Full Job Description

Provides overall administrative support to the Director in managing the Office of Financial Aid and Veterans. This position is expected to contribute to decision-making processes, provide constructive feedback on policies and procedures, and assist with staff development. The primary function is to coordinate the Financial Aid office with emphasis on services to students, such as verification, packaging, and post-packaging processes while ensuring compliance with applicable policies laws, and regulations.
 
 
 
Required Qualifications:
 
 
Education and Experience:
Requires a bachelor’s degree with an emphasis in student services
administration, education, business administration, or a related field. Additional related experience may substitute for the educational requirement on a year-for-year basis.Requires a minimum of three (3) years of full-time directly related financial aid workexperience (financial aid administration, financial aid processing with program responsibility). Requires prior experience with computer systems, operations, and database management. Supervisory experience is required.

Knowledge, Skills and Abilities: 
Requires technical knowledge of financial aid rules, regulations,
computer systems operations and processes in all areas of financial aid. Must have expertise to
interpret financial aid regulations and describe reporting and database functionality needs to technical support staff. Requires an understanding of campus-based aid and loan program regulations. Must be able to perform detailed work and have knowledge of working with accelerated programs within traditional programs. Must have knowledge of fund management and skills in using system loan-module processes. Must have good organizational and time management skills. Requires problem-solving, analytical, and (oral and written) communication skills. Requires the ability to supervise and lead staff. Must be able to work respectfully with individuals from all cultures, backgrounds, and perspectives.

Physical Requirements and Working Conditions:
Work is generally performed in an office environment with frequent interruptions. Occasionally workearly/late hours and long hours. Position is subject to pressures and periodic stress due to time lines,deadlines, and occasional issues with students/parents. Must be able to communicate effectively inperson, over the phone, and in front of groups. Learned physical skill is required for using a computer.Majority of time is spent working on the computer. No special coordination beyond that used fornormal mobility and handling of everyday objects and materials is needed to perform the jobsatisfactorily.
 
 
Essential Duties:
Responsible for the use and development of the financial aid Banner module. Acts as the subject matter expert through research and evaluation of use of appropriate technologies to ensure effective processes that align with financial aid regulations. Collaborates with Financial Aid Analysts and Information Technology department to provide streamlined and beneficial service for students.

Initiates and directs development of documentation, collaborates with Director and staff to manage department organization of procedures, and directs processes for documentation development.

Coordinates processes for the High School program. Ensures students in the HS program are not awarded federal, state or institutional aid.

Provides guidance, direction, oversight and completion of specialized processes such as the Federal Work Study Program, Satisfactory Academic Progress, Return to Title IV Withdraws, Exit Counseling, Transfer Monitoring List, and other general financial aid processing and functions. Reviews and provides independent decisions/determination of professional judgment for overrides and satisfactory academic progress appeals.

Ensures reconciliation of all federal and state aid with the business office. May assist with the coordination and preparation for audits, program reviews, and compliance surveys.

Designates support staff in the absence of the Financial Aid Analysts. Ensures continued operational efficiency for Banner, ED Connect, Campus Logic, and other applications to manage daily workflow.

Coordinates financial aid processes for accelerated training programs, limited entry programs, and short-term programs. Ensures programs maintain federal certification.

Responsible for the OSU/LBCC Dual Degree Partnership Program processes. Serve as liaison to degree partner financial aid offices for policy and procedure interpretation relevant to degree partnership program. Advises students of OSU/LBCC financial aid policy and procedures. Responsible for training staff on OSU/LBCC Program and ensuring data entry, reporting, and daily processing is completed.

Assists the Director in the daily management of financial aid services and functions, including packaging, disbursement, and fund management. Runs ad hoc reports, and standard Banner fund reports to monitor term and year expenditures, and inputs fund balances into Banner to determine yearly awarding. Collaborates with Financial Aid Analysts and Director for awarding and disbursement rules into Banner to match office policy.

Researches and analyzes processes and practices to ensure compliance with state and federal guidelines for the determination of eligibility, fund management, and reporting of funds. Monitors compliance and changes of federal and state aid eligibility requirements. Reviews and implements new and revised procedures that reflect new or revised regulations.

Keeps current with regulation changes and attends financial aid trainings to learn new federal and state regulations. Assists the Director in incorporating changes into office procedures. Engages as the primary resource for Financial Aid, Business Office, and Academic Foundation in counseling college staff, faculty, students, parents and community partners regarding general financial aid policies and procedures, financial aid programs, processes and opportunities. Develops and delivers detailed financial aid related training to staff, and as appropriate, to other areas within the college.

Works effectively within a cohesive team environment to proactively share knowledge, maintain positive working relationships with staff and customers, and work collaboratively to support team members in delivering excellent customer service and meeting department objectives, including the resolution of conflicts and differences.

Supervises various positions and levels of staff. Conducts employee performance reviews in a timely manner.

Responsible for ensuring compliance with safety regulations, employee safety training, OSHA compliance, and emergency planning related to area of control.

In the absence of the Director, assumes responsibility for the operation of the Office of Financial Aid and Veterans.
