Program Specialist (Grant Funded)

Job Description


Provide daily support and coordination of one or more programs; including reporting, program development and implementation, and outreach activities.


ESSENTIAL DUTIES AND RESPONSIBILITIES include the following.  Other duties may be assigned.

  1. Create and maintain a database of all contacts, programs, and related data which is utilized in periodic reports;

  2. Identify and schedule classroom space as needed;

  3. Coordinate program activities and presentation materials for program events;

  4. Monitor and document program activities and performance, and report results;

  5. Develop, implement and maintain operational procedures;

  6. Serve as liaison with internal and external entities to develop and maintain working relationships to increase use of program services and promote HCC;

  7. Develop program related documents and forms, verify accuracy, completeness and compliance with program guidelines; oversee its maintenance and updates in support of program objectives and measurement criteria;

  8. Develop and monitor the assigned program budgets, which include all direct and indirect costs, in consultation with fiscal leadership and other program directors;

  9. Coordinate assigned program meetings and events;

  10. Provide data entry and verification for state and internal reports as requested;

  11. Develop public relation initiatives as needed to accomplish program objectives, in cooperation with the HCCS Office of Communications;

  12. Participate in management team initiatives;

  14. Develop and maintain working relationships with community partners; and

  15. Participate in management team initiatives.


To perform this job successfully, an individual must be able to perform the essential duties and responsibilities listed above.  The qualifications listed below are representative of the education, experience, knowledge, skills, and/or abilities required.



Bachelor’s degree in Education, Counseling, Communication or related field required.  



Two (2) years related experience required.



  1. Demonstrated ability to handle complex tasks and work in a fast paced environment with multiple concurrent assignments;

  2. Able to work with community organizations and diverse populations;

  3. Able to communicate effectively with a diverse professional, community and student population;

  4. Working knowledge of state agency initiatives and regulations related to assigned program, funding, service delivery, and compliance issues;

  5. Excellent verbal and written communication skills;

  6. Able to organize data in a clear and logical manner for reporting purposes; and

  7. Highly skilled in the use of MS Office applications, reporting and scheduling processes.
