Job Description

Position Summary

Victoria College is recruiting for a Director of Distance Education & Instructional Technology. This position is responsible for directing all functions related to the distance education efforts of the college and manages instructional technology college wide in order to enhance the student’s learning environment.

Duties & Responsibilities

Duties include, but are not limited to the following: 

Distance Education

  1. Oversees development and implementation of the college’s Distance Education Plan;
  2. Chairs the Distance Education Committee;
  3. Plans, organizes, directs and coordinates the efforts of the various divisions and departments involved in the delivery of distance education, including online, Interactive Television (ITV), hybrid and Digital Higher Education Consortium of Texas (DIGITEX) courses;
  4. Serves as the VC representative on the South Texas Higher Education Regional Council (STHERC) and is responsible for submitting the college’s annual Off Campus Plan to the STHERC and The Coordinating Board of Texas (THECB);
  5. Serves as the National Council for State Authorization Reciprocity Agreements (NC-SARA) and is responsible for submitting the college’s annual NC-SARA report;
  6. Serves as the VC coordinator for DIGITEX. 

Instructional Technology

  1. Plans, organizes, directs and coordinates the efforts of the various divisions and departments with instructional technology;
  2. Serves as the liaison between faculty and the Technology Services (TS) department;
  3. Serves as primary administrator for the learning management system (LMS);
  4. Works with the TS to ensure integration between the student information management system and the LMS;
  5. Oversees implementation of all LMS integrations;
  6. Consults with and assists faculty in the design and development of technology enhanced course materials;
  7. Troubleshoots technical course design issues with faculty and Distance Education and Instructional Technology (DEIT) staff;
  8. Troubleshoots technical course issues with third-party providers;
  9. Supports the college’s inclusive access platform;
  10. Responsible for creating and submitting csv list of courses using inclusive access to vendor.
  11. Serves as campus video conferencing software admin.
  12. Serves as campus lecture capture software admin.
  13. Oversees and manages the video retention policy for the lecture capture system. 

Department Operations

  1. Manages all aspects of DEIT department regarding budget and personnel;
  2. Assists in the development and maintenance of policies regarding intellectual property and copyright law;
  3. Coordinates the department’s efforts with TS and other departments for emergency contingencies;
  4. This position will access student records at times and will follow all FERPA guidelines;
  5. Cross trains with the Instructional Technology and Accessibility Specialist;
  6. Performs other duties as assigned by the Executive Vice President-Chief Academic Officer.

Qualifications

  • Master’s Degree in a discipline related to the position required;
  • Five years’ experience in distance education and/or instructional technology required;
  • Higher education experience, community college experience preferred;
  • A clear understanding of and commitment to the philosophy of the comprehensive community college;
  • Commitment to achievement of academic excellence;
  • Knowledge of instructional technology;
  • Knowledge of basic trademark, copyright and fair use practices for education;
  • Basic knowledge of Americans with Disabilities Act (ADA) and Section 504 of the Rehabilitation Act of 1973 requirements as it applies to web and instructional materials;
  • Knowledge of live integration between LMS and Student Information System preferred;
  • Ability to delegate responsibility to others and to provide follow up and supervision;
  • Effective communication skills and ability to interact with diverse groups;
  • Ability to accomplish basic business tasks, meet deadlines, and ability to learn and interpret policies and procedures;
  • Successful experience in managing projects and personnel;
  • Discretionary judgement regarding confidential information;
  • Must be able to exercise independent judgement, work effectively and cooperatively with a wide variety of individuals including administrators, faculty, and staff of the College;

Physical Demands

While performing the duties of this job, the employee is regularly required to use hands and fingers to handle controls, key pads, etc. Will be required to sit and reach with hands and arms as well as, sit, stand and walk. The employee must frequently lift and/or move up to 15 pounds while loading office supplies and paper. Specific vision abilities required include close vision, some color vision, and the ability to adjust focus from documents to computer screen. Hearing of light to moderate sound is required by this job. The noise level in the work environment is usually moderate.
