined by a candidate's education level and/or years of experience in the field.  Generally, employees are hired in the lower third of the scale.  

Minimum Requirements

Bachelor's degree required, degree in Liberal Arts, Counseling, Social Work, Psychology, or Human Services and Master's degree preferred. Two (2) years of experience required in Human Services working with adults requiring academic and/or employment support (i.e. case management, employment services, and/or student services).

Class Specific Essential Duties

  1. Plan, schedule, and coordinate intake and assessment sessions with prospective students.
  2. Recommend courses and programs to prospective students based on their interests and ability levels.
  3. Provide enrollment reports, updates, and other enrollment information to Job Network staff regularly. 
  4. Provide superior customer service and solution to problems for agencies and students.
  5. Develop and maintain strong communication and collaboration with other Job Network staff.
  6. Maintain accurate records and document progress and outcomes in compliance with state, federal, Baltimore Department of Social Services and Baltimore County Court system guidelines. 
  7. Identify and access resources and/or referrals for issues such as housing, medical, mental health, education, work attire, and job retention.
  8. Supervise three part-time staff who complete SNAP outreach and benefit screening.

Position Specific Essential Duties

  1. Plan, market, and coordinate the college’s SNAP Employment and Training program.
  2. Provide academic and career advisement counseling including career pathways and growth opportunities, navigating program registration, application for scholarship and grant assistance, and class/program requirements for completion. 
  3. Connect students to appropriate college and community resources and provide follow up to ensure access to services.
  4. Conduct intake and assessments to create meaningful personal employment plans with each student.
  5. Effectively collaborate with department leaders throughout Continuing Education.
  6. Provide case management services to SNAP students and assist students with barrier removal services (i.e. housing, transportation, childcare, etc.) as required.
  7. Supervise part-time staff members dedicated to SNAP outreach and benefit screening to ensure student eligibility for SNAP Employment and Training.
  8. Maintain detailed documentation of student progress in relevant databases and file management systems.
