The Company

The Marine Spill Response Corporation (MSRC) is a private, non-profit, U. S. Coast Guard Classified Oil Spill Removal Organization (OSRO). Formed in 1990, MSRC is the world’s largest provider of resources for removing and mitigating oil on the water’s surface. To meet its annual operational and capital requirements, MSRC receives grant funding from the Marine Preservation Association (MPA). In turn, MPA is funded by dues from its member companies in the petroleum, energy, and related transportation industries.

MSRC provides two key related, but distinguishable, services to its member base – compliance and readiness.

  • MSRC’s range of capabilities ensures MPA members’ compliance with their facility and vessel response planning requirements as mandated by the Oil Pollution Act of 1990 (OPA 90) and various federal and state laws. OPA 90 requires that those who transport petroleum and petroleum products in U.S. coastal waters ensure by contract the resources necessary to respond to a worst-case discharge to the maximum extent practicable. MSRC's response services include citation in U.S. Coast Guard, Bureau of Safety and Environmental Enforcement, and various state-required contingency plans.
  • In addition, MSRC holds the largest supply of vessels, equipment, personnel, and other resources exclusivelyutilized for response to spills and other emergencies, enabling a constant state of readiness. Resources fully dedicated to spill response include mechanical recovery equipment specifically engineered to detect, encounter, collect, store, and remove oil from the marine environment. Along with dedicated oil spill response vessels and barges to deliver this capability, these resources encompass entire integrated response systems fully controlled by MSRC, which allows the corporation to respond immediately to an incident.

MSRC has a dedicated staff of over 400 employees based in various areas across the United States and an annual operating budget of approximately $100 million. Its personnel are recognized as experts in the field of oil spill recovery and response. MSRC was the largest single contractor providing surface response to the oil spill resulting from the Deepwater Horizon event. Overall, MSRC has responded to over 900 incidents since its inception. It annually conducts over 100 drills, exercises, and training events alongside its customers and members of the regulatory community.

The Role

Based in either the Houston area or one of MSRC’s major office locations, the President and Chief Executive Officer (CEO) has responsibility for managing the strategic, programmatic, and financial operations of the organization.

The Chief Executive Officer of the Marine Spill Response Corporation (MSRC) will:

  • Ensure MSRC remains the preeminent spill response organization in its operational area;
  • Report to and work with the MSRC Board of Directors and other key stakeholders in developing the vision and priorities for the future of the organization;
  • Partner closely with the MSRC Board, MPA Board, and other stakeholders (as appropriate), and ensure coordination and effective communication in support of mutual goals, programmatic objectives, staff, and funding levels;
  • Ensure the continued operational excellence of MSRC’s core capabilities;
  • Develop annual operating and financial plans for the organization that will balance long-term goals with short-term objectives;
  • Play an important role in maintaining and enhancing existing customer relationships, regularly meeting with company representatives, articulating the strength of MSRC’s services, and working to assess customers’ evolving needs so that MSRC can continue to deliver outstanding products and services;
  • Serve as a strong and credible ambassador who builds effective partnerships and alliances with important constituencies, including government agencies, corporations, industry organizations, and policymakers;
  • Provide intellectual leadership and foster an environment of creative solutions, teamwork, and innovation;
  • Assess and, as needed, enhance organizational structure, systems, and business practices to reflect changing business conditions and to best accomplish the organization’s mission;
  • Foster a culture focused on transparency, results-orientation, and accountability, so that organizational objectives and defined goals are accomplished and celebrated;
  • Facilitate an environment that supports the free exchange of ideas, celebrates diversity of thinking, and brings the team together in support of common goals; and

Candidate Attributes

The Marine Spill Response Corporation (MSRC) is seeking candidates that have demonstrated leadership abilities and experience with respect to the following attributes:

Industry & Operational Expertise

  • Executive level leadership with appropriate engagement in the company’s day-to-day operations
  • Working knowledge of all oil & gas industry business segments
  • Working knowledge of the oil spill and emergency response industry, competitors/collaborators, and relevant regulatory agencies/regulations
  • Demonstrated ability to apply oil & gas safety, operational, and business practice standards within a smaller company context
  • Ability to target specific strategies to position MSRC for success in the changing energy sector


Communications & Relationship Building

  • Effective communication and active listening at all levels - Board, management, and front-line employees, including verbal and written communication and presentation channels
  • Proven record of personnel development that values inclusion, opportunity, team building, and promotion from within
  • Ability to foster and expect transparent, collaborative communications and consensus-based decision making amongst the company’s leadership team
  • History of engagement and emphasis on customer relationships that is transparent and invites input
  • Realistic optimism and compassion for employees

Business & Financial Acumen

  • Business and strategic judgment that balances risks, constraints, market analysis, cost, alignment with funding organization, and fit with MSRC’s core mission and/or foresight for the future
  • Stewardship of company resources (assets, employees, finances) and protection of reputation and mission
  • Ability to lead the development and implementation of a balanced organizational budget in a tightly controlled cost environment
  • Development and utilization of appropriate analytics regarding company assets and operations to support strategic recommendations and decisions
