Full-time Administrative: Director for Facilities Management

Job Description

General Description of Position:  Administers operations, programs, and personnel to effectively and efficiently serve the physical plant needs of a campus facility of 800,000 square feet situated on 353 acres.  The Director serves as the College engineer working with architects, engineers, and contractors on capital improvements, renovations and maintenance programs.  The Director directly or indirectly supervises an internal and outsourced staff of 45. This position provides hands-on, short- and long-range leadership including, but not limited to, developing and directing the overall implementation of programs for buildings, facilities, plant equipment and mechanical systems; construction and renovation; energy and hazardous waste management custodial services, vehicles, and grounds maintenance.  The Director reports to the Executive Vice President and Treasurer of the College.

RESPONSIBILITIES (not all inclusive):

Assign and supervise, directly or indirectly through supervisors and work coordinators, all staff assigned to the Facilities Management Division.  Recommend employment of personnel, provide or facilitate training, and conduct performance appraisals.

Formulate and administer services and programs to maintain and further develop the College's physical facilities in a manner promoting the comfort and safety of students, faculty, staff, and visitors.

Represent the Division on matters of policy and procedure, and obtain information that is beneficial for modification of existing policies or development of new policies, procedures and programs for the Facilities Management Division.

Plan physical plant operations and services and coordinate them with the goals and objectives of the college.  Develop long-range planning proposals incorporating flow charts, simulation modeling, statistical forecasting, pre-testing, program budgeting for cost effectiveness, and other managerial planning techniques to establish sound planning proposals based on the College’s goals/objectives.

Develop long-range and short-range plans for improving or converting existing systems of space, labor, time, and energy to cut costs and provide better service to the College.

Serve as the College engineer; follow the College’s facilities, property, and energy master plans; coordinate with College senior leadership with planning and preparation of capital improvement, renovation and maintenance projects.

Draft or review plans and specifications for all construction, modification, maintenance and renovation projects, working with architects and engineers, other College departments, and State and Local representatives. Coordinate decisions in the administration of the applicable construction methodology for awarding contracts with the Purchasing Department in compliance with State of Ohio construction laws.  Remain current with Ohio construction laws and requirements for working with the Ohio Facility Construction Commission.

Act as coordinator and liaison with architects and construction contractors and represent the College in various construction meetings; direct and enforce compliance with contracts, prevailing wage requirements, and all other requirements also mandated under relevant state and federal statutes.

Inspect all construction, maintenance, and renovation projects for adherence to governing construction and engineering codes, quality, and procedural standards; monitor and report on progress and cost controls; work and coordinate with representatives of state, municipal and federal government as well as other inspection agencies.

Focus on protection of the College environment and conservation of vital energy resources; develop and monitor implementation of hazardous waste, energy and sustainability management, stormwater management, and preventative maintenance programs/procedures.  Consult with and assist campus personnel for all facility planning matters, including coordination with business, professional and community representatives.

Develop departmental budgets; consult with College personnel on plant and utility operations and budgets; assist in development of project budget requests.  Prepare and ensure accuracy of College and externally required records and reports related to the physical plant.

Inspect or coordinate inspection of existing facilities and grounds for maintenance needs; coordinate compilation of work orders for appropriate crews to correct problems.

Perform related duties as assigned by the Executive Vice President and Treasurer, and work as team member in support of the overall mission of the division.

QUALIFICATIONS:

Education/Training and Experience Required/Preferred

Bachelor's degree in consruction, business management, architecture or engineering required.

At least five years of progressively responsible management/administrative experience developing and implementing programs for the maintenance and operation of facilities, grounds, plant equipment, and mechanical systems required.  Experience planning and overseeing capital projects (construction and renovation) required.  

Master's degree in a relevant field; prior work experience entailing interaction with state regulatory agencies such as the State of Ohio Department of Higher Education, State Office of Budget Maintenance, Ohio Facility Construction Commission; current license as a professional engineer in the State of Ohio (or state with reciprocity to Ohio); and/or ten years of progressive administrative experience in a physical plant environment preferred.

Knowledge, Skills and Abilities

Knowledge of modern management principles including physical plant management, capital project management, and personnel management; principles and practices of modern engineering technology, construction, and facility maintenance; relevant federal, state, and local legislation (OSHA, EPA, etc.); leadership principles and techniques.

Skills in supervision; oral and written communications, planning, organizing, budgeting, implementing, and evaluating all physical plant programs.

Abilities to establish and maintain effective, productive interpersonal relationships and work harmoniously with all College constituencies, both internally and externally, including state regulatory agencies (ODHE, OBM Controlling Board, OFCC, etc.) and other local organizations (County’s utilities and engineering departments, etc.); assess and analyze physical plant needs; design programs, systems and specifications to adequately address those needs; direct the effective implementation and evaluation of those programs; implement applicable legislative and College regulatory provisions.

CONDITIONS OF EMPLOYMENT:
