Director, Fiscal Management

The George Mason University, School of Business invites applications for the position of Director, Fiscal Management. The primary responsibility is to oversee the reconciliation of all non-labor Foundation and E&G accounts, establishes and executes unit-wide fiscal controls in accordance with audit practices, oversees new marketplaces under the new TouchNet system, and oversees the acquisition process for all non-personnel expenditures in the School. This is a full-time classified staff position with full benefits.

Responsibilities:

The Director, Fiscal Management has responsibilities in the following areas:
Internal Control, University Integration and Communication
  • Oversees and audits the School of Business financial control and acquisition systems, which requires the integration and utilization of data from systems such as eVA, Mason Finance Gateway, TouchNet, Banner requests, and FAST submissions;
  • Ensures that monthly DE reconciliations are distributed in a timely manner;
  • Liaises with General Accounting, Accounts Payable, University Foundation and Fiscal Services to ensure procurement transactions executed by the entire academic unit runs smoothly and in accordance with University and Commonwealth guidelines; and
  • Monitors the work of the Budget Office team in these systems for accuracy.

 

 
Revenue & Expenses Monitoring
  • Monitor unit expenses and revenues throughout the fiscal year by updating revenue and expense forecasts to actual enrollment and expenses in banner using MircroStrategy reports;
  • Manage the submission of the annual tuition and fees increase request and any other templates associated with position control budget input; and
  • Provide input on budget development, reports, and status updates to the Executive Director/CBO.
 
Income Statements and Financial Reporting
  • Execute annual income statements for all programs and cost centers in the School to assist the school’s leadership team in the development of short and long-term strategic plans for each program, center, and the School as a whole;
  • Develop consistent methodologies for allocating revenue and expenses for income statement production purposes. Work with the Director of Human Resources for compilation of comprehensive expense reporting for labor and direct expenditures; and
  • Oversee the timely and consistent execution of revenue reconciliations. Conceptualize, execute, and deliver other ad-hoc financial reports as needed to aid in decision making and strategic planning.

 

 
Grants Administration Oversight Management
  • Review and provide approval of grant proposals entered into the RAMP system;
  • Provide general oversight and resource support for the monthly grant reconciliations completed by team members; and
  • Act as primary business school liaison for OSP. Serve on the OSP Advisory board.
 
Fiscal Oversight of the SBUS Student Scholarship Awards and Tuition Grants Processing & Reconciliation
  • Work collaboratively with the Student Success team and the Advancement team to ensure that accounts utilized have sufficient balances, awards are made fairly, Foundation vouchers are completed and processed accurately, and documentation is appropriately logged for audit;
  • Processes or oversee processing of graduate program tuition grants for fall, spring, and summer;
  • Liaise the Graduate program to ensure that the spreadsheet of awarded tuition grants is accurate and updated; and
  • Liaise with Financial Aid team to ensure that awards are processed correctly to the appropriate student accounts.

Supervise and Mentor Procurement Team
  • Supervision and mentoring of four full-time procurement team members which includes selection, motivation, and evaluation of the team to assist in their professional development and effectiveness; proactively providing opportunities for them to develop and showcasing their abilities and accomplishments.
 

Required Qualifications:
  • Bachelor’s degree in Accounting, Finance, or Business administration or equivalent education and related experience;
  • Extensive experience in George Mason University procurement systems and policies;
  • Extensive experience in Sponsored Research Grants including Pre-award, post-award, and reconciliation;
  • Experience overseeing financial transactions and financial systems according to accepted principles and practices;
  • Extensive knowledge of Banner and MicroStrategy reporting tool;
  • Experience leading, mentoring, and coaching a team;
  • Strong understanding of generally accepted accounting and auditing principles and practices;
  • Strong organizational and mathematical skills and aptitude;
  • Significant budget development and execution experience;
  • Advanced knowledge of computer software packages such as Microsoft Office including Excel;
  • Ability to work as a member of a team;
  • Ability to work independently to complete multiple tasks on a tight deadline;
  • Ability to analyze financial data and communicate the results; and
  • Must maintain confidentiality in a highly visible office.
 
Preferred Qualifications:
  • Master’s degree in Accounting, Finance, or Business Administration;
  • Participation and engagement with university level committees and advisory boards; and
  • Research Grant Administrator certification from George Mason University or another recognized organization.
