University Budget OfficeAbout the Department
The University Budget Office is responsible for the strategic planning and institutional budget management for multiple funding sources including State Appropriations ($529M), Tuition and Fees ($360M), Facilities and Administrative (F&A) Revenue ($59M), and budget oversight and review of the capital budget and Institutional Trust Funds. Our office provides financial information and analyses to university administrators and assists university colleges and departments in the establishment, maintenance, and control of budgets.
Essential Job Duties
The Budget Analyst is part of the Budget and Resource Management Division and will provide support to assigned organizational units and monitor budgets and actuals (for both revenues and expenditures) for assigned units with state appropriated, appropriated receipts, F&A, student fees, and premium tuition.
The primary responsibilities of the Budget Analyst include, but are not limited to:
- Assists units with budget implementation and compliance by interpreting statutes and session laws and developing policies to guide assigned Departments and Colleges.
- Provides budget analyst support to units, assisting them with successful management of their state appropriated, appropriated receipts, F&A budgets, and certain trust funds, helping them address any questions or special circumstances they need assistance with (budget balances, reports, position control, etc.).
- Monitors budgets throughout the fiscal year, working with Departments and Colleges, outside agencies, etc., to ensure funds are used in alignment with established goals, guidelines, and strategies.
- Analyzes and prepares the Base Budget as part of the biennial budget development process.
- Contributes to the annual business auxiliary (e.g. Housing, Dining, etc.) budget review process, including running reports and distributing the reference materials, assisting with reviewing and providing feedback on units’ submissions, handling the scheduling of in-person meetings, and being an active participant during budget review sessions.
- Performs a variety of ad-hoc financial analyses as requested by management, Office of the State Budget and Management, UNC System Office, Legislative requests, or campus leadership.
- Conducts periodic budget reviews with units to identify risks and develop proactive solutions.
- Prepares reports for executive management with input; Formulates management recommendations and makes presentations.
- Prepares and provides budget training and technical assistance to units across campus.
- Works independently to complete assignments that require thorough complex management, budgetary, financial, organizational, and problem-solving skills.
- Works in an environment that will require serving on a team of budget analysts to complete major assignments.
- Performs budgeting and forecasting expenditures and revenues to ensure sufficient cash flow and reserves.
This position reports to the Assistant Budget Director in the University Budget Office, and will also provide assistance with data analysis work.
This position currently qualifies for a hybrid telework option with routine office and remote workdays. The NC State Budget Office trusts our employees to be self-motivated and successful in hybrid/remote roles. Telework options are subject to change at the discretion of management.

Minimum Education and Experience
- Require post-baccalaureate credentials plus 1-2 years experience; a bachelor’s degree and 2-4 years experience may be substituted for the advanced degree on an exceptional basis.
- All degrees must be received from appropriately accredited institutions
Other Required Qualifications
- Strong analytical skills and ability to apply critical thinking to assist university leadership and business units identify and solve problems;
- Ability to research, analyze and summarize complex data while delivering accurate results under tight deadlines;
- Knowledge of monitoring state appropriations, state appropriated receipts, & F&A funds to ensure compliance with state Policies, Rules, and Regulations and any applicable internal rules;
- Ability to work independently and successfully lead or manage projects. Excellent communication skills (written and verbal);
- Strong interpersonal skills and ability to collaborate and problem solve with employees at all levels of the organization;
- Demonstrates a customer service mindset focusing on continuous improvement of business processes;
- Advanced skills with Excel (or similar software) and financial software systems;
- Ability to create and use pivot tables and database queries;
- Ability to meet deadlines while successfully managing multiple tasks and priorities;
- Ability to research and address questions from units in a timely manner.
Preferred Qualifications
- Prior budgeting experience in a University setting;
- Significant knowledge of and experience with budgets and accounting with the ability to exercise financial strategy in managing multiple funding sources and types;
- Knowledge of state government policies and regulations including the State Budget Act, State Budget Manual, and UNC Policy Manual;
- Ability to create and use pivot tables and database queries;
- Demonstrated experience managing customer relationships, improving customer satisfaction, and resolving difficult customer issues.
