Full Job Description

The Massachusetts Department of Public Health’s (DPH) Bureau of Health Care Safety & Quality is seeking a qualified candidate to fill the role of Processing Coordinator for the Clinical Lab Program. The selected candidate will coordinate aspects of support including but not limited to review and analysis of data concerning agency programs, providing technical assistance and support to agency personnel, and responding to inquiries.

Duties and Responsibilities (these duties are a general summary and not all inclusive):

  • Review and analyze data concerning assigned programs to determine progress and effectiveness, make recommendations for changes in procedures, guidelines, and devise methods of accomplishing program objectives.
  • Provide technical assistance and advice to agency personnel and others concerning assigned programs.
  • Respond to inquiries from agency staff and others. Provide information concerning assigned agency programs.
  • Maintain liaison with various local, state and/or federal agencies and other organizations including, but not limited to, Centers for Medicare & Medicaid Services (CMS) and the National Training Laboratory Network.
  • Coordinate licensing functions with laboratory providers. Respond to administrative and technical questions.
  • Oversee registration & licensing activities of facilities under regulations, procedures and guidelines governing the Clinical Lab Program (CLP). Ensure application and renewal materials for licensure are issued in a timely manner. Conduct periodic quality reviews for accuracy and completeness.
  • Review and analyze data concerning unit activities including, but not limited to licensing and collection and reconciliation of program fees.
  • Communicate general provisions of licensing requirements, law(s) and regulations to licensees and the general public.
  • Coordinate distribution of certification and licensure materials, transmittals, licenses, memoranda, correspondence, forms and reports to program staff, state and/or federal agencies and health care providers.
  • Oversee maintenance of files to ensure complete and current information is available to program, agencies and the general public.

Required Qualifications:

  • Demonstrated capacity to analyze and determine the applicability of data to draw conclusions and make appropriate recommendations.
  • Ability to gather information by examining records and documents and by questioning individuals.
  • Skilled in assembling items of information in accordance with established procedures.
  • Ability to determine proper format and procedure for assembling items of information and maintain accurate records.
  • Capacity to write concisely, to express thoughts clearly and to develop ideas in a logical sequence.
  • Ability to give written and oral instructions in a precise, understandable manner.
  • Ability to establish and maintain harmonious working relationships with others.
  • Experience in exercising discretion in handling confidential information

Preferred Qualifications:

  • Experience working with federal and state regulatory requirements, registration, and/or licensure programs.
  • Experience with federal data base programs dealing with clinical laboratory certification.

Qualifications

MINIMUM ENTRANCE REQUIREMENTS: Applicants must have at least (A) two years of full-time, or equivalent part-time, professional, administrative or managerial experience in business administration, business management or public administration the major duties of which involved program management, program administration, program coordination, program planning and/or program analysis, or (B) any equivalent combination of the required experience and the substitutions below.

Substitutions:

I. A Bachelor's or higher degree with a major in business administration, business management or public administration may be substituted for the required experience.*

II. A Bachelor's or higher degree with a major other than in business administration, business management or public administration may be substituted for a maximum of one year of the required experience.*

  • Education toward such a degree will be prorated on the basis of the proportion of the requirements actually completed.
